. DFDS & DATA 11
Case study: The National Single Window (NSW) project in the EU 12 12
Vessel reporting structure in the old system Reporting structure before NSW Individual shipping companies Paper based reporting templates National maritime authorities Previous Set-up Paper based systems between national authorities and shipping company Submission via s, fax or use of ship agents However, easy to reuse templates/ Challenges information per voyage Risk of errors and duplications in documentation Less transparency Time consuming from a national authority point of view
The intended National Single window would benefit all parties Intended reporting structure Individual shipping companies One electronic touch point reporting National maritime authorities Intended set-up Simplify and harmonize the admin burden when reporting Go digital Clear definition on intended set-up however, the countries were responsible for developing their own systems Benefits (in theory) One single, simple reporting set-up for the shipping company and authorities Further transparency and easy sharing of data across national authorities
however it ended up creating an even bigger burden on the shipping companies 15 Individual shipping companies Actual reporting structure Multiple touch point reporting National maritime authorities Actual set-up Member states have developed their own systems no coordination from the industry s point of view Shipping companies to report to multiple national systems Cumbersome online reporting Shipping companies to Challenges enter all information per voyage no easy duplication High IT cost of data (EDI/infrastructure set-up for shipping companies) Online reporting is difficult for vessels due to little upload speed (satellite) and server capacity Unclear roll out differs from country to country DFDS has voyages/year 1.5 hours per trip equals 25 man
EFFICIENSEA, we can build on top of what we have learned High focus on navigational and trafic services The project has supported DFDS in our Digital Transformation. Standards, integrations and ease of access We now have hands on experience with working some of the developed services and hands on experience with how the concepts work in real life, both from a vessel and shoreside. From a DFDS point of view, the pearl of the project has been maturing of the Maritime Connectivity Platform itself. We need digital trust and secure standards in our industry, and maybe the MCP has an important role to play here. But the platform needs to reach critical mass, and for that to happen we need a next generation of Services that helps us to remove administration, improve operational reliability, save cost and facilitate easy and efficient collaboration between authorities, class, ship owners and suppliers
We have the data and is very willing to share Emission data There is a tendency among stakeholders for pushing towards more transparency in businesses, especially in regards to environmental issues. DFDS has acknowledged that environmental transparency can be competitive parameter, which the company wants to utilize. This has been deducted from being in close contact with their costumers who wished for more transparency about emissions. To accommodate this movement, DFDS have developed a system for transmitting, storing and presenting their emission data online. Initially the system was supposed to only enable emission data to be stored for proof of compliance. This also to be able to provide evidence that e.g. Sulphur compliance could be done through systems, and should provide benefits for the owners, that are prudent and operates in compliance
18 STANDARDLIZATION & QUALITY OF DATA
The challenge! Rate of change We are here Time 19
The challenge! Rate of change We are here Time 20
EFFICIENSEA - MCP Maritime Connectivity Platform MCP provides the infrastructure enabling easy and secure data exchange. DFDS have worked with MCP, have established federated login via BIMCO and see potential in the infrastructure. There has been quite substantial investments and resources put into the development of MCP and we are concerned about the future of MCP after project ends. Both in terms of standardization and a providing a trustworthy environment. Towards Industry stakeholders Authorities Customers Public Going forward Commercial services and services supporting business drivers Greater focus on establishing an environment where standardization tools toward the industry in general can fuel as an enabler for high efficiency and removal of nonsense administrative burdens towards the blue Denmark
