13 QUALIFICATION CRITERIA : OVERVIEW Given the Complexity, Quality and Technical Expertise requirement of the project, following Selection Criteria is proposed in RFP: International Competitive Bidding. Minimum Financial Turnover and Positive Net worth. Technical Eligibility Criteria to ascertain competence through Minimum Project Experience. Minimum cutoff marking for technical qualifications. Consortiums would be permitted with a maximum of 3 members. The Bidder s meeting the Eligibility Criteria and qualification criteria) and who quotes the lowest Price Bid/Bid Value shall be the preferred bidder.

14 EVALUATION FRAMEWORK TEST OF RESPONSIVENESS Timely Submission through RPAD/Speed post. Tender Fee - Rs EMD - Rs. 65 lakh ASSESSMENT OF ELIGIBILITY CRITERIA Bidder should not have been be blacklisted. Bidders or its parent/subsidiary/sister concern from which it seeks to obtain credit for meeting Qualification Criteria shall not have been blacklisted. Bidder should be ISO/Similar Quality Certification system certified. Net worth of the Bidder should be positive. ASSESSMENT OF FINANCIAL CRITERIA Turnover for Single Bidder and Consortium (Specified in subsequent slides) ASSESSMENT OF TECHNICAL QUALIFICATION CRITERIA To be judged through (1) Minimum Project Experience (2) Technical Marking.

15 FINANCIAL QUALIFICATION CRITERIA SINGLE BIDDER Average annual audited turnover of Rs 45 Crore for last three years and Rs. 22 Crore of Turnover from Information Technology related business. CONSORTIUM Consortium members should together meet Financial Qualification as above and individually meet followings. LEAD MEMBER Average annual audited turnover of Rs 22 Crore for last three years and Rs. 11 Crore of Turnover from Information Technology related business. NON LEAD MEMBERS Average annual audited Turnover of Rs 11 Crore for last three years and Rs. 5 Crore of Turnover from Information Technology related business.

16 TECHNICAL QUALIFICATION CRITERIA EVALUATION THROUGH (1) Project Experience (2) Technical Marking PROJECT EXPERIENCE SINGLE BIDDER Should have Project Implementation and operation/maintenance experience in at least one Rail/Bus based project of followings any time during last 7 years. Experience in Bus/Train based AVLS : Should have successfully designed/developed /implemented and operated/maintained at-least one qualifying AVL Project Qualifying AVLS :Rail/Bus based Project with a fleet of 200 buses/ 50 units in Rail integrated with PIS in a single contract. Experience in Bus/Train based AVLS : Should have successfully designed/developed /implemented and operated/maintained at-least one qualifying PIS Project Qualifying PIS :Rail/Bus based PIS Project with at-least 100 units. CONSORTIUM Consortium Member together meet Project Experience Criteria above. Lead Member must meet either 1) or 2) above.

17 TECHNICAL QUALIFICATION CRITERIA Technical Marking is divided into following three sections: Sr. No Section Marks/Score 1 Project Implementation and O&M Experience 60 2 Project Team Qualification 10 3 Technical Proposal and Execution Methodology through write up and Presentation. Total 100 Qualifying Marks A Single Bidder / Consortium members together, whatever case may be, must score minimum 70 points in the Technical Marking System in order to qualify for Price Bid. The Bidder s meeting followings shall be invited for Presentation. 1. Passing Responsiveness Test. 2. Meeting Eligibility Criteria 3. Meeting Financial Capability and Project Experience Criteria. The presentation and the associated Write Up would be evaluated by the SMC and marks out of 30 would be given. These marks obtained out of 30 would be added to the earlier technical marks out of 70 and a Technical Score would be generated out of 100.

18 DETERMINATION OF PREFERRED BIDDER The Price Quotations would be used to generate a Total Bid Price based on followings. 1. Supply and Installation of all Hardware. 2. Supply and Installation of all Software. 3. O&M of Followings during Contract Period of 7 years. a) O&M of all Hardware payable monthly after end of Warranty Period of 1 year. b) O&M of all Software payable monthly after end of Warranty Period of 1 year. c) Control Center/DR Operation payable monthly after Project Acceptance. d) Communication BRT Bus station, Buses, City Bus stations and Buses, SMC Vehicle - payable monthly after Project Acceptance. Specified a),b), c) and d) shall be escalated at 4% per annum. The Bidder s meeting the Eligibility Criteria and Qualification criteria and who quotes the lowest Total Bid Value shall be the preferred bidder.
