11 Start of the Salekhard Nadym railroad construction On February 24, 2010 OJSC Corporation Ural Industrial Ural Polar held actions to attract potential participants of the new Salekhard Nadym railroad construction for two objects of construction. As a result of examination and assessment of the Applicants Proposals, taking into consideration their: experience of construction in transport sector, possession of necessary rights of access, qualified staff and necessary technical means, sufficient financial assets and other requirements the following organizations have been chosen to take part in construction works: Construction object 1 «Construction of the Salekhard Nadym railroad The Salekhard station (inclusive) the Polyapta passing track (exclusive) (a track complex) OJSC Yamaltransstroi (OAO Yamaltransstroi ); Construction object 2 «Construction of the Salekhard Nadym railroad The right bank of the Nadym river the Khorey passing track (a track complex) Mostostroi-12, LLC (OOO Mostostroi-12 ).

12 Construction of the Purpe Samotlor pipeline system Pipeline transport is a new line of the Ural Industrial Ural Polar transport infrastructure development On March 12, 2010 between Yamal-Nenets Autonomous Region, Khanty-Mansi Autonomous Region Yugra, Tyumen region, OJSC Ural Industrial Ural Polar and OJSC AK TRANSNEFT was concluded a Cooperation Agreement, that provides for construction of the Samotlor Purpe pipeline system and infrastructure for its functioning taking into the account the environmental protection requirements and efficient use of natural resources Pipeline construction cost is RUR 48 bln. Rated capacity of the pipeline is 25 mln tons p.a. Total length is 424 km, 241 km of them will run through the territory of Yamal s Purovskoy region. A significant part of the object is planned to be built in the channel of the already existing pipeline system of Urengoy Kholmogory. The pipeline will ensure oil transportation from the developing Vankorskoye and Russkoye oilfields towards the Eastern Siberia Pacific Ocean (WSPO) pipeline system.

14 Construction of the Polyarnaya Combined-Cycle Power Station In August 2010 we plan to commence construction of the first stage of the Polyarnaya Combined-Cycle Power Station with the capacity of 152 MW in Labytnangi. OJSC Corporation Ural Industrial Ural Polar attracted investments of USD 110 mln, including investment of the Hungarian Eximbank. The startup of the station is planned for the IV quarter of 2011.

15 Energy efficiency Within the frameworks of execution of the RF President orders, on the 15th of July, 2009 in Munich (within the frameworks of the 11th round of Russian-German interstate consultations) on the high level with participation of members of the both Governments, the documents of association of the Russian-German Energy Agency Rudea were signed. The Supervisory Board of this agency is headed by Russian Minister of Energy, German Minister of Economy and Technologies, Chairman of the Board of Dena agency and General Director of the Energy Carbonic Fund. OJSC Corporation Ural Industrial Ural Polar in the interests of the Urals Federal District concluded a contract with Rudea, LLC to develop a programme for energy efficiency within the frameworks of the Federal Law On energy eficciency. By July 1, 2010 the following measures for each subject of the Urals Federal District are going to be executed: Analysis and legal expertise of standard acts controlling the relations in the energy efficiency and energy conservation areas Energy consumption structure analysis Analysis of the current status of subject s economic sectors Estimation of Programme s amount of financing The region s Arctic zone ensures national interests of strategical subsoil resources supplies of the Russian Federation. The aim of Russia s Energy Strategy up to 2030 concerning the Urals Federal District is ensuring the energy security and innovative renewal of basic energy funds, creating the energy infrastructure in the places of development of the Urals Federal District new-field mining and processing enterprises. In purposes of Strategy implementation OJSC Corporation Ural Industrial Ural Polar carries out a large-scale work on designing and construction of energy objects.

16 Natural resources development Since 2006 on the basis of Comprehensive Plans for the periods of and , approved by the Ministry of Natural Resources of the Russian Federation, a systematic geological research of the territories of Northern, Subpolar and Polar Urals has been carried out. The main goal is to define the promising objects and to increase the Urals Federal District s and Ural Industrial Ural Polar project s mineral resources base. Total amount of financing from the federal, regional budgets and means of private investors is to make up more than RUR 15 bln. In the period of OJSC Corporation Ural Industrial Ural Polar obtained 9 licenses for the right to use subsurface resources.

19 Objects of subsurface resources development In Yamal-Nenets Autonomous Region: Yuzhnoe, Yugo-Zapadnoe, Laptapaiskoye fields of chromite ores, Lekin-Talbeyskoe Field of copper-molybdenum ores, Voyshorskoye barites deposit, Podgorneyskoye deposit of quartz diorites. In Khanty Mansi Autonomous Region - Yugra: Otoryinsky deposit of brown coals, Yany-Turinsky deposit of iron ores, Severo-Sosvinsky Block, having prospects for revelation of copper-zinc ores.

20 Budget and social effect In connection with the Ural Industrial Ural Polar Project implementation there will be created in total about 70 thousand jobs, to which at the first place local population will employed, with organization of its professional training. Secure supplies of the Urals Federal District s enterprises with domestic raw materials and as a result increase of their competitiveness will lead to maintenance of jobs in District s metallurgical and machine building sectors. At the moment these sectors of the UrFD employ about 830 thousand people in total.
