2 SCHEDULE OF REQUIREMENTS AND TECHNICAL SPECIFICATIONS GENERAL INFORMATION Services/Work Description: Supply, Configuration, Testing, Commissioning; Training and After Sales Services of Hydrological Instrument and Equipment Project/Program Title: Strengthening Climate Information and Early Warning Systems in Africa for Climate Resilient Development and Adaptation to Climate Change Ethiopia Specific Location: Addis Ababa full delivery and a site within 200km radius from Addis Ababa for test training, configuration and commissioning Type of the Contract: Invitation to Bid (ITB) Firm Level Supply Expected Delivery Date: 45 calendar days after the issuance of Purchase Order (PO) I. BACKGROUND / RATIONALE Water resource management and disaster management needs the hydrological and meteorological information for better use of the resource and management system. Thus, the hydrology study focuses mainly on data monitoring, processing, analysis and information generation that needs equipments, capacity building, technical support and supervision. Thus the Ministry of water, Irrigation and Energy in collaboration with UNDP is working to implement a project that facilitates the hydrological study. Thus, according to the project proposal, the procurement of different equipments are proposed and attached herewith. II. OBJECTIVES OF THE SUPPLY OF GOODS / EQUIPMENT / TECHNOLOGIES To improve the hydrological network system To capacitate the hydrological system with automated and telemetry To have a real-time data and continues information To capacitate the human resources in hydrological monitoring III. Equipped for power operation and is used with up to150 kg weights and samplers. The reel with effective drum circumference to role more than 80m long and the thickness of the cable be from 3 to 4mm ᴓ. It is equipped with metric depth counter or indicator. It comes with a friction brake which is controlled by a permanently attached crank on side of the reel. A hand crank which can be fitted to the pulley end of the jack shaft is supplied for emergency use. The reel should have a steel trunk, and is supplied with a Type B connector. 5 IV. DELIVERY SCHEDULE AND DELIVERY LOCATION a. Delivery Schedule The Hydrological Equipment are required to be delivered within the range of 45 calendar days after issuance of Purchase Order (PO). b. Delivery Location/Place The equipment will be delivered at Addis Ababa and there will be commissioning and on-site training for hydrology technicians at one site located within a 200 km radius of Addis Ababa. V. CAPACITY BUILDING / TRAINING The supplier should be able to deliver on-site training on LOT I and II as per the following detail training requirements: LOT I: The supplier should prepare in one hydrological station the Operation with detail measurement taken on the river using this digital current meter equipment training for hydrology technicians. LOT II: The supplier should prepare in one hydrological station the Operation with detail measurement taken on the river using this ADCP equipment training for hydrology technicians. The training shall be conducted for Ministry of Water, Energy and Irrigation hydrology technicians for five (5) days. The Prospect Supplier shall also supply all manual, software and training materials required for the operation and maintenance of the equipment to be supplied as per the detail Specs. VI. WARRANTY AND AFTERSALES SERVICES At least three (3) years warranty that prospect Supplier would provide upon contract award (issuing Purchase Order) VII. PAYMENT MILESTONES AND AUTHORITY Prospective Supplier will indicate the cost of services for each deliverable in US dollars when applying for this Invitation to Bid (ITB) request. The Supplier will be paid based on the effective UN exchange rate (where applicable), and only after approving authority confirms the successful supply of each deliverable as stipulated hereunder. In accordance with UNDP rules, the lump-sum contract amount to be offered should consider the CIF Value of the goods inclusive of travel, living allowances (for its technical experts), communications, taxes, out of pocket expenses, and other ancillary costs in relation to the supply, installation, testing and commissioning of Hydrological Instrument and Equipment. A winning Supplier shall then be paid the lump-sum contract amount upon certification of the completed tasks satisfactorily, as per the following payment schedule: No. Deliverables Expected Date of Delivery/Completion 1 Supply of Goods as per 2010 INCOTERM 2 Installation, Configuration, Testing, Commissioning and On-site Hands on Training at one site located within a 200 km radius of Addis Ababa; and After Sales Services upon arrival and quality inspection of the cargo upon completion of all calibration and handed over through a formal handover report Percentage of Total Price 70% Total 100% * This shall be the basis of payment tranches 30% Page 5 of 7

