The vision set by the Board of First Choice Homes is to Improve lives in Oldham. To deliver this Vision we are committed to providing Excellent Landlord services, whilst also in the process of delivering a 100 million new build development programme over the next four years. We believe excellent housing is the cornerstone of a good community - a great place to live. Housing alone however cannot make the impact we require on Improving lives in Oldham. As a result, First Choice Homes has developed a Health service offer, jointly funded with external partners along with our Directions service, who support our unemployed customers into sustainable employment. Shaw and Royton v ii i iii iv Who Are We: As a large scale stock transfer, First Choice Homes took over the ownership and management of 11,500 homes from Oldham Council in We are a not for profit, housing association regulated by the Regulator for Social Housing. Although not for profit, our aim is to generate financial surpluses which we can reinvest back into services and to build new homes. First Choice Homes is run by a remunerated Board, consisting of 10 non-executive Directors. Appointment to the Board is wholly based upon skills and knowledge. We also have a Customer Congress made up of First Choice Homes customers including leaseholders. We are committed to ensuring all our customers receive the highest possible quality of service and customer involvement is at the heart of everything we do. Where Do We Operate: All First Choice Homes properties are in Oldham, a town with a population of approximately 225,000, situated in the Greater Manchester region. Our Vision and Our Strategy First Choice Homes Vision: Improve Lives in Oldham To deliver Our Vision we have 3 Strategic Objectives. Deliver Excellent Landlord Services: Our customers are the arbiter of this. We currently seek customer feedback on 3,000 repair jobs a year, along with views from 1,200 customers on our general landlord service. We are currently in the process of increasing our feedback on the latter to gain a greater understanding of where we get it right for our customers and where we need to improve. Customer Feedback, Customer Empowerment, Customer Culture the cornerstone to how we will deliver Excellent Landlord Services. 6

7 Build New Homes The Board of First Choice Homes has set an ambitious target to build 820 homes over the next 4 years with a 100 million Development Fund. First Choice Homes has and continues to research which type of households are in the greatest housing need. Building New Homes isn t just about bricks and mortar. It s about meeting the most housing need in our communities. Create Thriving Communities The provision and security of a good home is central to living in a great place. To Create Thriving Communities however, First Choice Homes believes that we must provide above and beyond the core Landlord service and building new homes. Thus, First Choice Homes is jointly working and investing with external partners to support the unemployed into sustainable employment and improving the health of residents via the provision of appropriate housing and support services. Our work is not aimed at making a financial return. These services are focused on making a difference and Improving Lives in Oldham. Strategic Enablers To deliver the investment required for the above, First Choice Homes prioritises the following: Maximising Income: across Rent Collection, Void Loss and Grant opportunities; and Right First Times services: maximising efficiency via tailoring services based upon customer insight and investing in services that customers value the most.

10 BOARD MEMBERS GED LUCAS, BOARD CHAIR I am proud to be the Chair of First Choice Homes, a position I have held since September I started working in housing in 1975 and was a Director of Housing for three Local Authorities. I finished my local government career as a Deputy Chief Executive, being responsible for a wide range of areas including housing, regeneration, environment, planning, economic and community development. I was also closely involved in the development of Greater Manchester Devolution. I then went on to become an independent consultant and interim manager and prior to being with First Choice Homes, I was a Non-Executive Director with Trafford Housing Trust for four and a half years. I have also spent three years as a nationally elected member of the Charted Institute of Housing, Council and Chaired the Policy Board. I am a past Fellow of the Institute of Housing and I have worked with a range of national government departments and policy organisations. I was brought up on a social housing estate in Liverpool, although it wasn t called that at the time. I am a great believer in people being helped or allowed - to reach their own potential and the importance of dealing with people as they are, not where they come from. MATTHEW JONES, BA, MSC, BOARD VICE CHAIR I was appointed as a Co-optee in October 2014 and as a Non-Executive Director in September I am the Board Vice Chair and I also sit on the Audit and Risk Committee. My current role is the Managing Director of City West Housing Trust and Villages within the ForViva Group and responsible for 18,000 properties across the North West. I bring over 20 years of housing management experience and I am passionate about improving lives, enabling communities that are safe and sustainable and ensuring that the customer service offer is as strong as it can be. During my time on the Board, I have played a key role in the evolution of the Board and the strategic direction of First Choice Homes following the delivery of the offer document. As an experienced housing practitioner operating at a senior level that is based in the region and faces many similar challenges, I can share good practice as well as bring a level of challenge and scrutiny that is invaluable. I have a BA Honours 2:1 in Philosophy (graduated 1996, Nottingham University and an MSc in Management (graduated 2005 from Manchester Metropolitan University). 10

