Under this global responsibility, the coordination of activities related to Blending, Financial Instruments and the relations with International Finance Institutions (IFIs) is one of its core functions. These responsibilities include: Ensuring global coordination with International Finance Institutions on financial assistance for the regions covered by DG NEAR; Coordinating the use of blending and financial instruments across DG NEAR; Coordinating and representing DG NEAR's position in the EU platform for blending in external cooperation (EUBEC); Contributing to the design and use of innovative financial instruments related to the European Neighbourhood Instrument (ENI), and to the new European Investment Plan (EIP); Managing the Secretariat of the Neighbourhood Investment Platform (NIF); Screening and assessing blending projects presented for financing to the EIP, in cooperation with geographic and thematic services, EU Delegations and the competent services (European External Action Service (EEAS) as well as relevant Directorate Generals (DGs); Ensuring training on blending and financial instruments across DG NEAR. We propose We offer an interesting job assisting in the management of the European Investment Plan, which is at the forefront of the design of blending strategies for the external action. The job calls for commitment and analytic skills. Over time, the nature of some of these tasks may be adjusted.

2 S/he will advise on and assist the strategic programming, coordination, implementation and monitoring of NIF funds, which are co-financing investment projects by International Financial Institutions. S/he will advise on and assist in the evaluation of financing proposals, in the drafting of replies in line with the NIF s rules and the Commission s political priorities; s/he will co-administer NIF data and contribute to briefings as well as other communication tools. To these ends, s/he will maintain close contacts with the other members of the Unit, the EU Delegations, other DGs, the EEAS as wells as with International Financial Institutions, and represent the Commission where appropriate. S/he will also provide support and back-up, whenever necessary, for other colleagues. A dynamic and friendly working environment in a team which focuses on IFI coordination, financial instruments and blending. We look for Excellent English language drafting skills; Good knowledge of French as a working language; Experience in banking and/or blending, as well as, preferably, in financial cooperation; Capacity to research and synthesise information, often with short deadlines; Ability to cooperate with and coordinate across Commission DGs, the EEAS and outside partners; Good inter-personal and communication skills, sense of initiative and capacity to work both individually and as a member of a team; Some knowledge of the EU and its institutions; Literacy in computer tools required, very good knowledge of Excel and/or PowerPoint would be an advantage, knowledge of Cris and Ares would be preferable, proficiency in Word required. Information and Document management Correctly apply the Commission's document management rules to the documents for which the official is responsible, following the instructions of the Head of Unit and with the help of the Document Management Officer in the unit. Ensure in particular the correct registration and filing of these documents.
