Explore upcoming events and activities in Tallahassee: and Position Summary: The Deputy Director of Telecommunications within the Florida Department of Management Services is responsible for supporting the Division Director in successfully moving the division forward in innovatively leading, monitoring compliance, and administering all programs within the organization s responsibilities in the most cost-effective manner possible. The Deputy Director is involved in establishing the policy direction and creative vision of the division and is responsible for executing that vision strategically in coordination with the leadership team of the Department of Management Services and the Executive Office of the Governor.

2 Organization Background: Though Florida boasts the third largest population in the country, our state workforce comparatively ranks among the smallest in the nation on a per capita basis. This ratio of residents to state employees reflects the ideals of our statewide leaders, who prize efficiency and productivity among our state workforce, and encourage timely, creative and cost-effective resolutions to the issues impacting the taxpayers of our state. Though Florida is richly diverse in both population and landscape, residents across our state do share some universally accepted principles: Floridians expect transparency from their governmental entities and accountability of their elected and appointed officials. The Department of Management Services (DMS) is a customer-oriented agency responsible for managing various business-related functions throughout state government. Under the direction of Florida Governor Rick Scott and the executive leadership team at DMS, the agency oversees the real estate, procurement, human resources, group insurance, retirement, telecommunications, private prisons, and fleet and federal property assistance programs utilized throughout Florida s state government. The Department of Management Services is relied upon to establish, maintain and improve the business processes used by state employees in doing their jobs to serve our Floridians. Department of Management Services staff facilitates the delivery of these programs and services and provides tools and training to bolster the efficiency and effectiveness of the state s workforce. It is amidst this backdrop that the Florida Department of Management Services strives to achieve its motto, We serve those who serve Florida. Under the leadership of DMS Secretary Chad Poppell, DMS employees strive to embody four pillars a daily basis: establishing a process-oriented mindset; challenging the status quo; creating efficiencies; and respecting state employees. The Division of Telecommunications is one of nine divisions within DMS. The division provides quality and cost-effective telecommunications and radio services statewide to various public entities including state agencies, public and private higher education institutions, cities, counties, public schools and libraries, as well as emergency management, public safety and law enforcement entities. This sizeable and complex customer base requires division staff to be balanced in their approach to addressing customer needs. They must be committed to finding unique solutions focused on the challenges of differing telecommunications infrastructure. The division has an operating budget of approximately $291 million generated from multiple sources including state funds, trust funds and services revenue. Organizational Structure of the Division of Telecommunications: Bureau of Engineering Researches and prototypes new technologies and services, and ultimately develops technical specifications for procurements and amendments associated with enterprise telecommunications services. This bureau is responsible for quality assurance, engineering support, and customer support, as well as telecommunications restoration in the event of a natural disaster. Bureau of Customer Service Manages activities associated with SUNCOM customers including promoting service offerings, researching customer needs and facilitating the delivery of telecommunications solutions, including order

3 management and vendor accountability. This bureau also operates the SUNCOM Network Operations Center (NOC) which coordinates issue resolution between customers and vendors while monitoring the overall health and security of the networks procured by the division. Bureau of Financial Operations Maintains the division s billing system for SUNCOM services, which includes managing the distribution of more than $130 million in payments to telecommunications service providers. The bureau monitors the financial stability and viability of the division s three operating trust funds and also provides financial evaluations of all responses to competitive solicitations developed within the division. The bureau is charged with developing the division s annual Legislative Budget Request and with the management of all federal grant funds awarded to the division. Bureau of Public Safety Ensures the viability and interoperability of Florida s public safety radio communications for state, local and regional law enforcement as well as emergency medical services. In addition to establishing service standards, the bureau also collects and distributes more than $100 million annually to local governments and industry service providers for the provision of 911 services throughout the state. Contract and Project Management Office This group is responsible for managing and overseeing all division procurements, contracts and major projects, ensuring that all procedural and policy requirements are adhered to. It is the expectation of department leadership that these tenets hold true within the Division of Telecommunications as well. Reporting Relationships: The Deputy Director of the Division of Telecommunications reports to the Director of the Division of Telecommunications, who reports to the Deputy Secretary of Business Operations. The Deputy Director s direct reports include the Bureau Chief of Customer Service, the Bureau Chief of Engineering, the Bureau Chief of Public Safety, and the Bureau Chief of Financial Operations. Position Responsibilities: Specific responsibilities of the Deputy Director include, but are not limited to, the following: Work closely with and support the Division Director in leading Florida s statewide team of telecommunications professionals in building, designing, implementing, and operating an efficient and effective organization. Manage the day-to-day operations of the division while improving the division s overall service performance, specifically as it relates to accuracy, efficiency and customer service for the services delivered. Maintain knowledge and skills in telecommunications and information technology trends as related to the goals and objectives of the division.

4 Effectively communicate with both internal and external parties regarding the division s mission, goals, service provision and resolution of customer issues. Direct the development and successful administration of enterprisewide telecommunications contracts with multiple external vendors servicing multiple internal and external customer groups. Develop policies and procedures for organizing projects, executing strategic plans, and monitoring performance of complex mission-critical systems. Build and maintain positive and professional work relationships with division stakeholders. Anticipate and recognize problems and risk. In response, proactively gather information, propose resolutions, seek consensus and escalate issues as appropriate. Ensure effective coordination among the division s programmatic and support/ administrative functions. Professionally grow and develop division personnel through effective leadership, guidance, training and the identification and implementation of best practices. Foster a healthy and productive work environment. Formulate policies, procedures, and performance management processes and measures that drive performance to achieve organizational goals. Appropriately prioritize and achieve goals. Candidate Profile Experience: The Deputy Director should possess the following qualifications: A minimum of five years experience in government, telecommunications or information technology management. A minimum of five years experience managing personnel; management of remote personnel is strongly desired. A minimum of five years experience in project management. Demonstrated ability to effectively lead complex business processes and services. Experience in creating a collaborative work culture in a customer serviceoriented environment. Experience establishing organization goals and performance metrics and a strong personal and professional motivation to produce results aligned with the organization s goals and objectives. Demonstrated success in staff team-building and leadership development including the assessment of staff abilities, the implementation of staff developmental goals, and the alignment of individual and unit goals with those of the organization as a whole. Ability to appropriately prioritize multiple high-priority projects and meet internal and external deadlines. Ability to establish and maintain effective working relationships with internal customers (subordinates, superiors, leadership) and external customers

5 (customers, vendors and elected officials). Knowledge of the principles and practices of governmental procurement. Strong budget and contract management skills, as well as negotiation skills. Understanding of Florida s public record laws. Proficiency in utilization of Microsoft Office Suite and Microsoft Outlook. Ability to produce professional/executive level written work products. Excellent written and verbal communication skills. Personal Characteristics: The Deputy Director should possess the following personal characteristics: Drive for excellence to continuously improve the efficiency of operations and the quality of service delivered. Ability to identify issues quickly, identify innovative solutions to those issues, and implement action plans designed to address root causes. Desire and ability to represent the organization in a clear and compelling manner. Leadership and mentoring skills. Compassion. Strong principles and ethics. Education: Completion of a four-year degree from an accredited college or university is required. Professional experience can substitute on a year-for-year basis for the required education. Emphasis will be placed on education or experience in the fields of telecommunications, information technology, government procurement, public administration, business administration, engineering, or a related field. An advanced degree in this field is highly desired.
