1 THE FINNISH TRANSPORT AGENCY Deepening of Rauma Channel and the Port of Rauma GUIDELINES ON DREDGING OPERATIONS AND VESSEL TRAFFIC IN THE CHANNEL 1. GENERAL INFORMATION ABOUT THE PROJECT The Port of Rauma is the largest Finnish port on the Finnish west coast measured in transport volumes, and it is continually expanding. In 2015, the Port of Rauma was the fourth largest port in Finland in terms of transport volumes, a total of 5.74 million tonnes. The Port of Rauma is the third largest container port in Finland, and it handles over 70 % of all containers transported through the ports on the Finnish west coast from Turku to Tornio. The most important commodities transported through the port are forest industry products and general cargo. In , the southern channel leading to Rauma, Rihtniemi Channel, will be dredged to the maximum authorized draught of 12 metres. During the dredging operations, a fleet of work units including dredgers, barges and auxiliary vessels will operate in the channel. The dredging operations will be carried out around the clock during this period. The dredged spoils will be transported on barges to a dredge spoil disposal basin established in Järviluoto and the sediments will be taken to the dredge spoil disposal basin at UPM Rauma. At the same time, a new quay will be built, and the harbour basin will be dredged at the Port of Rauma. 2. UNCERTAINTY AND RISK FACTORS TO BE TAKEN INTO ACCOUNT IN THE OPERATIONS 2.1 Vessel traffic 2.2. Work units - The background lighting at the port makes it difficult for approaching vessels to distinguish work units. - Poor visibility - Uncertainty of position and movements of work units - No contact established with work units - Moved buoys and spar buoys go unreported or their position deviates from the reported position - The light pollution from the work units makes it difficult to distinguish buoys. - Work units obstruct navigation marks. - Hopper dredger operating in the channel - Insufficient information about the arrival and departure times of vessels and about changes to this information - Moving work units outside the fairway area - Inaccurate assessment of the need for vacant fairway space weather, visibility, vessel size.
2 3. COMMUNICATION BETWEEN VESSELS AND WORK UNITS 4. RESPONSIBILITIES OF THE PARTIES 4.1 General 4.2. Contractor APPENDIX 1b - Vessels and work units use VHF channel 9 for monitoring, calls and short messages, so that all other vessels in the area can follow the communication. - English is the official language to be used in communication between vessels and work units. - VHF channel 72 is used for communication between the work units. - The regional West Coast VTS Centre monitors channel 9. - VHF communication shall follow international marine communication standards and procedures: when calling another vessel: Dredger X calls tug boat Y on channel 9. when replying: X, this is Y on channel 9. If necessary, another working channel is agreed upon. - Work units must be equipped with an AIS system. The parties must ensure that all vessels, pilots and work units using the channel are familiar with these guidelines. Matters concerning vessel traffic will be discussed at a meeting to be held at the beginning of the dredging period and also at weekly meetings. If necessary, meetings will be held more frequently and always when new equipment and staff arrive at the worksite. Temporary changes shall be reported to the VTS, and the VTS shall inform vessels about any changes. - Designates a principal work unit, to be contacted when operating in the channel. In this contract, the designated principal work unit is Hector. - Ensures that the vessel fleet used for the operations have been inspected and manned according to Finnish regulations. - Gives daily reports on the position of their equipment to the regional VTS centre and to the client's supervisor - Ensures that the worksites and equipment are marked according to the Finnish regulations in force - Ensures that the work units follow the instructions on traffic operations 4.3 Vessel operating in the channel (captain and/or pilot) - The Finnish Transport Agency and the Port of Rauma expect vessels to use Valkeakari channel, whenever possible, depending on the vessel draught. - Always contacts the designated principal work unit (Hector) before entering or leaving the channel - Agrees with work units on safety issues and procedures in connection with safe passing of the worksite, for example: passing speed position of work units dimming of working lights - Asks for updated information about moved buoys and spar buoys - If possible, reports its time of departure from the quay or the time of arrival to the channel 2 h in advance and confirms this
3 4.3 Ship agents and brokers APPENDIX 1b 1/2 h before departure or arrival to the principal work unit (Hector). Any changes must be reported immediately. - Immediately reports its departure from the quay to the principal work unit. - An updated vessel list can be found on Port of Rauma's website: - The vessel list of Euroports Rauma Oy is updated between 08:00 and 22:00. Telephone answering service is available at night. 4.4 Work units - Monitor vessel movements in the channel using the AIS system and also radar, if possible - Listen to the radio communication on channel 9 and reply to all calls made to them - Leave the fairway area before a vessel passes the worksite at the request of the captain or the pilot of the vessel - Dim the working light when vessels pass the work site 5. ANOMALIES, DANGEROUS SITUATIONS, OTHER OBSERVATIONS NB! Dangers to safe navigation shall be reported directly to the MRCC on VHF channel 16. All anomalies, dangerous situations and other important observations shall immediately be reported to the supervisor, the site manager and to the port by or, in urgent cases, by phone. 4 this must immediately be reported to the local Coast Guard on VHF channel 16 and to the regional VTS on VHF channel 9. THE PARTIES ADVISE LEISURE CRAFT AND FISHING VESSELS TO GIVE WORK UNITS A WIDE BERTH. INFORMATION ABOUT THIS WILL BE ANNOUNCED IN REGIONAL NEWSPAPERS AND IN NEWSPAPER ARTICLES. THE PROJECT PROCESS CAN BE FOLLOWED IN A REAL- TIME CHART SERVICE. A PUBLIC MEETING ON THE PROJECT WILL BE HELD AT THE START OF THE DREDGING OPERATIONS. WORK UNITS SHALL REPORT ANY PROBLEMS TO THE SUPERVISORS. 6. VESSELS WHICH ARE NOT NORMALLY PILOTED IN THE CHANNEL The following vessels do not normally use a pilot in this channel: Aland, Baltic Excellent, Birka Carrier, Birka Exporter, Birka Express, Birka Shipper, Birka Trader, Birka Transporter, Carrier, Estland, Fembria, Finnbreeze, Finnhawk, Finnkraft, Finnland, Finnmill, Pinnpulp, Finnsea, Finnsky, Finnsun, Finntide, Finnwave, Genca, Halland, Jolie Brise, Kraftca, Lettland, Link Star, Livland, Midas, Mimer, Miranda, Misana, Misidi, Mistral, MXL Express, Nordland, Nyland, Plyca, Pulpca, Seeland, Silva, Timca, Tornedalen, Trader, Trica, Vaesterbotten, Warber, Wave, Wisaforest.
