MORTH has certain guidelines and pattern for their tenders invited for Road Safety Projects as below; 1. Relevant Experience: 20 Points 2. Adequacy of Approach and Methodology : 10 Points 3. Qualification and Relevant Proposed Personnel: 70 Points Whereas in this RFP the scoring points are 1000 without any relevance to MORTH and Road Safety related assignments. The Eligibility criteria and documents are required to establish essential eligibility as per schedule A. All the points are considered in criteria. Pg.-27, 28 The qualification and relevant experience of proposed personnel as per requirement is considered in 3B(b) (Tech 4) page no. 43 & 53. Request you to please delete the Criteria and reframe it in line with tenders invited by MORTH. Please refer tenders published by MoRTH on carrying our road safety assignments. (Reference of MORTH Road Safety Tenders Enclosed herewith) 1. PWD RFP Road Safety in the State of Bihar - Munger 2. R & BRFP Road Safety in the State of Telangana All the other points considered in criteria are considered for better strength of selection of tender as per their experience capacity etc. The marking system shall be based on the experience of similar projects. There are consultants who have undertaken such assignments on domestic as well as global level. We have worked for PMC and working on more than 450km network for safety assessment. The marking preference is not given for the consultants who have completed similar assignments. PMC is quite different from Road Safety can be part of PMC work (Project Management consultant) 2 7 3A. 4 17 54 Clause 7.2 Team Composition & Durationof Effort Team Composition & Duration of Effort 1. Project Manager - ME Transportation + 10 Years of Experience Carrying out Road Safety Assignment is a highly specialized Job. It shall have team of candidates with atleast 20 years of experience and 15 years experience post Masters in Traffic Engineering / Transport Planning field to successfully deliver such assignments. Pl. rephrase this clause Senior Engineer (Civil) (1No)-BE Civil + 10 yrs of experience For delivering Road Safety assignments, the Engineer should have experience of Traffic Engineering, Junction Design, Signal Design or Road Design. However in this RFP merely just citing a Civi l Engineer with no specific experience serves no purpose and doesn t justify the specialized nature of this assignment. Pl. revise this clause Junior Engineer (Civil) (1No) BE Civil + 5 yrs of Experience. This mandate requires Transport planning / Analyst with handy experience in data forecasting, strategic modeling and related data analysis. A Junior Engineer can not justify the delivery of such highly specialized assignments. Pl. revise this clause ITS Expert BE Civil + 5 yrs of experience ITS Expert should have minimum 10 years of experience in ITS related Projects. We therefore request you to revise this clause as well.

5 22 50 Section 7 TOR Terms of Reference The TOR need overall improvement with following points-1. Pre and post safety receommendations impact through simulation 2. Risk matrix preparation 3. Safety score card preparation 4. Ranking based on various safety parametres. There is lack of substantial tasks required for safety related study. Please refer IRC Sp 088 for detailed scope to be covered under similar studies. The given RFP is not in line with IRC code. The toolkit attempts to address the problems relating to urban road safety, identifying the indicators of safety in urban areas and provide a comprehensive solution for urban road safety audit. It aims at developing context specific road safety audit. The purpose is not doing policy based audit, but audit for specific area; Site based or city level which would help engineers and planners to develop safety plans for car occupants, motorcyclists, pedestrians, bicyclists and public transport users. Urban areas have density of activities including people and vehicle movement. The transport infrastructure is used by motorized vehicles as well as nonmotorized vehicles users such as bicyclists and pedestrians. The Scope of work is in line with the tool kit for urban road safety published by MOUD which is more elaborate and comprehensive than IRC SP 088. Please reference detail scope of work (7) page no Point no. 3 The consultant should carry out the work by well qualified executive / senior level engineer. Having experience of such type of work and he should provide details of all engineers who were involved in the inspection of roads along with the report with their name and designation. This is not reflected in the Team Composition on page no 54. The team which is proposed in this RFP is very junior to conduct the Safety Assessment. This essential eligibility considered in schedule A-pg.no.7 SR REP Document Reference 1. Clause 3 (A) (D), SCHEDULE A Page no. 8 Content of RFP Requiring clarification as per Bidder Any kind of JV / Consortium / Association shall not be allowed. Kindly relax this criteria because very few firms have ISO 9001:2015 Certification in the industry.
