Explore upcoming events and activities in Tallahassee: and Position Summary: This position is responsible for eprocurement (MyFloridaMarketPlace or MFMP) system adoption with a specific focus on strategic sourcing including the MFMP Sourcing, electronic quotes (equote) and the Vendor Bid System (VBS). Success requires facilitation of cross-functional, enterprise-wide process improvement teams to achieve significant and measurable benefits. This position directly advances the agency mission to deliver innovative, resource-saving solutions to continually improve customer service.
2 Organization Background: Though Florida boasts the third largest population in the country, our state workforce comparatively ranks among the smallest in the nation on a per capita basis. This ratio of residents to state employees reflects the ideals of our statewide leaders, who prize efficiency and productivity among our state workforce, and encourage timely, creative and cost-effective resolutions to the issues impacting the taxpayers of our state. Though Florida is richly diverse in both population and landscape, residents across our state do share some universally accepted principles: Floridians expect transparency from their governmental entities and accountability of their elected and appointed officials. The Department of Management Services (DMS) is a customer-oriented agency responsible for managing various business-related functions throughout state government. Under the direction of Florida Governor Rick Scott and the executive leadership team at DMS, the agency oversees the real estate, procurement, human resources, group insurance, retirement, telecommunications, private prisons, and fleet and federal property assistance programs utilized throughout Florida s state government. The Department of Management Services is relied upon to establish, maintain and improve the business processes used by state employees in doing their jobs to serve our Floridians. Department of Management Services staff facilitates the delivery of these programs and services and provides tools and training to bolster the efficiency and effectiveness of the state s workforce. It is amidst this backdrop that the Florida Department of Management Services strives to achieve its motto, We serve those who serve Florida. Under the leadership of DMS Secretary Chad Poppell, DMS employees strive to embody four pillars a daily basis: establishing a process-oriented mindset; challenging the status quo; creating efficiencies; and respecting state employees. The Division of State Purchasing is one of eight divisions within the Department of Management Services. State Purchasing is responsible for identifying and acting on opportunities to combine the state s spend in an effort to drive down costs, gain operational efficiencies and ensure the state is getting the best value in goods and services for state agencies and local governments. Contracts and agreements awarded by the Division of State Purchasing account for more than $2 billion in purchases annually. Division staff is relied upon to implement sound procurement practices and provide guidance to sister agencies in understanding and using the best procurement resources available to achieve organizational efficiency and cost reduction goals. The division strives to build and maintain strong relationships with its customers, specifically state agency and local government buyers, and to promote fair and open competition in the state s procurement processes, ensuring vendors of all sizes and scope are able to effectively participate. The division has an annual operating budget of approximately $15.7 million and houses 47 full-time employees with expertise in procurement practice and policy. Professional procurement designers, evaluators, negotiators and attorneys ensure the division s procurements are crafted to achieve the state s desired outcomes. Professional contract managers ensure the obligations of our service providers are timely met and in accordance with the terms and conditions of our contracts. Professional trainers develop and teach a core procurement curriculum designed to help all state procurement professionals, from novice to expert, hone
3 their craft, and help system ambassadors ensure the state s online eprocurement system, MyFloridaMarketPlace, remains operational and is being fully utilized by vendors and customers. State Purchasing staff is relied upon to pioneer creative new contracts and negotiation strategies in order to produce savings and efficiencies for the state. Division staff relies on their peers to be resourceful, solution-oriented and adaptable because the private sector landscape and service offerings are constantly changing. Above all, the division strives to remain client-focused understanding that, at the end of the day, their contracts must meet the needs of the sister agencies we aim to serve. Why Position is Open: The incumbent was promoted internally. Reporting Relationships: The position reports to the MyFloridaMarketPlace Program Manager. Position Responsibilities: Research and Analysis: Independently conducts technical research and analysis using the MFMP Analysis module and other data sources regarding the MyFloridaMarketPlace system and reports to provide customer service and consultative assistance to agencies and employees. Works with the MFMP Vendor Manager in establishing and preserving the relationships between the State of Florida and vendors registered to conduct business in the state, especially related to MFMP equote, MFMP Sourcing and VBS. This includes communication and training. Quality Assurance: Analyzes data for accuracy when generating reports and data files. Recommends solutions to identified problems. Improves procurement management and control by evaluating agency usage of MFMP and recommending procurement business process changes. Identify customer needs and expectations, and then set forth a performance measurement and data collection process that will lead to performance improvement and customer satisfaction. Identifies multiple variables and solutions to complex situations and motivate stakeholders toward appropriate action. Communicates information clearly, concisely, logically and confidently.
4 Change Management: Acts as an agent for change, taking a facilitative catalyst role. Trains and develops business best practices in process re-engineering tools and techniques. Identifies, disseminates and promotes adoption of best practices. Recommends information and enhancements of business processes to ensure the components of the purchasing system are comprehensive, user-friendly, and reliable and accomplish objectives. Assists in managing the registration of all qualified vendors in the State of Florida s Vendor Bid System (VBS) with appropriate technical assistance from DMS IT by conducting process analysis and providing recommendations for process and system efficiency and improvement. Training: Champions MFMP and State Purchasing products and provides effective training materials and sessions to agency customers. oo Continues to drive the equote portion of the MFMP Utilization Initiative including leading customer working groups, drafting communications and training materials, compiling customer (both agencies and vendor) feedback and taking action. Provides creative and innovative ideas on how to improve customer adoption of MFMP, especially equote and Sourcing. Professional Development: Updates job knowledge by studying new regulations; participating in educational opportunities, reading professional publications, and maintaining personal networks. Candidate Profile Experience: The Government Analyst II should possess the following qualifications: Completion of a business-oriented, four-year degree from an accredited college or university AND two years of procurement/project management/ change management/consulting or system support experience, OR Five years of procurement/project management/change management/ consulting or system support experience, OR Three years of agency experience with MyFloridaMarketPlace (buyer, approver, or other user) AND three years of experience in a Business Process Outsourcing model from the customer perspective.
