4 ALOT ALOT was founded in 2008 by Brescia, Bergamo, Cremona and Mantova Provinces for the promotion of infrastructures, logistic and transport services and mobility improvement in Eastern Lombardy, as an incubator, developer and manager of projects for sustainable mobility on local and European level. ALOT s activities: consultancy on local urban planning for the development of new infrastructures; consultancy on development for projects financed through European funds and funding research; development of strategies on sustainable mobility and promotion of initiatives and projects on road safety, alternative modes of transport and optimization of local public transport; marketing action: organization of exhibitions and work tables for the promotion of East Lombardy. SEE Programme The South East Europe programme is a unique instrument which, in the framework of the Regional Policy's Territorial Cooperation Objective, aims to improve integration and competitiveness in an area which is as complex as it is diverse. The programme is supporting projects developed within four Priority Axes: Innovation, Environment, Accessibility, and Sustainable Growth Areas - in line with the Lisbon and Gothenburg priorities, and is also contributing to the integration process of the non-eu member states. Project description The SEE area is a sea and river transit space of vessels carrying hazardous freight which constitutes many potential environmental risks for coasts and inland waterways. Economic development and a strong growth of transport and increased traffic in the SEE area aggravate the already increased threats of pollution and thus require a good management and high performance of observation, communication and monitoring response systems. The Project is focusing on mitigating environmental risks arising from the transportation of dangerous goods in marine areas and rivers by applying an integrated system for the joint prevention and response procedures, enhanced monitoring of maritime and river traffic and increased coordination capacity for the mobilization of the relevant authorities and stakeholder groups.

5 The development and implementation of an innovative, transferable and replicable system and the foundation of the SEE MARINER Network offering tools and services to improve the interoperability of monitoring activities and increase the effectiveness of operations for the joint prevention of environmental risks arising in cases of emergency. Actions Partnership Analysis of information systems on the monitoring of the transport, the handling and the storage of dangerous goods (DG) by vessels at sea and on inland waterways and in the ports areas. Establish the guidelines for the creation and operation of the support structures that will be the base of the SEE MARINER system. Establish the SEE MARINER system for value added information, services and statistics on the nature and extent of the transportation of dangerous goods. Ensure the sustainability of the SEE MARINER mechanism and system implemented during the project.
