Net interest margins are strong but show a decreasing trend. Cost efficiency has not yet benefitted from the scale effect. Productivity levels could be further strengthened. KREDIT s solvency is adequate but the diminishing internal capital generation and the projected growth pace might put some pressure on capital adequacy in the short term. No equity injections are expected but subordinated debts will be issued by the majority shareholder if needed. KREDIT s majority shareholder has consolidated its position and demonstrated its capacity to support the institution. Ownership changes are expected in the shortterm with the exit of the minority shareholder. The plan to merge with Phillip Bank in the mediumterm is not yet fully defined, which brings some level of uncertainty. The board performs its supervisory function effectively. The decisionmaking process benefits from an upgraded risk management framework which however shows some room for improvement. The internal control systems fit the institution s decentralization and level of operations. The MIS has been upgraded but its effective implementation requires more training. KREDIT is working towards aligning its client protection systems with international best practices. Despite the overall adequate regulatory framework and credit bureau, the context risk of client overindebtedness is mediumhigh. 2 KREDIT Cambodia Annex 8 Rating Scale The final rating grade does not consider the Country Sovereign Rating Risk, but it takes into account the effects of the political and economic context on MFI s performance. The information used in the current rating has been partly provided by the institution subject to the evaluation process and partly collected during the meetings with the head executives. The analysis is based on audited financial statements and other official sources. MicroFinanza Rating cannot guarantee the reliability and integrity of the information, as it does not conduct auditing exercises, and therefore does not bear responsibility for any mistake or omission coming from the use of such information. The rating has to be considered as an external and independent opinion and it has not to be considered as a recommendation to realize investments in a specific institution.

SOCIAL RATING RATIONALE SOCIAL PERFORMANCE MANAGEMENT SYSTEM BB D C B BB A A KREDIT s governance and BoD are committed to achieving the social mission although specific social goals, indicators and targets have not yet been fully defined. The decision making process presents a balanced financial and social approach despite the moderate reporting of social results, which reflects the shortcomings in the social performance tracking and monitoring system. The product design is adequate to reach a broad clientele, and the human resources management is adequately aligned to the mission. CLIENT PROTECTION AND SOCIAL RESPONSIBILITY Despite a still moderate gender balance, KREDIT displays an adequate social responsibility toward the staff, with a good level of turnover, remuneration and training. The social responsibility toward the clients is adequate thanks to appropriate product design, good transparency of the and responsible pricing. The policies and practices in place to mitigate the risk of over indebtedness are adequate however the high risk of overindebtedness in the country might challenge these practices. OUTREACH The breadth of outreach is large with a good geographical coverage. Outreach results suggest a good alignment with the mission in terms of gender and rural outreach and financing of incomegenerating activities while poverty incidence might be lower than the mission intentions. QUALITY OF THE SERVICES Despite a rather high client drop out ratio, credit products seem overall appropriate to meet clients needs thanks to the good delivery system, the accessible guarantee requirements and the overall flexible repayment schedule.
