1 INTRODUCTION ORPIC intends to hire the technical support services, calibration and certification of Electrical test equipment in ORPIC (Sohar Refinery, and Polypropylene Plants), as per this scope of work document, on a call-off contract on unit rate basis. The details of the services required are elaborated in the corresponding sections of this document. 1. Purpose The purpose of the document is to check, recalibrate, certify, and provide calibration stickers and certificates on-site for Electrical Test Equipment in ORPIC (Sohar Refinery, and Polypropylene Plants) covering the following: a. Periodic calibration and certification of the equipment (Mandatory yearly once, as per the Ministry of commerce & Industries (MOCI), Sultanate of Oman) b. Service support on repair (other than calibration and certification) on-call basis chargeable as per schedule of rates. 2. Scope of work The scope covers the following tasks: a. Contractor shall carry out for the test equipment on yearly basis, prior to the calibration validity expiry date. The validity of the contract shall be 3 years from the date of contract awarded and be a call-off contract on unit rate basis. b. The Contractor shall arrange for calibration and certification from Govt. statutory authorities like Ministry of Commerce & Industries, Sultanate of Oman, as per the applicable laws on yearly basis, prior to the calibration validity expiry date. c. The list of test equipment is as per the Annexure 1. However the quantity indicated in the relevant annexures and frequency per annum are indicative and can change as per the requirement of ORPIC. d. Contractor to provide qualified personnel to perform calibration related activities. e. Perform basic cleaning and functional check for test equipment that is under test. f. If checked equipment found to be defective, DO NOT USE sticker is to be affixed and a written technical report shall be provided. g. The contractor shall report the defective / faulty equipment and suggest for any repairs services (other than calibration and certification). The contractor shall provide a quotation for the same and upon approval from ORPIC, will proceed with such repairs. The repair cost shall be paid upon agreed rates on case-to-case basis. h. Perform calibration in all equipment functions, partial calibration is not acceptable. i. Calibration and void stickers have to be affixed right after calibration j. Provide service report and check list covering and detailing the actual job done on the daily basis. k. The contractor shall provide calibration certificates for calibrated test equipment with remarks or recommendation details as applicable, with traceability certificates. l. Provide copy of calibration certificate for master calibrators being used. m. The contractor shall submit the calibration certificates on completion to ORPIC within two weeks for necessary records. 2 n. The Contractor shall ensure the calibration validity expiry date on all test equipment and shall carry out the calibration. o. The delay on the calibration certification beyond the calibration validity date is not acceptable. Terms & Conditions a. The contract duration shall be 3-years from the date of contract awarded and will be a call-off contract on unit rate basis. b. The payment will be made based on actual work completed on submission of the original calibration certificates. c. All rates shall be applicable for the duration of contract. d. During the period of contract, shall the performance of the contractor does not meet the ORPIC requirements at any stage; ORPIC reserves the right to ask the contractor for immediate replacement at no additional cost to ORPIC. e. Contractor shall submit a provisional report and a draft copy of any work carried out and also shall advice ORPIC via the same. f. The Contractor shall observe all ORPIC HSE regulations and ensures safe operating procedures. g. Other terms and conditions shall be as per ORPIC general conditions of contract. h. Periodic of calibration and testing shall be yearly. i. Calibrating and testing shall be partially (at least three groups) not one time. j.