11 BERNADETTE CALLAGHAN BOARD MEMBER I was appointed as a Non-Executive Director in October 2009 and I am also a member of the Governance and Remuneration, Audit and Risk and Health and Safety Committees utilising the skills and knowledge acquired during her career. During my working career I was in the metering industry based at Siemens in Hollinwood as a works convenor and Branch Secretary of my Union. I began my journey of involvement with First Choice Homes when I was elected as the Vice Chair of the Oldham Stock Transfer Forum together with other dedicated tenants. We worked tirelessly to produce the Offer Document which finally resulted in a stock transfer. I was elected to the First Choice Homes Board in 2009, became Vice Chair in 2012, prior to Ged taking over. I am a strong advocator that the needs of our customers are paramount and believe it is the role of the Board to ensure First Choice Homes deliver the expectations of our Customers with the aim of being the best social housing provider. PHILIP M PEARSON ACA BOARD MEMBER I was appointed as a Non-Executive Director in September I am the Vice Chair of the Audit and Risk Committee and have been a member of the Development Committee and the Chair of New Living Homes Limited. Amongst other business interests, I am the Financial Director of Ravens Wood Consultancy Limited, a specialist marketing company aiming to provide progressive strategies for accountancy and legal firms. I have over 25 years experience in financial management and accounting both in practice and at all sizes of private enterprises. Philips areas of interest are finance and audit and risk management. I assisted with the design and set up of the Development Committee development of graphical board financial papers to ensure all Non- Executive Directors can understand and contribute. I m a fellow of the Institute of Chartered Accountants in England and Wales. 11

12 BOARD MEMBERS BARBARA BROWNRIDGE, BA (HONS), DIP, TP, GOVERNANCE AND REMUNERATION COMMITTEE CHAIR I was appointed as a Non-Executive Director in May I am the Chair of the Governance and Remuneration Committee and was a member of the Audit and Risk Committee from 2013 to I became a Councillor for Chadderton North Ward in 2010 having been involved in local politics for over 30 years. I was appointed to Board based on my capacity as deputy and now the Cabinet Member with responsibility for housing at Oldham Council. In my professional life, I worked in the development industry and have a particular interest in housing. As Cabinet Member for Neighbourhoods, I am focused on the development of places where people want and are proud to live and that is very much reflected in First Choice Home s ethos. I moved to Oldham in 1972 and I am committed to making Oldham the best place it can be and to provide homes across all tenures. PAULINE RICHARDSON, BSC (HONS), AUDIT AND RISK CHAIR I was appointed as a Non-Executive Director in October 2009, I have been the Chair of the Audit and Risk Committee for the past 7 years and I was also Board Vice Chair from 2014 to I have lived in Chadderton for over 30 years after graduating from Leeds University with a BSC in Pharmacology. I have been actively involved in the local community where I served as a school governor and have been involved with First Choice Homes in various roles for 14 years. I bring skills to the Board that I have developed over 30 years managing in social care and housing settings for Manchester City Council, these include Homecare, Warden Services and Homelessness Services for vulnerable adults, then more recently a move to Children s Services working within the Government s Troubled Families Agenda and Early Help, gaining a Diploma in management studies. My interests include understanding how people from different communities and backgrounds relate to one another across our borough, and how local democracy enables residents to influence decisions taken in relation to services they use and the communities they live in. 12

13 MUMTAZ ALI, BSC (HONS), ACCA, FCCA BOARD MEMBER I was appointed as a Co-optee in September 2015 and as a Non- Executive Director in November In my position as a Non- Executive Director, I am keen on helping First Choice Homes to continue to provide a high quality housing services to the residents of Oldham. I am also a member of the Audit and Risk Committee. I have lived in Rossendale in Lancashire for over 40 years. I graduated from Salford University in 1994 and qualified as a Chartered Certified Accountant in I have a BSc(Hons) Economics Qualified ACCA in 2001 and Awarded FCCA in I have over 20 years experience of working in Finance especially in the Public Sector, having worked in the NHS, Probation Services, Education and Housing HILDA KAPONDA, FCCA, BENG (HONS), MBA BOARD MEMBER I was appointed as a Non-Executive Director in June 2016 and I am a member of the Governance and Remuneration Committee. I am a qualified accountant with over 20 years experience in social housing finance and I have my own consultancy company. My previous roles include Executive Director of Finance at Equity Housing Group, working as a Lead Regulator at The Housing Corporation, Group Finance Manager at Harvest Housing Group and Director of Finance and ICT at Eastlands Partnership Homes. Previously I was on the Board of Mosscare Housing, Stockport Homes and Parkway Green Housing Trust and was the Chair of Audit and Risk at both Stockport Homes and Parkway Green. I am currently a Board Member and Chair of Audit at Arawak Walton Housing Association. I have been involved with various community groups in Manchester. I have extensive experience and expertise in strategic management, business systems, group structures, project and finance management audit processes and governance. In addition to my accountancy qualification I also have an MBA in Finance from Manchester Business School. 13

