2 Background Initiated pilot of Sustainable Transportation Analysis and Rating System (STARS) in Fall 2013 Focused on a 1/4-mile segment of the Grace Street Corridor First application of STARS (created by the Sustainable Transportation Council) at a University and the only East Coast application to date Purposes were to: Develop measurable targets Test design and programmatic alternatives Demonstrate a decision-making framework centered on sustainability trade-offs

7 STARS promotes plans and projects that are likely to achieve multiple goals. Though STARS credits are organized into distinct categories, the STARS framework allows users to optimize the areas of shared benefit across categories. -Sustainable Transportation Council

11 What s Unique? Mode neutral heavy lifter performance measures Optimizes for multiple objectives (Triple Win) Focused on performance outcomes Backcasts from future

12 A Backcasting Approach Working backwards from a particular future endpoint to the present to determine what policy measures would be required to reach that future. Distinguished from other methods because it is concern[ed], not with likely energy futures, but with how desirable futures can be attained Robinson (1982)
