1 ENABLE LEISURE AND CULTURE MANAGING DIRECTOR JOB DESCRIPTION 1.0 Main Purpose 1.1 Enable Leisure and Culture enriches lives and strengthens communities through leisure and culture. The post is responsible to Enable s Board of Trustees/Directors for: a) providing strategic leadership and management of Enable Leisure and Culture in line with the company s vision, mission and values; b) the direction of Enable Leisure and Culture and driving the company business through the setting of clear corporate targets; c) developing a one company culture for Enable Leisure & Culture. 2.0 Strategic Leadership 2.1 Works with the Board and the Executive Group to ensure that services are delivered in line with Enable s contracts and the company s business plan. 2.2 Together with the Senior Management Team, ensures the maintenance and development of the company s five-year business plan, focusing on the growth and operation of the company. 2.3 Ensures the development and maintenance of operating plans that reflect the longer-term objectives established by the Executive Group and the Board. 2.4 Ensures the implementation of a clear marketing, branding and communication strategy for all services and contracts, ensuring Enable s brand is consistent, clear and in line with its values. 2.5 Undertakes, or ensures the provision of, the role of Armed Forces Advisor to Wandsworth Council, liaising with military units, Ministry of Defence and the local armed forces community. Provides, where feasible, facilities from Enable s portfolio for training purposes. 2.6 Liaises with the Government s Cabinet Office in connection with the promotions of Public Service Mutuals, providing initial guidance and advice to other public authorities. 3.0 Operational Leadership and Management 3.1 Works with the Executive Group to develop and deliver key elements of the front-line services of Enable s contracts, including: a) Parks and Green Spaces management - including trees management, biodiversity, ground maintenance, playground services and allotments; b) Events and Filming - including Battersea Park Fireworks;

2 c) Arts - including Wandsworth Arts Fringe, Artists Open House, management of the Pump House Gallery and advising on cultural planning; d) Leisure and Sport - including the management of leisure facilities, sport and physical activity development, the Get Active Wandsworth Festival, the Active Wandsworth Awards and the London Youth Games; e) Public and Community Halls; f) Bereavement Services - including Cemeteries and Crematoria; g) Putney School of Art & Design; h) Parks and Events Police, seconded from Wandsworth Council. 3.2 Leads the company s Emergency Business Plan Senior Operational Team. 3.3 Acts as the Wandsworth representative on the Steering Group of the Wandle Valley Regional Park. 4.0 Contract Management, Business Development and Procurement 4.1 Responsible for preparing contract tender submissions, addressing specifications and developing method statements. Maximises the potential to win existing, re-tendered contracts e.g. that with Wandsworth Council. 4.2 Identifies business development opportunities, both internally with existing contracts and externally for new contract opportunities that align with Enable s values, vision and mission. Oversees the preparation of bids for additional work. 4.3 Creates initiatives to take advantage of market opportunities, reduce operational threats, anticipate and address business risks, and maximise core strengths. 4.4 Ensures contract delivery in accordance with contract specifications. 4.5 Ensures the effective management of sub-contractors in delivering the specification of any contract. 4.6 Ensures implementation of the company s procurement code and associated terms and conditions. 5.0 Resources Management 5.1 Responsible for oversight of the financial management of services with an annual budget turnover of circa 10M per annum. Ensures expenditure and income are regularly monitored and kept within agreed limits. Reviews budget plans and forecasts as required with the Executive Director - Finance and the Executive Group, ensuring financial compliance with the Charities Commission and Companies House for all statutory submissions. 5.2 Responsible for the progression and financial management of capital schemes funded from a diverse portfolio of client capital investment, grants and fundraising. 5.3 Seek external funding for the development, enhancement and improvement of Enable Leisure and Culture as a charitable company. 5.4 Oversees the implementation of all audit recommendations and the maintenance of a financial and reputational risk list. 5.5 Authorises all work with the company s solicitors, obtaining prior cost estimates.

