1 TANZANIA CHILD RIGHTS FORUM Job Opportunity Management Accountant 1. Background TCRF is a member s established Charity and not for profit Company, providing a networking function with members reaching about 200 institution that are not governmental and are working with and for children in Tanzania. TCRF drives a common agenda for the country children; promoting the work of members and supporting members to improve their standards with children. Tanzania Child Rights Forum is hiring a Management Accountant to hold the post for the period of one year on renewable contract pending on availability of funds and based on the outcome of the performance appraisal. 2. About the Management Accountant position TCRF has an established secretariat based in Dar es Salaam and is looking Management Accountant with strong accounts and finance management background. It is looking for a person with a passion to make a difference in children s lives. Working on full time basis, the Account and Finance Officer will primarily manage the financial resources of the TCRF secretariat in a manner that ensures continuous availability, optimal utilization and safe custody according to the Financial Accounting Policy of the organization, and that of the laws of Tanzania. The successful candidate will also be required to participate in fundraising activities as well as effectively manage all administration and operations issues in support of the secretariat activities. The Management Accountant role reports directly to the Forum Coordinator and will be responsible for fulfilling management, reporting and analysis for specific grant received as well as supporting routine month end activities (including journals, reporting and commentary), ad hoc reporting and projects. 3. Duties and Responsibilities This Management Accountant has the following duties: 3.1 As an Accountant: Assist TCRF Coordinator, in implementing proper budget management to ensure that: 1. Project fund are made available as needed and are disbursed properly; 2. Accounting records and supporting documents are kept: 1

2 a) Enter financial transactions into the computerized accounting system; b) Maintain petty cash transactions (staff imprest, writing of receipts, preparation of payment request forms, receipt and disbursement of cash and clearance of advances); c) Ensure that petty cash is reviewed and updated, and records are kept up-to-date; d) Prepare bank transfer requests, submit them to the bank and do the follow up as well as making sure monthly Bank reconciliation is in place; and e) Prepare cheques, collect and keep bank statements. 3. Financial Reports are prepared regularly: a) Prepare project financial reports to be submitted to respective donors of TCRF after the approval by the Forum Coordinator; b) Reporting on the Unrestricted and Restricted Funds and ensure TCRF is compliant with Tanzania financial laws and regulations; c) Prepare budgets based on the approved work plans, monitor spending and support the programme teams; and d) Prepare quarterly and regular requests for advance in the applicable format to obtain funds from the donors with that requirement. 5. Records are in order for auditing at any time: a) Assist in managing the Project Physical resources (furniture, stationary, equipment, etc ): i) Non-expendable ledger is prepared and kept for the whole life of projects; ii) Physical resources are periodically checked; iii) Depreciation is properly accounted and recorded. b) Assist in completing tax procedures and submissions. Keep the booking records which are consistent with the policies, rules and regulations of the TCRF; and c) Ensure that all supporting documents and booking records are available for tax examining and audit at any time. 3.2 Fundraising and Business analysis 1. Maintain confidentiality of information as required by the TRCF policy as well as the donor s requirements; 2. Maintenance of donor records ensuring the database is up to date and accurate; 3. Donation processing accurate data entry of donations received; 2

3 4. Analyse data, achievements comparisons, trend analysis to inform decisions for upcoming fundraising campaigns to meet the target return on investment; 5. Ensure standards and controls are regularly followed in managing donation income in preparation for the year-end audit; and 6. Participate in responding to enquiries and assisting donors as required. 3.3 As Administrator 1. Support smooth running and operation of the secretariat office administration function, which includes managing office supplies and records, office security, support staff, health and safety, asset records, travel and insurance; 2. Maintain and manage all records of personnel working with or on behalf of TCRF and ensure that they are up-to-date; 3. Lead in all procurement works for the project to ensure they are transparent and aligned with TCRF and donors requirements; 4. Manage all office s fixed assets to ensure they are properly stored, monitored and maintain an updated inventory of all supplies and equipment; 5. Ensure and check all receipts and other supporting documents of the projects to ensure they are completed and accurate; 6. Supervise the arrangement or organization of any travel and meeting for the office to ensure timely and cost effective; and 7. Prepare admin and finance related reports as required. 3.4 Training 1. Provide technical support to programme teams and partners in budget preparation and reporting; and 2. Builds the capacity of staff in financial management and controls and strengthens financial management competencies in the programme area. 3.5 Other duties: 1. Provide assistance in the operational management of the Forum and its related project according to the projects document and the TCRF policies and procedures; 2. Provide support in preparing project events, including workshops, meetings, trainings etc., as required; 3. Assists the project staff, consultants and other project players in various administrative matters when necessary; and 3

4 4. Supervise and manage the work of support staff including the security personnel. 4. Qualifications 1. A Tanzanian citizen, or having a resident permit class B that is valid for the time of contract agreement; 2. Bachelor degree or equivalent preferably in accounting, finance, business, banking or economics; 3. Holder of the Certified Public Accountants, CPA (T) certificate and registered with the National Board of Accountants and Auditors NBAA in Tanzania; 4. Familiarity with NGO financial management and NGO networking; 5. Strong understanding and applications of current Tanzania Labour, Finance and Tax Laws and Regulations; 6. An understanding of donor relations and fundraising management; 7. Knowledge of computer-based accounting software; and 8. Solid working experience (minimum 3 years) in Accounts and administration. 5. Key competences and experience 1. Ability to plan and prioritise work duties as well as work competently under pressure and tight deadlines; 2. Good spoken and writing skills in both Kiswahili and English; 3. Good inter-personal and team building skills; 4. Excellent secretarial, bookkeeping and filing skills; 5. Strong organisational skills and attention to detail; 6. Experience in project administration and financial management (budgeting, planning, accounting and related fields); 7. Proficiency in the use of information technologies and good computer skills, particularly in the use of MS Office Package (MS Word, MS Excel, etc.); and 8. Ability to work under minimum supervision, and flexible hours to meet deadlines and deliverables. 6. Important policies and procedures 1.
