2 Placement: E-4 POSITION DESCRIPTION Job Title: Direct Supervisor: Information Service Center Director The is the top level of support of a three level analyst classification series responsible for high level training, software implementation, problem resolution, and depth of technical knowledge in the application of finance and human resources of the WESPaC/Skyward and Qmlativ software to meet district needs and state reporting requirements and ensure that client information management needs are met and in compliance with related policies, practices, and/or regulations. A works as part of a team that specializes in application knowledge of the WESPac/Skyward/Qmlativ Software Suites. Essential Job Functions: A. Develop and conduct training seminars individually and in a teamwork approach regarding the use of Skyward finance software in individual, small group and large group training formats. B. Use WESPaC/Skyward/Qmlativ shadowing techniques and Zoom capabilities to ensure accurate troubleshooting and assist in training. C. Advise and provide technical assistance to school district personnel relating to the use of WESPaC/Skyward/Qmlativ finance software including payroll, personnel, accounting, warehousing, and state reporting. D. Assist school districts in managing their electronic data information to meet technology requests at the local level. E. Assist school district personnel in the implementation of the school district accounting system and assist in resolving any accounting difficulties. F. Maintain knowledge of software and hardware architecture for use within the Skyward suite of software. G. Assesses training needs of district clients, develops and implements a training curriculum (e.g. forums, new user, specialized, new feature, workshops, labs, recordings, or ongoing learning, etc.) for the purpose of ensuring training needs of district clients are met. H. Author s documentation or other learning materials (e.g. flyers, user guides, checklists, process lists, or tutorials, recordings, etc.) for the purpose of providing resource materials to district clients enhancing their learning experience. I. Collaborates with other ISC team members in the use of application software, analysis techniques, training skill development, presentations, computer equipment, team processes for the purpose of sharing knowledge, experiences, mentoring, assisting others with customer support, completion of special projects and continually improving the service delivery of the team. J. Collaborates with other ESD 105 departments for the purpose of sharing relevant information and identifying opportunities to enhance services. K. Configures the Skyward WESPaC/Qmlativ or related application features (e.g. screen, process, or business rule configuration, code lists, workflow, custom data fields, and report parameters, etc.) for the purpose of customizing the application s functionality to meet individual school district practices. L. Consults with administrative and staff teams from individual school districts in utilization of the current information management systems for the purpose of recommending training, providing guidance, demonstrating and advising on system capabilities and limitations, and/or maximizing use of other services. Contributes as a member of the Skyward network of Information or Information Service Centers, state agencies or other professional organizations for the purpose of representing South Central Region ESD 105 in data management leadership and keeping informed of evolving requirements, regulations and system functionality. N. Coordinates installation, maintenance, and other operational technical support with Skyward or other software partners responsible for installing hardware/software systems for the purpose of providing an up to date, functional and highly performing application to clients. O. Defines software application enhancements and may champion its development with Skyward for the purpose of enhancing the functionality of the application. P. Delivers overview and in-depth software application and system operation training for individuals, small and/or large groups of district clients at a wide-variety of venues such as workshops, classes, labs, forums, committee meetings or conferences for the purpose of facilitating use and adoption of the application by district clients. Q. Demonstrates application features and functionality for the purpose of orienting new or existing district clients to new or existing application features to encourage future implementation. R. Develops and maintains a variety of analysis tools including moderately complex reporting templates for the purpose of assisting district to generate complex data sets for data analysis, monitoring and reporting. S. Documents client software application problems, resolutions and communications for the purpose of collaborating and sharing knowledge with other analysts or Skyward. T. Elicits district client service needs from a variety of venues (e.g. forums, surveys, evaluations, or direct client contact, etc.) for the purpose of enhancing ISC programs and services. U. Escalates highly complex or system-wide issues to Skyward acting as a liaison between the district client and Skyward for the purpose of coordinating and communicating problem resolution, potentially resulting in system alerts. V. Facilitates streamlines and monitors the transmittal of district data files for the purpose of complying with federal and state regulations. W. Guides districts in timely data entry and assists in creating monthly, annual or other time specific reports for the purpose of supporting districts with timely report