Authorize the Chief Executie Officer (CEO) to award a 12 month, cost-plus-fixedfee Contract No. RFP PS to V&A, Inc., for Enironmental Clearance and Preliminar Engineering Serices for Intersection Improements in the Cit of Whittier, in an amount not-to-exceed $794,276. ISSUE Metro, in collaboration with Caltrans and the Gatewa Cities Council of Goernments (GCCOG), is leading the deelopment of Measure R "Hot Spots" highwa and arterial improement projects. This contract award will enable Metro to obtain enironmental clearance and preliminar engineering serices for intersection improements in the Cit of Whittier. DISCUSSION Measure R designated $590 million for congestion "hot spots" relief improements along the 1-605, SR-91, and Corridors in the Gatewa Cities sub-region. The Technical Adisor Committee (TAC) and Corridor Cities Committee (CCC) were formed b the GCCOG to proide technical and polic direction, respectiel, for the deelopment of future transportation improements within the SR-91/1-605/1-405 corridors. In March 2013, Metro and the GCCOG completed a feasibilit stud for the SR-91 /1-605/1-405 Corridor. As part of the feasibilit stud, an Arterial Intersection Congestion Analsis Report was prepared. That report identified intersection congestion "Hot Spots", the intersection ranking methodolog, corresponding traffic analsis, and recommendations for arterial intersection improements. The "Top 40" intersections selected for further improements are illustrated graphicall in Attachment B and summarized in a table in Attachment C. The TAC & CCC requested Metro to lead the procurement of the enironmental clearance and
2 correlating preliminar engineering serices for the1 0 intersections listed in Attachment D. The remaining intersections will be addressed b the respectie jurisdiction in which the intersections are located. The award of this contract will allow Metro staff to moe forward with the enironmental clearance and the correlating preliminar engineering for 3 intersections. Separate procurements will be undertaken for the remaining 7 intersections. The intersections coered under this contract are all located in the Cit of Whittier: (a) Whittier Bouleard/Santa Fe Springs Road, (b) Whittier Bouleard/Painter Aenue, and (c) Whittier Bouleard/Colima Road. DETERMINATION OF SAFETY IMPACT The enironmental clearance and preliminar engineering serices required for intersection improements in the Cit of Whittier will hae no impact on the safet of Metro's patrons or emploees. FINANCIAL IMPACT Funding for this project is included in the FY15 budget-request in Cost Center 4 720, under Project , Hot Spots. If an amendments occur which cause the contract to extend beond 12 months, the cost center manager and Executie Director, Engineering & Construction will be responsible for requesting future fiscal ear budget. Impact to Budget The source of funds for this project is MeasureR 20% Highwa Funds. No other sources of funds were considered as these are specificall identified for this project. These funds are not eligible for bus and rail operating and capital expenditures. ALTERNATIVES CONSIDERED Two alternaties were considered: 1. Utilize Metro staff to perform the enironmental clearance and the correlating preliminar engineering. This alternatie is not recommended because Metro does not hae the staffing aailable to complete that workload in the specified timeframe. 2. Not authorizing the CEO to negotiate, award, and execute the consultant contract. Staff is not recommending this alternatie because the Project reflects a consensus amongst local jurisdictions for moing forward with specific intersection improements. 3 of Whittier is consistent with the recommendations of the TAC and CCC, the GCCOG, and the goals of MeasureR: "Hot Spots" Program. On Februar 10, 2014, Metro released a Request for Proposal (RFP) to solicit professional serices for the enironmental clearance and preliminar engineering serices for intersection improements in the Cit of Whittier. The RFP was issued in accordance with Metro's Acquisition Polic & Procedure and the contract tpe is cost-plus-fixed-fee (CPFF). Two amendments were issued during the solicitation phase of this RFP: Amendment No. 1, issued on Februar 21, 2014, proided electronic copies of the Plan-Holder's list, sign-in sheets, meeting minutes of the pre-proposal conference, and corrected the intersection locations identified in the contract documents and Exhibit 5 - Cost & Pricing Forms. Amendment No.2, issued on Februar 26, 2014, proided responses to proposer questions "Hot Spots" Arterial Packages- Cit of Whittier Page 5