14 BOARD MEMBERS CARL BRAZIER BSC (HONS), PG DIP BOARD MEMBER I was appointed as a Non-Executive Director in October 2015 and I am also a member of the Governance and Remuneration Committee. I am the Director of Housing and Customer Services at the City of Stoke on Trent Council, with responsibility for the management of 18,500 homes and Customer Services such as IT, Libraries, Museums, Culture, Local Centres and the Council Contact Centre. A key role I am leading on is housing growth across the City through a unique Housing Offer of various forms of development and regeneration, with support from Homes England, MHCLG, developers and financial institutions. I have led on the formation of the Council Development Company Fortior Homes and it s Repair Company Unitas. The Council has also been awarded Housing Zone Status by the Government and became the first Council to be assessed by the Housing and Finance Institute (HFI) as Housing Business Ready. I also sit on the LGA Housing Officer Finance Group, the MHCLG Housing Technical Group, HFI Housing Accelerators Forum and was also an Expert Advisor for the Government s Elphicke / House Report. I was recently listed in Inside Housing in the Who Who s in Local Authority Housing Development. I am a Fellow of the CIH and I have extensive experience which allows me to play an active role in First Choice Homes delivery. JOHN CARLETON BOARD MEMBER I was appointed as a Non-Executive Director on 21 September I currently Chair of the Development Committee and Chair First Choice Homes subsidiary company, New Living Homes Limited. I am the Executive Director for Property Investment at Orbit Housing Group having specific responsibility for all property and investment activity. This includes leading the Orbit Homes teams, which act as the market housing, affordable housing and regeneration delivery arm of the Orbit Group. My responsibilities extend to leading the Strategic Asset Management function of Orbit s 40,000 home portfolio, involving all major planned investment programmes and any strategic disposal activity. 14

To take overall responsibility for the leadership, strategy and management of the Corporate Services Directorate including but not limited to: - Financial Strategy and Management; Income Recovery; Business Transformation; Information Technology; Organisational Development & Human Resources; Governance & Assurance; Strategic Planning; Risk Management; and Marketing & Communications. Key Responsibilities 1. To deliver excellent customer services, focused on clear and tangible business outcomes. 2. Development and implementation of strategic planning for the business that delivers excellent customer and business outcomes. 3. Development and implementation of effective financial strategy, inclusive of Value for Money business outcomes. 4. Any other duties as allocated by the Chief Executive. Working Conditions First Choice Homes is a no-smoking environment; all staff are required to comply with this policy. The standard operating hours for First Choice Homes are 8am-8pm Monday Friday, 8am-4pm Saturday. Attendance at evening meetings, outside of standard service operating hours, is a required and regular feature of this post. Overtime is not paid for attendance at such meetings. The flexi-time scheme does not apply to this post. You are required to work the hours as necessary to fulfil the duties of your post. This post is designated as a desirable car user post Managers As part of your responsibility as a manager you may be required to participate in on-call and standby arrangements put in place by First Choice Homes as part of your normal duties. Attendance at evening meetings and occasional work at weekends is a feature of all management positions at First Choice Home 18

19 PERSON SPECIFICATION Education & Qualification Essential Relevant Professional or Management Qualification in Finance CCAB Qualified (ACCA, CIMA, CIPFA, ICAEW, ICAI, ICAS) Or a minimum of 5 years experience with an exceptional track record of success in a senior financial management position will be considered must demonstrate a commitment to achieve the above Finance qualification within an acceptable timescale. Desirable Professional management qualification, for example MBA, ILM, Business Degree. 20 PRINCIPAL TERMS AND CONDITIONS Salary and package: Salary is 100,000 per annum (depending upon experience). Car allowance of 5,000 Defined Contribution Pensions Scheme with a 6% employer contribution and minimum 4% employee contribution. If the successful candidate is a current employee of First Choice Homes their current pension arrangements will remain in place. Holiday entitlement: 30 days per year, plus 1 shut down day as determined by the Company. Working hours: Normal hours of work are 37 hours per week, but the post holder will be required to work such hours, and at such times as are necessary for the proper performance of their duties. There will be no further remuneration for such hours. Probation and notice periods: The probation period for the role is between 3 months and 6 months. The probationary period can be extended up to a maximum of 12 months. The notice period after the probationary period is 6 months. Location: Your normal place of work will be our office at First Place, 22 Union Street, Oldham, OL1 1BE. However, given the seniority of the post travel across our operating areas will be expected. 20

27 KEY DATES AND SELECTION PROCESS Closing date: Monday 5th March 2018, 12 noon The client meeting to agree longlisted candidates will take place on the morning of Monday 12th March Successful candidates will be informed the afternoon of Monday 12th March All unsuccessful candidates will be offered feedback by Campbell Tickell. First Interviews: Monday 19th March Longlisted candidates will be interviewed by a Campbell Tickell panel. This will include Kelly Shaw and Bill Barkworth, Senior Associate Consultants. On the same day there will be an opportunity to meet with the Chief Executive, Vinny Roche for a separate discussion session. Interviews will be held at the First Place, 22 Union Street, Oldham, OL1 1BE Testing: From Wednesday 21st March Shortlisted candidates may be asked to complete an online psychometric test to explore leadership style. In addition, there may be a more technical exercise conducted by a Senior Associate at Campbell Tickell, which will be completed remotely. Final Interviews: Wednesday 28th March There will be an opportunity to meet with the Executive and an interactive customer session giving candidates the opportunity to meet with the Customer Congress. The final interview will combine an unseen presentation and panel interview. The selection panel will include Chair of First Choice Homes Board, an additional First Choice Homes Board Member, First Choice Homes Chief Executive and Kelly Shaw representing Campbell Tickell.