submissions to federal and state agencies. X. Guide customer behaviors through the building of relationships while providing solutions that maximize the benefits for both the customer and ESD 105 Information Service Center. Y. Identifies and appropriately communicates with Director of SCRISC (South Central Region Information Service Center) regarding school district issues (e.g. possible compliance issues, key staff changes, negative trends, etc.) for the purpose of identifying intervention needs with districts. Z. Manages test and training application environment through coordinating data refreshes and scrambling of data with Skyward and preparing and entering test data for the purpose of troubleshooting problems, testing software changes or training district clients. AA. BB. Maps data between systems and creates import/export files for the purpose of migrating data to/from an external system (e.g. conversion or interface). Performs various high impact or mission critical business processes authorized by a district client (e.g. entering, updating, executing, reporting and/or transmitting information, etc.) for the purpose of assisting the district to adhere to federal/state regulations or board policy. Plans and develops a project charter, sets and maintains the project schedule, coordinates tasks, implementation and testing of projects for the purpose of ensuring quality implementation standards are met and communicated. Plans and designs instructional programs using a training plan for the purpose of ensuring required resources, materials, training approaches and techniques will maximize district client learning engagement and retention. Provides individual assistance in the completion of a district client s work activities for the purpose of enabling them to meet their deadlines. Research, review and analyze the effectiveness and efficiency of existing business processes and develop strategies for enhancing or providing further leveraging of these processes. May on occasion research WACs, RCWs, and other outside materials for the purpose of ensuring accuracy in district data practices for adherence to policies, procedures and legal requirements. Researches, analyzes, identifies and tests solutions (e.g. placing the district s database in the test environment to recreate the issue and test the solution, researching documentation or regulations, or initiating data manipulations, etc.) for the purpose of resolving, coordinating and communicating resolution of the client s issue. Serves as system administrator or advises district personnel on security setup, policy and standards for the purpose of ensuring that account creations, security groups, modifications and deletions occur in a timely and appropriate manner and facilitates optimal database usability. Trains and guides school district personnel and administrative teams on various procedures and program requirements for the purpose of providing necessary information for the district to make decisions, take appropriate action and/or comply with established local, state and federal reporting applications and regulations. Troubleshoots software application problems through active listening, inquiry, client shadowing and duplication of the client s issue for the purpose of diagnosing the problem to be resolved by using WESPaC/Skyward/Qmlativ shadowing techniques and Zoom capabilities to ensure accurate troubleshooting and assist in training. Assists other personnel for the purpose of supporting them in the completion of their work activities including but not limited to printing services and other duties as assigned. Guides and leads other team members as an innovative leader within the finance support group and to promote a growth orientated culture open to change and using best practices as directed by your immediate supervisor. Travels to school districts for the purpose of providing a variety of information services. Other Job Functions: A. Perform other duties as assigned. Qualifications: Required Education and Experience: 1. Strong emphasis in Accounting, Data Management, Relational Databases or a combination thereof. 2. Minimum High School Diploma 3. Experience working in Skyward/WESPaC Software Suites or comparable school finance software. Preferred Education and Experience: 1. Associate or Bachelor s degree Page 4 of 6

5 2. Experience working with relational data bases and statistical analysis tools. 3. Experience working with the WSIPC/Skyward software system. 4. Job related experience within a specialized field. 5. Successful experience in accounting in public education, auditing, and/or data support. 6. The technical ability to perform import and export processes from third party software to facilitate districts with the process of using that database software in conjunction with Skyward. Basic to advanced level knowledge of Excel functionality and file format language is required. 19. Knowledge is required to perform basic math, including calculations using fractions, percent s, and/or ratios; read technical information, compose a variety of documents, and/or facilitate group discussions; and analyze situations to define issues and draw conclusions. Specific Knowledge based competencies required to satisfactorily perform the functions of the job including concept of database structure. 20. Ability is required to schedule activities and/or meetings; gather and/or collate data; and use job-related equipment. Flexibility is required to independently work with others in a wide variety of circumstances; work with data utilizing defined and similar processes; and operates equipment using a variety of standardized methods.
