Overall Purpose of Job To ensure a high standard of supervision, safety and quality control of new houses, flats and any other construction projects undertaken by the Association. The role will require you to conduct regular site visits and assess contract implementation, monitor contractor s performance and ensure compliance with the CDM regulations. 1

2 4. Principal Responsibilities 1. Review and understand the stage of each Development Project. Identify any potential issues with the project by being familiar with the specification, drawings, site, site conditions and construction methods. To immediately inform the Senior Development Officer of any potential change in the contracted works costs. 2. Carry out a minimum of 2 site inspections per week for each Development in order to monitor progress and attend to any issues ensuring that all requirements are adhered to and performance criteria are being fully implemented in all Capital Projects. 3. To attend all site and technical meetings and report on any deviations from the agreed development in terms of specification, construction methods, Health and Safety and performance criteria. 4. Provide weekly progress reports to Senior Development Officer on each Development. 5. To develop and update weekly electronic reports including a diary of key events for each site/contract, these are to include H&S site inspections. 6. To ensure that the Senior Development Officer and Asset Manager can assess progress against programme at any time via the electronic project file. 7. To undertake snagging inspections and ensure any identified issues are resolved prior to handover. To manage any defects that arise during the Defects Liability period by ensuring defects are dealt with by the contractor within agreed timescales. To carry out Defects inspections at the end of the Defects Liability Period and liaise with contractor and tenants to ensure all defects are attended to prior to the Making Good Defects certificate being issued. 8. To positively represent the Association at all times, liaising with contactors, the public and our customers. If required liaise with both the public and our customers during planning, construction and project completion. Prepare any documentation required to keep both internal and external customers informed. 9. To arrange site visits (pre handover), information packs and timely handovers with both Housing Management and Property Services Departments. To be the point of contact for these departments during handover and the defect liability period. 10. To assist the Development Manger in ensuring that all project files are up to date. To contribute to any reviews of the Langstane Design Specification. 11. To ensure that regular H&S site visits are completed on sites owned by Langstane Housing in the development programme. To carry out site inspections of vacant land-banked sites. 11. To ensure that meter readings are recorded at handover and copies passed to relevant teams. 12. To develop positive working relationships with consultants and contractors. 2

3 13. To carry out all duties of this post in accordance with the relevant Langstane Housing Association Policies and Procedures. 14. Undertake satisfaction surveys post occupation as directed by Asset Manager. 15. To assist with Planned Maintenance works when required. 3

Health and Safety Files. Project Files Accessing, updating and maintaining both computerised and paper based information systems. Bill of Quantities:-To check what quantities have been included by the Quantity Surveyor Specifications:- Check contractors fully comply with agreed specifications (Langstane Design Specification) Construction drawings for checking technical details etc Contractor and Consultants appointment documentation Development Contracts Construction Phase Plans Internet Collect and check compliance data is appropriate and up to date (HSE). Collect data and information on products to be used. Review construction case studies and best practice documentation. Microsoft Office Excel, Word and Outlook Physical Resources The Association will provide PPE. You will have or have access to laser measure, damp meter, camera phone, digital inspection Camera, binoculars, measuring tape, level, I- pad and any other equipment required during the course of your work. The post holder must have access to a car extensive travel will be required. Occasional evening work required for instance carrying out defects inspections after tenants return home from work 4

Relationships with others Internal:- Housing Management Property Services Department Immediate colleagues Provide timely and accurate information regarding handover, ensure housing team are fully briefed and have all the required information to ensure a smooth transition for both internal staff and customers. Deal with any queries and problems that arise during handover of properties. Ensure that PS has access to construction, fixtures and fittings information. This should include any warranties etc. Hold a handover meeting on site with Property Services at the end of the Construction Phase and assist in ensuring that they capture all repair components and gain information about the development. Work with the colleagues in the Asset Management Team External Consultants and Contractors. Advise contractors when workmanship is below the standard required and when specifications/drawings are not being adhered to. Liaise and work closely with all consultants to ensure success of development. Tenants/Customers Statutory Authorities Other Housing Providers Prepare/Check that all new home packs contain suitable information that allows immediate occupation. Advise customers on the operation of any new technologies etc. Liaise with neighbours of construction sites to ensure they are kept informed about activities on site which may be disruptive etc To provide information and work collaboratively. To work collaboratively and in partnership where required. 7. Level of Decision-Making / Supervision required Minor changes to detail/specification to ensure completion to a satisfactory standard that does not involve additional costs. 8. Person Specification CRITERIA ESSENTIAL DESIRABLE Qualification/Training Hold a construction based certificate, such as a City and Guilds. Experience as a tradesman or in a supervisory role in the construction industry. CITB site manager s course or equivalent qualification. Member of the Institute of the Clerk of Works or appropriate Construction Body. MCIOB or MCIAT. Experience Skills/Knowledge Extensive experience of the Construction industry. Experience of working as a site supervisor managing the day to day running of a site and being responsible for trades. Experience of providing direction and advice on maintenance, service contracts, construction projects, and Health and Safety Regulations. Experience of working with multiple contractors and trades. Be able to understand drawings, Bills of Quantities, technical specifications. Identify non compliance with specification and workmanship. A comprehensive working knowledge of Health and Safety and CDM regulations. Good IT skills in particular MS word and Excel. Ability to negotiate with and influence contractors and suppliers. Experience of working with consultants. Understand the housing development process. Knowledge of Housing for Varying Needs requirements, DDA and part M of building regulations. 6

7 Personal Qualities Excellent communicator with good interpersonal skills. Ability to translate technical jargon to the general public, colleagues and customers. Full Driving Licence. A motivated and enthusiastic person who is happy to work on their own most of the time. 7
