3 About Kensington & Chelsea TMO In the early 1990s, the tenants and leaseholders of the Royal Borough of Kensington and Chelsea decided to pursue their legal right to manage their own homes. Following two separate ballots in 1994 and 1995, the Kensington and Chelsea Tenant Management Organisation (KCTMO) was established on 1 April 1996 and the responsibility for managing c 10,000 properties passed from The Royal Borough of Kensington and Chelsea to the Tenant Management Organisation. The Council still owns the properties and retains responsibility for strategic housing policies and homeless people. The relationship between KCTMO and the Council is governed by a Management Agreement, which covers all areas of the landlord business. Whilst KCTMO still enjoys a close working relationship with the Council, it is a completely separate company. At the time of the transfer of management responsibility to KCTMO, approximately 18% of the properties had been sold on long leases. In 2002 KCTMO took over the responsibility for major capital works from the Council to access extra resources and funding to enable KCTMO to bring the properties up to the Decent Homes Standard. KCTMO is a company limited by guarantee with members whose main residence is in Council owned or leasehold accommodation. There are currently over 4,500 members of KCTMO, and residents are actively encouraged to become members. KCTMO is managed by a Board of Directors comprising of eight elected tenant and leaseholder members, four appointed Councillor Members and three independent appointed other members. In 2013 KCTMO set up their own repairs and maintenance company KCTMO Repairs Direct to carry out all the reactive repairs and maintenance works to the residents. 5 Job Description Job Title HR Advisor Directorate / Department Reports to People & Performance / HR & OD Assistant Director, HR & OD Job Purpose Salary To proactively provide an efficient and effective generalist HR and OD service to a specific client group(s) which supports the business to achieve its objectives. Covering pay and reward, recruitment, induction, employee relationship, training and development, performance and change management. 30,300 40,900 pa (pro rata) Grade TMOHMGN191 Hours 3 days per week (Monday, Tuesday, Wednesday) job share Location Network Hub Responsibilities To advise, support, coach, facilitate and train managers on the following: Reviews and restructures Recruitment (to include liaison with agencies, preparing recruitment campaigns/briefs, ensure that appointments are made, etc) Employee performance (capability and conduct, including sickness, etc) issues Performance & development reviews (PDRs) HR policies and procedures Salary & grading (including job evaluation, national/local pay agreements and performance related pay) National/local conditions of service Undertake job evaluations and regradings, in consultation with line managers and ET. 5

6 Produce regular management information and statistics, as requested or required by ET / SMT / AD HR&OD / Finance. Advise on flexible working policies (maternity, paternity, parental, etc). Ensure that SelectHR is up to date at all times with regard to the structure of the organisation Ensure contracts of employment and other contractual documentation for new staff, terms and conditions, promotions, temporary contracts, etc, are issued and up to date. Ensure that all necessary, accurate and relevant information is sent to payroll/pensions (RBKC). Ensure that effective workforce information systems are in place that support good record management and the provision of accurate workforce data and information. Conduct exit interviews. Work with the Senior HR Advisor (part-time) in a job share capacity Any other duties that may be necessary in support of the smooth running of the team. 6

10 Terms and Conditions Salary You will be paid monthly (two weeks in advance, two weeks in arrears) - on the 15th of the month - and your pay will be credited to your bank or building society. Hours A 21.6 hour week, Monday Wednesday, 9.00 am 5.00 pm. The full time equivalent is 36 hours per week. Annual leave Your annual leave is dependent upon your conditions of service and length of continuous service. The annual leave for this position is 30 days per annum and 33 days after 5 years service (pro rata). Probation All employees have a standard probationary period of six months. Season Ticket Loan Interest-free season ticket loans are offered from six months service, which are paid back in monthly instalments through the payroll. Pension Scheme The TMO is an admitted member of the Local Government Pension Scheme, which is a final salary pension scheme. Employee contributions vary from 5.9% to 6.8%, dependent on salary.. HR Advisor, Part Time (Job Share) c. 30,000-34,000 pa (pro rata) We are looking for an experienced HR Advisor, working on a part time basis, to join a strong and friendly HR team. In this varied role, the focus will be on providing day to day HR support to an allocated client group, and working in conjunction (a job share arrangement) with the Part Time Senior HR Advisor, to ensure a full HR service is delivered. The successful candidate should be able to demonstrate experience in a similar position and up to date knowledge of employment legislation and HR best practice. With a strong understanding of the role of Human Resources within an organisation and how it can bring added value, the successful candidate will be able to demonstrate good generalist experience across the HR field including recruitment, employee relations, learning and development and pay and benefits. With excellent attention to detail and the ability to work well under pressure, you will be able to work on your own initiative as well as in a team, whilst being able to prioritise a varied workload.