6 A pre-proposal conference was held on Februar 18, Twent-six questions were asked and responses were released prior to the proposal due date. Three proposals were receied b the due date, March 7, B. Ealuation of Proposals Three proposers responded to this solicitation. A Proposal Ealuation Team (Team) consisting of staff from Metro's Highwa Program, Gatewa Cities Council of Goernments (GCCOG), and Cit of Whittier were conened and conducted a comprehensie technical ealuation of the proposals receied. The technical proposals were ealuated based on the following ealuation criteria and weights: Qualifications of the Firm/Team Experience of Project Manager and Ke Personnel Project Understanding and Approach Work Plan 25% 35% 15% 25% The ealuation criteria are appropriate and consistent with criteria deeloped for similar procurements for enironmental clearance and preliminar engineering serices. The Team ealuated each proposal according to the pre-established ealuation criteria and reasonableness of the technical proposals. This is an A&E qualification-based procurement. Price cannot be used as an ealuation factor pursuant to state and federal law. Three proposals were deemed responsie. The three firms are listed below in alphabetical order: 1. CH2M Hill, Inc. 2. Transtems Corporation 3. V&A, Inc. During March 10, 2014 through March 18, 2014, the Team ealuated the technical proposals. The Team met on March 19, 2014 to determine the competitie range. Two proposers were determined to be within the range. On March 24, 2014, oral presentations were held with two firms in the competitie range. The firms' project manager and ke team members presented their team's qualifications, experience with required tasks, and discussed their approach to successfull meet Metro's requirements. (V&A) is a ciil and traffic engineering firm that proides design expertise on roadwa, utilities, drainage, traffic and transportation planning. V&A has been inoled in seeral intersection improement projects which require multi-agenc coordination such as the Congestion Hot Spots Feasibilit Stud, Sepuleda Pass Widening Project, 6th Street Viaduct Replacement Project, and the Crenshaw/LAX Transit Corridor Project. The Team determined that V&A presented strong credentials across the disciplines requested in the RFP including a project manager with extensie intersection improement experience. The proposed V&A team is comprised of registered and experienced ciil and traffic engineers who hae been inoled in intersection design of man of the largest transportation projects in Southern California. The hae completed a number of arterial intersection preliminar studies, planning and final design, as well as extensie coordination with goernment entities and stakeholders particularl in corridor. In addition, the proposed Project Manager has managed and completed a number of street improement design projects. V&A's strengths are in their proposed management and work plan, work experience on design of intersection improements, experienced ke personnel, project delier techniques, and thorough understanding of the scope of work. C. Cost/Price Analsis The final negotiated amount will compl with all requirements of Metro's Acquisition Polic and Procedure, fact-finding, clarifications, negotiations, and cost analsis to determine a fair and reasonable price before the contract is executed. Background on Recommended Contractor The recommended firm, V&A, Inc. is headquartered in Los Angeles, California and has been in business since It is an engineering consulting firm proiding ciil and traffic engineering as well as third part coordination serices for large designbuild and transportation planning projects. The firm has experience deliering intersection improement projects such as the Congestion Hot Spots Feasibilit Stud, Sepuleda Pass Widening Project, the Street Viaduct Replacement Project, and the Crenshaw/LAX Transit Corridor Project. V&A has assembled a highl qualified team consisting of V&A and 4 subcontractors. The proposed team will proide project management and highl experienced network of technical resources that will support the completion of the enironmental clearance and preliminar engineering serices for 3 intersection improements in the Cit of Whittier. E. Small Business Participation The Diersit and Economic Opportunit Department (DEOD) established a 35% Small Business Enterprise (SBE) goal for this solicitation. V&A, an SBE Prime, exceeded the SBE goal and made a pre-negotiated SBE commitment of 53.08%. V&A also made commitments to two SBE subcontractors.
