1 Job Description Job title: Employer: Qualifications Wales Location: Contract: Q2, Imperial Park, Newport NP10 8AR Fixed Term for up to two years with the possibility of permanency. Part time, preferably circa 20 hours over four or five working days. Salary and Benefits: Band 2-23,625-27,400 per annum (pro rata for agreed hours). A role specific recruitment and retention allowance may be paid where a candidate demonstrates a strong match for the role. In addition to salary we offer 30 days annual leave pro rata (in addition to public holidays and up to three days office closure at Christmas), flexible working arrangements and membership of the Civil Service Pension Scheme. The role will be suitable for some homeworking but this will be work dependent and may differ from week to week. Support will be provided to assist the successful candidate to become proficient in simultaneous translation, if required. 3 Background Qualifications Wales has been created as a Welsh Government Sponsored Body and is an independent regulator of qualifications and the qualification system in Wales. The body is responsible for ensuring that qualifications and the qualifications system are effective in meeting the reasonable needs of learners in Wales, and for promoting public confidence in these. Qualifications Wales has a publicly appointed Chair and Board who is accountable for the fulfilment of Qualifications Wales statutory functions and of its obligations to Welsh Government as a Welsh Government Sponsored Body. The Board agree the strategic direction and governance of the organisation and the Executive Team (comprising the Chief Executive and the three Executive Directors) are responsible for the development and implementation of the strategic and operational plans. Job Purpose The will primarily provide a written translation service for Qualifications Wales but could also assist in simultaneous translation when required, to support our commitment to delivering in both Welsh and English languages. As a regulator some of our language may be technical or include complex concepts, the will ensure that the language is accurate and delivered in an appropriate tone of voice for the relevant audience. 3
4 Main duties Translating Qualifications Wales documents from English to Welsh. These will include policy documents, letters, press releases, newsletters, etc. Translating confidential documents (which may be in relation to HR issues) and sensitive statistical information Help to ensure a high standard of Welsh in all Qualifications Wales printed and online material, including booklets, leaflets, posters, the website, social media and videos. Translating external documents such as letters, press reports, etc. from Welsh to English. Providing advice to colleagues on the correct use of Welsh. Maintaining a complete record of translation requests made by Qualifications Wales staff. Liaising with an external translation company, when appropriate, and completing purchase orders. Proof read bilingual copy. Engage and brief simultaneous translators for Qualifications Wales meetings. Help to create and maintain the Qualifications Wales style guide and maintain a list of Welsh terms. Work with colleagues within the organisation to support the application of the Welsh Language Standards and to aid the development of employees Welsh language skills. Work flexibly, performing any other duties as required, where relevant to the post and appropriate to the grade. 4
5 Person specification Qualifications Experience Essential Good general level of education as evidenced by qualifications especially those demonstrating a high level of literacy and numeracy. Role relevant qualification Professional written translation experience Managing work and taking decisions based on presentation of material in context and an appropriate format. Desirable A member of the Association of Welsh s and Interpreters (where this is not held the successful candidate would be supported to obtain membership Experience of working within the public sector/education would be an advantage. Knowledge Fluency in Welsh and English, both written and verbal skills. Simultaneous translation experience Knowledge and understanding of the education landscape and educational terms would be an advantage. Awareness and understanding of the Welsh public sector. Knowledge of the Déjà vu or other recognised translation software 5
6 Skills Attention to detail and the ability to ensure a high standard of work (particularly written work), accurate proof reading skills. Able to express corporate tone of voice in the Welsh medium. Good communicator, able to inform and influence at all levels and engage with a range of stakeholders. Able to work independently or in the context of a team. Ability to remain current, continually learn and share good practice. Ability to plan, prioritise and work flexibly to meet changing demands. Able to take responsibility for own work and to work effectively under pressure. 6
