What is the challenge for you as board members to deliver the Housing Horizons vision? Are we doing the right things for the right reasons? 11.00am Stepping up to Great Governance Welsh Regulatory Board and Welsh Government Launching the findings and recommendations of the Regulatory Board s Governance Review am Refreshments and Networking 12.00pm Workshop Session 1 Stepping up to Great Governance Welsh Regulatory Board and Welsh Government
The team will go in to more details on the Governance Review Delegates will have the opportunity to speak with the Welsh Governance Regulatory Team and Board and to ask questions. Governance Journeys Part 1 Julie Thomas, Vice Chair, Melin Wedgewood Through a series of sessions, delegates will see how three different organisations went through a review of their governance structures to ensure that they are fit for purpose for the business needs of today and the futre. In the first session, Julie will share Melin s experience and the changes in their structure following their governance review. Is the feeling Mutual? David Palmer and Keith Edwards, Welsh Co-operative
@WalesCoOPCen Usk The last few years has seen an upsurge in interest in mutual and co-operative models of governance, as well as a number of innovative examples of residents and staff taking more responsibility and control. This workshop will explore some of the very best, up-to-date practices as well as posing a number of questions: What have the main lessons of mutual and co-op housing been to date? Are there any implications for the boards of traditional associations? Are there ways of adapting good practice in engagement and governance, short of converting to a mutual or setting up a co-op the so called mutual / co-op lite approach?
Effective Assurance Frameworks can you risk missing this session? Nigel Ireland, Head of Barcud Shared Garden 2 Are you maximising value for money through your risk management processes? How could you get more assurance that your objectives will be achieved and still save money? Do you use risk management to demonstrate effectiveness to your stakeholders, including the regulator? Do you get value from your assurance providers? Nigel will lead delegates through the structure of an effective assurance framework, the next generation of risk management, and how management teams and boards can use it to add value, increase efficiency, make better decisions and enhance the understanding of risks facing the organisation. The session will also cover key topics including types of assurance, risk appetite and the three lines of defence. Can you risk missing this session?
Equality and Diversity The Challenges of Recruiting a Diverse Board Alicja Zalesinska, Tai Pawb and Rhodri Packman, Chwarae Garden 1 Virginia Bottomley is quoted as saying The Value of Enhancing the gene pool seems obvious, but the benefits derived from a diverse board need to be identified. Firstly diversity reduces the risks arising from everyone thinking the same. Alicja and Cerys will explain why increasing diversity at board and scrutiny levels will benefit an organisation with new ideas and challenging perspectives, but it will also impact the way your organisation is viewed by your customers. Also, how would you engage with diverse groups to recruit new members? 1.00 pm Lunch and Networking
2.00pm Governance in time of Crisis Robert Lynbeck and Sharon Morden Newport City Robert and Sharon will share an honest account of Newport City Homes experience in the wake of the Grenfell Tower disaster and how good governance enabled the organisation to respond quickly and establish trust amongst key stakeholders. 2.45pm Workshop Session 2 Crisis Management John Wilkinson, Wilkinson Usk Following on from Ceri s main session, John goes in to more details on what board members need to be aware of when responding to a crisis.
Governance Journeys Part 2 Fran Bevan and Natalie Ryan, Merthyr Valleys Wedgewood In this second session, Fran and Natalie, from Merthyr Valleys Homes, will guide delegates through their governance journey, the process behind the change and the value that has been added in terms of their governance. To Pay or Not To Pay That is the Question? Patricia McCabe and Stephanie Bamford, Central Consultancy and Training and Mike Gaskell of Trowers Housing associations in Wales now have the freedom, and powers, to decide whether to remunerate their non-executive Board and Committee members. The purpose of this debate
is to consider some of the processes and practicalities, which Boards, and their organisations will need to consider when deciding whether to take up this option. The session will draw on resources developed by Central Consultancy, on behalf of a small group of RSLs and published by CHC. Consultation of Code Tim Blanch, Tidal Consultancy Garden 1 This workshop will introduce the CHC proposed new governance code and explore the implications of the code for Boards and staff of Associations. The discussion will centre on the implications of the code for ways of working for chairs and boards, and their relationship with stakeholders. It will also consider what boards want from CHC around training, development, and support Learning from Difficult Cases
Karen Dusgate, Chief Executive, Family Garden 2 Karen will provide an honest account of the governance journey of FHA - what went wrong? What's changed? How working with key stakeholders the association has turned the culture and performance around? And of the work still to do! 3.45pm Refreshments and Networking 4.15pm What do our Tenants really want? Jennifer Wallace, Head of Policy, Carnegie UK As we embrace the Housing Horizons vision as a sector, Jennifer will look at what our tenants will want from Housing Associations in the future and what we should be doing to define their services.
