2 About Urban Vision Urban Vision is a joint venture partnership between Salford City Council, Capita and Galliford Try. We launched in 2005 to support and enhance the services of Salford City Council across planning and building control, highways and infrastructure and property and regeneration. Salford City Council entered into the partnership arrangement to: Improve services for the people of Salford Safeguard and develop staff Over the course of the partnership we have improved performance against key performance indicators, delivered significant efficiency savings, created new market opportunities and business growth, significantly invested in staff and facilitated regeneration and jobs growth that has changed the face of the City. We also now deliver our services to private and public sector clients across the UK. Provide economic growth for Salford and financial returns Improve performance indicators Assist with council budget pressures As a key strategic partner of Salford City Council we align our activities to the Council s Vision A better and fairer Salford and social value is at the heart of what we do. This document provides some key headlines to demonstrate how we are supporting the Council s vision and of course the people and place of Salford.
3 Health and Social Care Tackling Poverty & Equality Education & Skills People Our 2017 charity partner is Sam s Gift, a local charity who supports teenagers and young adults dealing with cancer by helping them through the difficult times which may lie ahead of them. Our volunteering commitment to local causes will continue throughout There are currently 37,000 volunteers across Salford and Urban Vision will be looking to target our volunteering activity to Salford based projects which actively support anti poverty and homelessness such as The Mustard Tree, Emmaus, Salford 4 Good, Emmaus and Salford Central Food Bank. We are incorporating more social value in our projects to ensure as much benefit as possible is provided to the community of Salford. A recent example includes designing the New Bailey Gateway scheme around recommendations and testing from the Institute of the Blind. Over 2017/2018 we will commit to workforce training and development by increasing the volume and quality of apprenticeships we currently offer, as well as increasing our employee volunteering hours and number or work experience placements we commit to on an annual basis. Our staff are our most important asset which is why we'll be implementing a range of development initiatives over 2017 and beyond. Urban Vision employs 113 people who are Salford residents. That s 35% of our workforce. Urban Vision's commitment to being an accredited Investors in People organisation will continue over the course of the next three years and beyond. We delivered over 22m of work for Salford s basic needs schools programme in 2016/2017. We are ensuring a strategic and measured response to the Apprenticeship Levy & the opportunities it presents for both existing and new employees. Helping to Build Ordsall we took part in the Build Ordsall a project which gives young people a taste of construction skills with a view to helping them acquire training, work placements and Apprenticeships. We provide numerous health and well-being initiatives for staff, including providing free fruit in the office, providing free eye tests and vouchers for free glasses as well as promoting walk and cycle to work schemes. In 2016 we donated more than 320 hours of community volunteering to projects across the city involving a variety of organisations such as Wood Street Mission, St Ann s Hospice, the Bridgewater Canal Project, Salford Business Education Partnership and the Alun Henning Memorial. We are delighted to have raised over 40,000 to Salford charities through staff fundraising activities since 2008 and are exceptionally proud of both the commitment shown by our employees and our involvement with such inspirational causes. We will ensure a strategic response to managing and implementing the Apprenticeship Levy whilst making sure we help Salford to meet their apprenticeship targets. Urban Vision are well positioned to support the up skilling of residents with two key Salford based institutions: Salford University and Salford City College. We already have established links to both these facilities but over 2017/2018 we will build on our relationships with both institutions to support Salford Universities ICZ project, support student placement opportunities and attend regular careers fairs to promote opportunities. We are supporting the City Mayor s Employment Standards Charter by: Committing to workforce training & development inc of succession planning, mentoring etc. Implementing a strategic graduate programme. Working closer with key institutions such as The University of Salford to recruit graduates. Ensuring our employee volunteering offering is relevant to SCC and the City Mayor s anti poverty strategy closer links with organisations such as The Mustard Tree, Emmaus, Salford Central Foodbank etc. Throughout 2017 we will be implementing a major programme to drive change in the way we carry out objective setting and performance across our business to support our approach to succession planning and talent reviews for our people.
4 Place Development Housing Transport We are completing Swinton Town Centre Master Plan studies with a key focus on economic and social value impact and to help re-energise the town centre. We now have a number of our staff located with the Council s regeneration team to ensure a higher degree of partnership working and integration between the teams when delivering regeneration projects in Salford. We are incorporating more social value in our projects to ensure as much benefit as possible is provided to the community of Salford. A recent example includes designing the New Bailey Gateway scheme around recommendations and testing from the Institute of the Blind. We negotiated the terms of a headlease for One New Bailey, a Grade A office building developed as part of the Salford Central regeneration scheme. The signing of the lease gave sufficient security for the developer to secure funding for the scheme and kick started the first phase of the New Bailey proposals. This development will bring much growth and jobs to Salford. The New Bailey and Greengate projects secured by Urban Vision have given Salford an increased profile in the property sector and provide accommodation that can compete with the regional centre, attracting new businesses and therefore jobs into the city. UV s Property Team has assessed a number of viability appraisals submitted by developers in support of planning applications. The detail within the appraisal has been challenged and as a result of negotiations with applicants, s106 contributions (developer contribution feed payable to the Council) have been increased in the sum of approximately 6 million for 2016/17. This has resulted in more affordable/social housing and better open space provision for residents. Our colleagues in Capita Real Estate are also supporting the Council's housing delivery vehicle to deliver more Council led affordable homes. We manage and co-ordinate all activities carried out on the public highway to reduce congestion and expedite the movement of traffic across the network. In 2016 we met with representatives from Salford City Council, Wigan Council, Peel Environmental Ltd., GM Ecology Unit, Lancashire Wildlife Trust, Breedon Aggregates and William-Sinclair to hold an annual Management Meeting at Astley and Chat Moss. The meeting ensured that the prompt and proper restoration of both sites was progressed with an end target of obtaining maximum nature conservation value for the sites and also ensure they are accessible to the public for recreational purposes. We have been assisting in the preparation of a planning application for a new 2FE Deans Primary School. The development will ensure that the Council meets its statutory obligation to provide for increased demand for school places, thereby helping to support existing communities. It will also bring back into use an existing sports hall and playing field that have been disused for some years thereby helping to support regeneration and efficient use of land. Our Minerals and Waste team completed GIS mapping to analyse potential impacts on minerals and waste delivery on 11 sites covering 586ha of land being assessed by the City Council for future housing need. The assessment took account of existing and historic infrastructure, safeguarded land and minerals reserves to help identify any constraints to sites and helped identify the most sustainable sites for future development. We continue to deliver key transport schemes across the City. Examples of key projects we are delivering across 2017 and beyond are the Salford Bolton Network Infrastructure scheme, the RHS Garden Infrastructure Scheme and the Manchester Salford Inner Relief Route scheme.