3 6.0 Staff Management 6.1 Directly responsible for the line management of the Executive Group consisting of: Executive Director Culture, Events and Filming; Executive Director Parks and Leisure; Executive Director Finance; and also for the line management of: Head of Resources; Head of Putney School of Art and Design; Marketing and Communications Manager. Line management responsibility includes the carrying out of regular 1:1 meetings, formal appraisals and identifying appropriate training and personal development. 6.2 Ensures the overall leadership and management of the company s workforce, circa 350 staff (112 FTE). 6.3 Ensures the implementation of employee relation policies and codes of practice. Responsible for chairing all relevant final hearings under these codes, reporting major disciplinary, sickness or performance matters to the full Board. 6.4 Actively encourages staff engagement by attending Staff Council meetings as required and delivering company updates and future direction reports by intranet and by visits to the company s sites 6.5 Ensures that fair and transparent processes are in place and adhered to for job evaluation, employee appraisal, acting up allowances, recruitment and special recognition payments. 6.6 Makes recommendations to the Board for pay and payments to the Executive Group. 6.7 Ensures employee development through the progression of a clear appraisal scheme and career development, identifying skills gaps and strengths within individuals and the organisation. 6.8 Maintains and develops succession planning for all key roles within the company. 6.9 Responsible as Chair for the effective management of key meetings, including the Executive Group, the Senior Management Team and the Extended Management Team. 7.0 Board and sub-committee management 7.1 Ensures the preparation of an annual programme of Board and sub-committee meetings and the preparation of all relevant reports, including a regular Managing Director s update. The meetings programme normally consists of: full Board (quarterly); Audit and Risk Sub-committee (three times a year); Nomination, Staffing and Rumuneration Sub-committee (annually); and the Appeals Sub-Committee (as required). Organises other special/ad-hoc meetings as necessary. 7.2 Reports details of any safeguarding issues to the Audit and Risk Sub-committee and the full Board. 7.3 Acts as Director of the Board of the trading arm, Enable Leisure and Culture Enterprises Ltd. Ensures all relevant communications with, and statutory submissions to, Companies House. 7.4 Produces the company s annual report for Trustees/Directors and staff.

4 8.0 Communications and Partnerships 8.1 Maintains excellent relationships with the Board of Trustees, customers, stakeholders, client authorities and their governing bodies, and external bodies, representing the company to major clients and professional associations. 8.2 Provides the senior point of contact for the client, the public and others for all matters concerning the contracted services and, in particular, the handling of complaints and requests for services. 8.3 Liaises and negotiates with other businesses, local authorities and government departments as necessary to further the aims of Enable s contract. 8.4 Approves the drafting of all reports required by clients. 9.0 Statutory Responsibilities 9.1 Responsible for the implementation of Enable s Health and Safety policy for clients, staff, contractors and members of the public. Ensures all major incidents are reported to the client and HSE as required. 9.2 Responsible for adherence to Enable s Equal opportunities policies, for both staff and members of the public. 9.3 Maintains awareness of, and promotes the duties and responsibilities arising from, the Children Act 2004 in relation to child protection and safeguarding of children and young people as this applies to the work of the company. To also be fully aware of the principles of safeguarding as they apply to vulnerable adults and to ensure that the any issues are reported as required. 9.4 Responsible for ensuring the company s adherence to all data protection statutory requirements. 9.5 Ensures full compliance with any changes or new legislation from the government, adopting local policies as required for Enable General 10.1 The postholder is expected to develop and maintain an up-to-date knowledge of all service areas.

5 ENABLE LEISURE AND CULTURE MANAGING DIRECTOR PERSON SPECIFICATION EXPERIENCE Strong senior and strategic management experience in the public or private sector Track record of winning contracts and/or developing new business Experience of producing/maintaining business plans Experience of managing diverse service areas and professions and reconciling needs Oversight of a range of budgets, including income and expenditure Experience of managing change Desirable Experience of working at a senior level in leisure or culture Experience of working to a Board of Trustees/Directors SKILLS Proven interpersonal skills, including tact and diplomacy, the ability to operate in an apolitical manner, and evidence of written, verbal and presentational skills Clear leadership/inspirational and staff management skills. High level numeracy skills KNOWLEDGE Understanding of contracting and procurement Desirable Knowledge of charitable status Knowledge of employee relations procedures and policies Knowledge of private company statutory requirements Understanding of, and commitment to, diversity and equal opportunity