5.00PM Graduation of Women Lead the Board Patricia McCabe, Director, Central Consultancy and Suite 5.20pm End of Day pm Drinks Reception sponsored by Hugh James Solicitors 7.30pm Conference Dinner with pre conference dinner speaker, Joy Kent
Friday 9 th March am Registration 9.15am Disruptive Leadership through Technology Guy Flynn, Today s volatile and unpredictable business landscape, shaped by digital disruption, requires organisations to adopt an agile leadership approach. PWC will lead delegates through the skills and must-have competencies to ensure that boards and organisations are significantly well-equipped to deal with today s disruptive business environment am Disrupting Targets, Empowering Staff Hannah Evans, Welsh Ambulance
Hannah will show how a change in organisational culture, empowering staff and building trust, within the Welsh Ambulance Service, has led to improved service delivery and performance throughout Wales am Refreshments and Networking am Workshop Session 3 Are you ready for GDPR? Stephen Thompson, Partner, Darwin Garden 2 On 25 May 2018, the General Data Protection Regulations (GDPR) are coming into force across the EU and will change the way that businesses collect, manage and display data. Regardless of Brexit, the GDPR will still affect businesses in the UK. Whilst many aspects of Data Protection law will remain the same, there will be some significant changes that your business should be prepared for.
Stephen will provide an introduction to how housing associations can prepare for the new regulation during the forthcoming months. Using data to deliver your vision PWC Usk Join PWC to hear about the work they have done with CHC to create a data tool for the sector, to explore the role of your organisation in delivering the Housing Horizons vision, and the ways in which data can inform your decision-making. Governance Journeys Part 3 Joanna Fairley, Governance Manager, Newport City Wedgewood
In the final instalment, Joanna Fairley will share Newport City Homes experience and the changes in their structure following their governance review. To Pay or Not To Pay That is the Question? Patricia McCabe and Stephanie Bamford, Central Consultancy and Training and Mike Gaskell of Trowers Housing associations in Wales now have the freedom and powers to decide whether to remunerate their non-executive Board and Committee members. The purpose of this debate is to consider some of the processes and practicalities, which Boards and their organisations will need to consider when deciding whether to take up this option. The session will draw on resources developed by Central Consultancy, on behalf of a small group of RSLs and published by CHC.
Changing our approach, what board members need to know Charlotte Waite, ACE s Hub and Amanda Garden 1 During 2018, over 1,200 staff from your organisations will attend training sessions about Psychologically Informed Environments. This reflects the sector s interest and commitment to learn about working in a trauma-informed way. This is largely due to the growing understanding of the benefits which arise from developing a good working relationship with our tenants, led by the work undertaken by the Adverse Childhood Experience Hub and its Housing lead, Charlotte Waite. The ACE S narrative reflects the WG drive to deliver all services in this way. It places emphasis on the relational, rather thanthe structural response to the challenges we all ( tenants included) face. This presentation aims to inform delegates of the current policy and actions in
this area. Charlotte Waite will update on the work of the housing arm of the ACE s Hub and outline key developments. Amanda Protheroe, a HA board member, will then discuss the WG-sponsored, PCC/APCC ASB project, currently being piloted within the housing sector which is seeking to help organisations embed this approach. Amanda will pay particular attention to the information and guidance that Boards may wish to consider 12.15pm Good Governance in the 21st Century Alistair McIntosh, Chief Executive, Alistair will speak about the importance of the human element of good governance off-the-shelf products and a tick box approach are not sufficient to safeguard against risk, and to ensure that our governance is worth its weight. Whilst governance is about control and risk, the world we work in evolves quickly and we need to be equipped to deal with that
in our governance arrangements. At the end of the day, when things go wrong, it is service users who control the agenda (via the internet, social media etc). We need to keep key stakeholders at the heart of what we do, and to have agile decision-making protocols to effectively deal with whatever issues arise. 1.00pm Conference Conclusions 1.10pm Lunch and Depart
