Proposed Projects for Key Trnsport Linkges The projects for trnsport infrstructure re identified for ll the modes of trnsporttion viz. rods, ril, ir, ports nd logistics infrstructure bsed on the developmentl strtegies presented erlier Rod Linkges In order to provide better service levels in terms of higher speeds, svings in vehicle operting costs nd trvel time, comprehensive rod corridor improvement pln is being envisged involving the following projects: Tble 4: Key Projects for Development/Improvement of Rod Linkges S. 3 10.2 Rilwy Linkges Given the low ril trffic volume t present, it is estimted tht cross-border freight volume will not increse significntly in initil yers of MIEC to mke huge investments in development of multi country ril network. It is therefore proposed tht upgrding the key domestic ril networks nd enbling multi-modl trnsporttion within the respective countries should be prioritized. In lter phses, investments in ril network would be mde to enble cross-border freight movement through integrted ril network. The following projects re suggested for development/improvement for rilwy network: Tble 5: Key Projects for Development/Improvement of Rilwy Linkges Strtegy Build or upgrde ril network t key high volume routes Projects Upgrdtion nd double-trcking of Lem Chbng- Bngkok (ICD Lt Krbng) ril link 47 Construction of Ho Chi Minh City-Vung Tu (Ci Mep-Thi Vi Ports) ril link Rehbilittion of ril link from Sihnoukville Port to Phnom Penh (Cmbodi) 48 Construction of missing link from Phnom Penh to Ho Chi Minh City Estblishment of continuous end-to-end ril links in MIEC supported by spur ril lines Construction of missing link between Nm Tok (Thilnd) nd Dwei (Mynmr) Construction of missing link from Poipet to Sisophon (Cmbodi) Upgrdtion of ril trcks to 20 tonne xle lod Rehbilittion of ril link from Sisphon to Phnom Penh (Cmbodi) Estblishment of ril trnsshipment terminl/yrd s prt of multi-modl logistics prk t border crossings Ports The ports in MIEC will witness significnt increse in trffic due to development of corridor nd incresed trde in MIEC with rest of the world. The upcoming/plnned port cpcities in MIEC region t present would not be ble to cter to dditionl trffic demnd generted from development of MIEC nd most of the mjor ports would require cpcity ugmenttion. Prticulrly, in respect of Indi-Mekong trde, one of the nticipted benefits under the proposed port pln is tht development of Dwei Port will reduce the trvel distnce nd time for freight between Indi nd Mekong. This will increse the competiveness of the products from Mekong countries nd spur their trde with rest of the world. Ports t Vung Tu nd Dwei hve potentil to become the gtewy ports for the region. It is expected to bring in efficiency in se trnsport becuse it would enble shipping lines to void hevily congested Mlcc strit which lso fces thret of pircy. 5 10.4 Airports Air trnsporttion infrstructure hs recently been upgrded in Thilnd, Cmbodi, Vietnm nd new plns hve been prepred or under implementtion to further improve the ir infrstructure. The present projects nd proposed expnsion plns of existing irports by countries shll be dequte to meet both pssenger nd freight requirements of MIEC during the envisged horizon period of this concept pln. However, there is need to upgrde some key irports in MIEC to boost the tourism potentil of key tourism zone or nodes. There is lso need to focus of providing dequte infrstructure t irports to meet the growing demnd for perishble crgo. Thus the following projects re proposed for irports in individul countries long with integrtion of existing plns s prt of ir trnsport strtegy 50 for MIEC.