6 VIII. MINIMUM ORGANIZATION AND CONSULTANCY TASK FORCE REQUIREMENTS 8.1 Minimum Organization Requirements The prospective Supplier is expected to meet the following minimum requirements: It must have at least five (5) years of practical experience in the supply, installation and training of Hydrological Instrument and Equipment, It must have a minimum annual turnover of US$ 50,00.00 to US$ US$ 100, as per each LOT for the past two (2) years, Capability to deploy qualified expertise in installation, testing and training of Hydrological Instrument and Equipment Renewed ISO Certification and other environment compliance certificate The multi-disciplinary team should comprise members with the following educational qualifications; experience and competencies: 8.2 Task Manager / Team Leader Academic Qualification: At least Master s degree in Hydrology, Water Resources Engineering or related fields Experience: A 10 Years of professional experience in _Hydrology, Water resources development, river basin planning etc. Competencies: Ability to provide general leadership and direction in due process of supplying, installation, testing, and commission of hydrological observation and measuring equipments with technologies application etc; Ability to work under pressure, with a group of UN agencies, and to deliver in a timely manner without compromising quality standards; Strong organizational skills; Strong communication skills; Proficiency should be in English Physically strong and in good health at some item might be tested in remote off-road places; 8.3 Project Staff / Trainers Academic Qualification: A minimum of a University Degree in Hydrology, Water resources engineering, or a relevant area. Experience: A minimum of five (5) years of professional experience and proven expertise and experience in installation, testing commissioning and/or training of hydrological observation and measuring equipments with technologies application etc.; Competencies: Training and hands-on experience in installation, testing commissioning and/or training of hydrological observation and measuring equipments with technologies application etc; Ability to work under pressure, with a group of UN agencies, and to deliver in a timely manner without compromising quality standards; Strong communication skills; Strong presentation and facilitation skills; Proficiency should be in English; and Willingness to travel to remote sites IX. RECOMMENDED PRESENTATION OF TECHNICAL and FINANCIAL PROPOSAL For purposes of generating proposals whose contents are uniformly presented and to facilitate their comparative review, a Service Provider here below is given a proposed Table of Contents. Accordingly; respective Bidder s Technical Proposal document must have at least the follow preferred content which is Page 6 of 7

7 outlined in the ITB Standard Bid Document (SBD). X. DETAIL RELATED SERVICES Further to the Schedule of Requirements and Product Specifications in the preceding Table, Bidders are requested to take note of the following related services and Terms/Responsibilities pertaining to successful delivery of the Schedule of Requirements: No. Related Services Terms / Responsibilities 1 Exact Address of Delivery/Installation Location 2 Mode of Transport Preferred AIR Addis Ababa Bole International Airport and at one site within 200km radius from Addis Ababa for testing /commissioning and on-site training 3 Delivery Date 45 calendar days after the issuance of Purchase Order (PO) 4 Customs, if needed, clearing shall be done by: UNDP Ethiopia Country Office will be responsible to clear cargo from Addis Ababa International Airport Customs 5 Import Duty and Taxes Beneficiary Government Partner will cover the related import duties and taxes upon clearance of the goods from Ethiopian Customs Authority 6 Ex-factory / Pre-shipment inspection Shall be conducted by supplier itself and shall produce Factory Quality Assurance certificate 7 Inspection upon delivery UNDP and Government Beneficiary Partner will conduct post-delivery inspection on each field unit and will then verify operating functions as per the requirements 8 Installation Requirements The Supplier will be required to install and supervise the equipment installation 9 Testing Requirements The Supplier will conduct site test for all equipment. Any defects found shall be rectified at no additional cost to UNDP 10 Scope of Training on Operation and Maintenance The Supplier will supply all manual, software and training materials required for the operation and maintenance of the equipment supplied as per the detail Specs 11 Commissioning The Supplier will assist the beneficiary and its representatives in the commissioning of all equipment supplied 12 Technical Support Requirements The Supplier will ensure provision of technical support via telephone, electronic mail or any other appropriate means of communication for a period not less than three (3) year after final commissioning 13 After-sale Services Required Warranty on Equipment and Labor for minimum period of three (3) years Technical Support three (3) years XI. INSTITUTIONAL ARRANGEMENT / REPORTING RELATIONSHIPS Designated experts and technicians from Ministry of Water, Irrigation and Energy; Hydrology and Water Quality Directorate will be assigned to directly liaise with prospect supplier and supervise the contract administration in due course of supplying the cargo.
