4 1.0 GENERAL INFORMATION: M/s Tripura Natural Gas Co. Ltd. (TNGCL ) is a Joint Venture company between GAIL (India) Limited (GAIL), Govt. of Tripura and Govt. of Assam. TNGCL has been setup to provide CNG (Compressed Natural Gas) as fuel to commercial & private vehicles through filling stations and PNG (Piped Natural Gas) to Industrial, household and commercial sectors in Agartala. Tripura Natural Gas Company Ltd. is having a network of MDPE pipes both in the Northern & Southern side of Howrah River to provide PNG connection to various domestic, commercial & industrial connections and CNG as fuel to commercial & private vehicles through CNG filling stations. 2.0 SCOPE OF WORK: 2.1 PROJECT DESCRIPTION: TNGCL has laid underground MDPE gas pipeline network in various parts of Agartala areas for the supply of natural gas to its customers. It is operating and maintaining MDPE pipeline of various sizes ranging from 20 mm to 180 mm to ensure uninterrupted supply of natural gas to its customers. In order to strengthen the Operation & Maintenance of the MDPE network, TNGCL plans to make a route survey of the existing old network, which includes the Southern Side of Howrah River [Areas includes, Nagerjala, Bardowali, West Pratapgarh, East Pratapgarh, Sreenagar, Sreepally, Dukli, Bhattapukur, North Badharghat, Mission Complex, AD Nagar Rd 1 to AD Nagar Rd 9, Milon Chakra, ONGC-Badharghat] and some parts of Northern Side of Howrah River [Areas includes, Battala, Gandhighat, Town Pratapgarh, MG Bazar, Masterpara, Page 4 of 14

5 Netaji Chowmuhni, Post Office Chowmuhni, Jagannath Bari Rd, Sakuntala Rd, Surjya Rd, AK Rd, Joynagar, Dashamighat, Melarmath, Officers Qtr Lane, Ker Chowmuhni, Ramnagar Rd 1 to Ramnagar Rd 6]. For the purpose of award of the job the estimated scope which has been considered is as follows: 1. The estimated area of MDPE network will be around 190 kms. of MDPE network, both in the Northern and Southern Side of Howrah River in Agartala city. 2. The various sizes of MDPE pipes which will be surveyed are 32 mm, 50 mm, 63 mm, 90 mm, 125 mm, 140 mm & 180 mm. The tentative length of the various sizes of Pipes to be surveyed:- a. 32 mm:- 165 km b. 50 mm, 63 mm, 90 mm, 140 mm & 180 mm:- 25 km 2.2 OBJECTIVE: The objective of the project is to undergo a detailed route survey of the MDPE network and accordingly prepare a digitized Map of the whole network. This is being done in order to fasten the Emergency Response time of the Operation & Maintenance team. Hence it is proposed to engage a compatible agency to do the job of route survey of the MDPE network and prepare a digitized map of the network identifying the location of all the important/ significant landmarks, TNGCL s installations like, PRS, CNG Stations etc., Valve Chambers, Marker Post etc. Page 5 of 14

6 2.3 BRIEF SCOPE OF WORK: The vendor shall carry out survey work/geo-technical investigation of the proposed area/locations/crossings indicated by TNGCL to the accuracy The vendor shall provide all instruments, equipment, Motor Vehicles, communication facilities etc, required for satisfactory completion of the job without any cost implication on TNGCL The vendor shall mark the alignment of the Pipeline along the road side The major roads, Highways, rivers, temples, Colleges, Universities, School, railway crossings etc. shall be located in the map The distance of the Pipeline from the prominent marks like Light Post, Staues etc. shall also be mentioned in the map The position of the Marker Post, PE Valves [size of the valve to be mentioned], Valve Chambers should be mentioned in the map Finally the detailed digitized map is to be prepared. 7 2.3.8 The digitized Map shall be submitted by the Vendor in the following manner: Sl. No. Description Original Soft Copy 1 Route Survey Report 02 [hard copy] Sets (Scale 1:500) 01 The Soft copy should be prepared in AUTO CAD and should be submitted in an editable format so that it can be edited in future for reference The complete network needed to be plotted in the Google Map so that, the alignment of the pipeline can be readily available along with the longitude and latitude All sorts of safety requirements needed to be complied TIME SCHEDULE: The survey shall be conducted in different locations simultaneously. The Vendor has to mobilize sufficient manpower within fifteen (15) days of issue of Work Order. The job shall be completed within 06 months from the date of issue of Work Order. The Completion of the contract work includes mobilization and shall be done in a planned manner. Page 7 of 14

9 1.0 D 2.0 D 3.0 TECHNICAL SPECIFICATION: 3.1 DETAILED ROUTE SURVEY: SCOPE: This specification covers minimum requirement of topographical survey along the route of the pipeline including locating the centerline of the pipeline alignment on the ground using necessary field instruments and accordingly prepare the documents/ drawing REQUIREMENTS: All the survey work shall be performed by qualified land surveyor and having requite experience of handling the sophisticated survey and measuring equipments/instruments All measurements shall be in metric system ALIGNMENT & LOCATION SURVEYS : A preliminary survey for locating the centre-line of pipeline alignment on the ground shall be carried out Contractor shall locate and identify the existing features or obstructions along the route CROSSINGS: The Contractor shall record the angles of crossing for all fences, property lines, utilities, roads, railway, canals, streams, etc. that are crossed. 10 3.1.7 RAILWAY CROSSINGS: The Contractor shall record the angles of all the railway crossings through which the pipeline has been crossed PRIMARY ROAD CROSSINGS: Primary roads are the National & State Highways and roads providing access to major installations. The Contractor shall record the angle of all the crossings along the Primary Roads RIVER/ STREAM/ NALA CROSSINGS: These crossings shall be established as close as possible to the locations. Crossings shall be located in a comparatively straight reach of the river where the banks are stable The Contractor shall submit the Daily Progress Report of the job being conducted DOCUMENTS / DATA SUBMISSION: All drawings, reports, formats etc submitted to TNGCL shall be prepared on electronic media. All drawings shall be prepared using latest version of Autocad Software operating in MS Windows environment. Documents shall be prepared using Microsoft Word / Microsoft Excel format. In addition hard copies of documents shall also be submitted. Page 10 of 14

12 PAYMENT TERMS The Contractor can raise RA Bill in the following manner 70% After completion of KM of Topographical Route Survey work & submission of detailed digital drawing on hard copy as per tender specification. No escalation shall be given for whatsoever reasons. 5. The rates Quoted will be used for payment for any quantity executed in addition to above estimated quantity. Page 14 of 14
