2 EXHIBIT A SCOPE OF SERVICES I. PURPOSE The Department requires the support of the I-4 BtU Corridor Management Consultant services for a wide range of engineering, architectural, technical, management and administrative services to assist bringing to completion as expeditiously as possible numerous projects in the corridor and provide uniform approach to delivering the projects to construction. The I-4 BtU Corridor Management Consultant shall function as an extension of the Department s resources by providing qualified technical and professional personnel to perform the duties and responsibilities assigned under the terms of this agreement. The I-4 BtU Corridor Management Consultant shall minimize to the maximum extent possible the Department s need to apply its own technical resources to assignments authorized by the Department. The Department, at its option, may elect to expand, reduce or delete the extent of each work element described in this scope of services document, provided such action does not alter the intent of this agreement. The Department shall request the I-4 BtU Corridor Management Consultant on an as-needed basis. There is no guarantee that any or all of the services described in this agreement will be assigned during the term of this agreement. Further, the I-4 BtU Corridor Management Consultant is providing these services on a nonexclusive basis. The Department, at its option, may elect to have any of the services set forth herein performed by other consultants or Department staff. II. GENERAL A. Beginning & Length of Service Services to be provided by the I-4 BtU Corridor Management Consultant will be initiated and completed as directed by the Project Manager for each assignment authorized under this agreement. The Project Manager shall furnish the I-4 BtU Corridor Management Consultant a Task Work Order outlining the scope of services to be performed, the estimated fees, and schedule. No payment for work performed shall be made to the I-4 BtU Corridor Management Consultant until a Task Work Order has been issued (refer to attached Exhibit B, Method of Compensation). III. SERVICES The following types of work elements may be assigned under the terms of this agreement: 1. Preparation and updating of a master plan of improvements to I-4 BtU corridor. 2. Preparation and updating of proposed BtU segmentation plan. FM Stage II FINAL A-1 March 16, 2018February 19, 2018

3 3. Preparation and updating the Project Management Plan reflecting the proposed 4. Preparation and updating the Concept of Operations reflecting the proposed 5. Preparation and updating the Conceptual Signing Plan reflecting the proposed 6. Preparation and updating the Tolling Plan reflecting the proposed 7. Preparation of construction and maintenance costs to assist in preparation of the Funding Plan based on 8. Assistance in coordination with stakeholders. 9. Quality Assurance for different documents including but not limited to Cost Schedule Risk Assessment Report, Traffic and Revenue Report, Roadway Plans, Maintenance of Traffic plans, etc. 10. Review, research and coordinate technical memoranda, technical reports, plans and submittals in relation to BtU master plan. 11. Assist with technical reviews, risk assessment, staff assistance, project management, and graphic support for on-going projects. 12. Attend meetings, conduct field inventories, and/or perform on-site reviews. 13. Prepare action plans, written reports of findings, computer aided design drawings or other graphics. 14. Perform and/or review engineering studies in accordance with the Department s procedures and approved federal actions. 15. Analyze alternative designs, review overall compatibility of designs from a constructability point of view, and develop reports and schedules. 16. Provide a peer review and analyze the alternative designs so as to minimize the total project cost, including right of way, construction and long term maintenance. 17. Prepare and/or manage a Project Implementation Plan. 18. Coordinate and provide assistance to Public Coordination Consultant. 19. Accomplish design activities as authorized. 20. Provide special engineering services including special studies and economic advisory/analytical services such as benefit/cost analyses. FM Stage II FINAL A-2 March 16, 2018February 19, 2018

4 21. Establish, monitor and/or evaluate project scheduling requirements and major milestone events for engineering or construction projects. 22. Modeling Support and Operational Analysis. 23. Develop, implement, and/or maintain a program-wide document control and filing system. 24. Study the need for and recommend advanced construction contracts needed or recommended in relation to BtU master plan. 25. Assist the Department with the Electronic Data Management System (EDMS) as needed. 26. Perform constructability and biddability reviews of the plans. 27. Have experience with utilities including utility coordination and design of underground water and wastewater facilities. 5 years of District 5 utility coordination is required. 28. Experience with and capability to do 3D Modeling and review. IV. RESPONSIBILITY OF THE DEPARTMENT The Department will furnish, without cost to the I-4 BtU Corridor Management Consultant, the following services and data under the terms of this agreement: A. Provide all criteria and full information as to the Department s requirements for consultants services including objectives, constraints, budgetary limitations and time restraints. B. Furnish all Department procedures, standards, and policies applicable to the services. C. Furnish drawings, specifications, schedules, reports and other information prepared by and/or for the Department by others which are available to the Department and which Department considers pertinent to the I-4 BtU Corridor Management Consultant s responsibilities, as described herein. D. Provide existing plans, studies and other available data. E. Furnish all necessary utility form letters, agreements, relocation schedules and other document forms as needed. F. 5 V. SUBCONTRACTING Services assigned to subconsultants must be approved in advance by the Department in accordance with Standard Consultant Agreement. The subconsultants must be qualified by the Department to perform all work assigned to them. In the event services of a subconsultant are authorized, the I-4 BtU Corridor Management Consultant shall obtain a schedule of rates, and the Department shall review and must approve any rates to be paid to the subconsultant. VI. COMPUTER SERVICES The I-4 BtU Corridor Management Consultant may utilize the Department s data processing and computer services in accordance with the Standard Consultant Agreement. Computations based on computer programs other than the Department s must conform to the Department s general format. (See FDM ). VII. SPECIFICATIONS FOR WORK A. Plans & Specifications The I-4 BtU Corridor Management Consultant shall ensure that all work efforts are completed in accordance with the latest standards adopted by the Department. B. Professional Services Contract Documents The I-4 BtU Corridor Management Consultant shall ensure that all contract documents and support forms have been prepared using the Department s current software.
