The global environmental objective is to strengthen the natural resource base in agricultural lands through doubling the area under sustainable land management as a basis for securing ecosystem services and sustainable agricultural productivity. The project will (i) strengthen institutional capabilities necessary to further develop, and implement, a harmonized and aligned investment framework leading towards a full-fledged SWAp in the agricultural sector; (ii) increase the land, water and nutrient use efficiency of maize based rainfed cropping systems targeted by the Governmentâ s Agricultural Development Programme; and (iii) increase the resilience of the maize supply system to cope with climate induced risks and shocks. Long outstanding studies have been revisted and are starting; TWGs and SWG started being implemented according to planning calendar. Efforts of harmonization of agricultural projects and programs within the Ministry was appreciated. Under the Land Administration Component, the Ministry of Lands, Housing and Urban Development is planning for up-scaling the idle estates identification exercise to the whole country and upgrade its land information and management system. Good progress has also been made on analyzing and improving the agri-business environment with the Ministry of Industry and Trade. Some critical studies have been finalized and, for instance, the warehouse receipt bill has been submitted to the Ministry of Justice. Under the rural roads component led by the Roads Authority, rehabilitation works have now started and should be completed in the coming months. More progress is expected in the coming weeks to fix the recurrent delays observed in financial management. Improvement is also required from the Technical Departments of the Ministry of Agriculture to prepare comprehensive work plans and budgets that encompass all their activities to ensure transparency and avoid duplication, to promote coordination and synergies among projects and programs, and to encourage stronger harmonization and alignment of interventions in the agricultural sector. Aide-memoire is not disclosed as it contains deliberative recommendations and decisions to be concluded and reported on at the next supervision mission. Page 2 of 10
