1 State Nuclear Regulatory Inspectorate of Ukraine Division of Nuclear Physics and Power Engineering at the National Academy of Sciences of Ukraine State Enterprise State Scientific and Technical Center for Nuclear and Radiation Safety National Nuclear Energy Generating Company Energoatom Ukrainian Nuclear Society DECISION OF THE 5 TH INTERNATIONAL SCIENTIFIC AND TECHNICAL CONFERENCE NPP INSTRUMENTATION AND CONTROL SYSTEMS: SAFETY ASPECTS (Kharkiv, 1-3 October, 2013) The 5 th International Scientific and Technical Conference NPP Instrumentation and Control Systems: Safety Aspects was arranged by the State Nuclear Regulatory Inspectorate of Ukraine, State Enterprise State Scientific and Technical Center for Nuclear and Radiation Safety (SSTC NRS), National Nuclear Energy Generating Company Energoatom, Division of Nuclear Physics and Power Engineering at the National Academy of Sciences of Ukraine, and Ukrainian Nuclear Society. More than 100 experts from Ukraine and other countries participated in the conference. Chairperson of the State Nuclear Regulatory Inspectorate of Ukraine, management and personnel of SSTC NRS, NAEK Energoatom, NPP thermal automation and measurement departments, developers of NPP instrumentation and control systems (SRPA Impulse, Research and Production Corporation Radiy, Ltd Westron, PLC Manometr - Kharkov, LTD RPI Hartron-Arkos, Kharkiv Scientific and Research Institute of Complex Automation KhIKA, representatives of Kharkiv Scientific Research and Design Institute Energoproekt, National Science Center Kharkiv Institute of Physics and Technology (NSC KIPT), I&C Certification Center, Ukrainian Center for Optimal Solutions in Informatics and Communications UCOSIS, JSC PPA Slavutich, Engineering and Technical Center KORO, SE UkrRTS Energostal ), representatives of educational institutions (NTU KhPI,
2 National Aerospace University Kharkiv Aviation Institute, Sevastopol National University of Nuclear Energy and Industry, Lviv National Polytechnic University) and others took part in the conference from Ukraine. Representatives of the following foreign organizations participated in the conference: IAEA, American Nuclear Society and Analysis and Measurement Services Corporation (AMS) (USA), I&С Energo a.s. (Czech Republic), City University of Hong Kong, Enel Ingegneria & Ricerca S.p.A. (Italy), Bircomp GmbH (Switzerland), State Nuclear Power Safety Inspectorate (Lithuania), Slovenské elektrárne, a.s. (Slovakia), National Atomic Energy Agency (Poland) etc., as well as experts of leading organizations of the Russian Federation: Federal Environmental, Industrial and Nuclear Supervision Service, Rosenergoatom Concern OJSC, National Research Center Kurchatov Institute, JSC All-Russian Scientific and Research Institute for NPP operation VNIIAES, CJSC Diakont, Atomenergoproekt, JSC Atomtekhenergo, OJSC Leading Institute VNIPIET (East-European Leading Scientific Research and Design Institute for Energy Technologies), OJSC Research and Development Company Sosny, and Federal State Unitary Association Scientific Research Institute Luch. The objective of the conference was to analyze the current status of activities aimed at ensuring NPP I&C safety, identify the areas of further activities, and exchange experience. The importance of this subject area is determined by the following factors: I&Cs represent NPP systems that are changed most intensively because new information technologies and electronic components are emerging on the market and computer equipment is used extensively, causing obsolescence of NPP I&Cs. The use of new hardware components and improvement of hardware features increase I&C reliability and allow solving fundamentally new tasks, meanwhile they complicate safety assessment and require development of new methodologies for this assessment; Lessons learnt from the Fukushima accident have changed the requirements for NPP I&Cs (in particular, for seismic resistance) and necessitated the development of new systems and automation hardware (particularly, sensors for accident and post-accident monitoring systems);
3 Requirements for NPP I&C established in international documents of IAEA and International Electrical and Technical Commission have been changed last years and are under modification at present as well. The conference was opened by G. Gromov, SSTC NRS Director. The opening speech was given by: O. Mykolaichuk, Chairperson of the State Nuclear Regulatory Inspectorate of Ukraine; J. Eiler, Academic Secretary of IAEA working team Nuclear Power Plant Instrumentation and Control ; H. Hashemian, Representative of US Nuclear Society, President of Analysis and Measurement Services Corporation (AMS); T. Tkach, Head of Department in NAEK Energoatom ; M. Lankin, Head of Department of Federal Environmental, Industrial and Nuclear Supervision Service (RF). The following reports were presented at the plenary sessions: report of M. Yastrebenetsky (SSTC NRS) Urgent Tasks on Safety Regulation in the Context of Nuclear Installation I&Cs ; J. Eiler (IAEA) IAEA Activities in the Area of NPP I&C Engineering ; H. Hashemian, President of US AMS, Predictive Maintenance in NPP through Online Monitoring ; Managers of Ukrainian enterprises that develop NPP I&Cs, V. Sklyar (Research and Production Corporation Radij ), M. Yernishev, Ltd Westron, V. Argin (PLC SRPA Impulse ) on the developed systems; Yu. Rozen (SSTC NRS) New Regulatory Documents on Requirements for I&Cs Important to NPP Safety ; А. Kalnoguz, V. Oleinik, Ye. Demidov (LTD RPI Hartron-Arkos ), А. Klevtsov, А. Dybach (SSTC NRS) I&Cs of Nuclear Subcritical Installation: System Description and Preliminary Expert Assessments ; reports of J. Pliska, Director Technical I&С Energo a.s. (Czech Republic), Prof. Way Kuo, President of City University of Gong Kong, Personnel of Federal Environmental, Industrial and Nuclear Supervision Service (RF), А. Alpeiev, Diakond (RF) V. Dunaiev, Prof. of NTU KhPI V. Severin and others.
4 In addition to the plenary sessions, the following sections were arranged at the conference: 1. New NPP I&Cs (Chairs Yu. Rozen, V. Sklyar). 2. Scientific and methodological problems related to NPP I&C safety (Chairs S. Artiukh, V. Severin). 3. Training course related to on-line monitoring of NPP measurement devices and control systems (joint measure arranged by US Company, AMS, and PLC Manometr- Kharkov ). The conference participants pointed out the following: 1. Significance of international cooperation for NPP I&C safety, since the issues considered are beyond the national frameworks, they are international. 2. Successful cooperation of Ukraine and IAEA related to arrangement of workshops, conferences, participation in IAEA publications, mission of IAEA experts in Ukraine etc. 3. The need for harmonizing the national regulatory documents with the requirements of the international standards related to both requirements for NPP I&Cs and methodologies for testing of I&C compliance with these requirements. 4. Achievement of the international level of performance for new I&Cs developed by Ukrainian enterprises, and implementation of these I&Cs in the Russian Federation, Armenia, Bulgaria, Czech Republic, India, the Republic of South Africa, and other countries. 5. The 5 th International Scientific and Technical Conference NPP Instrumentation and Control Systems: Safety Aspects was successfully completed, its goals were achieved. DECISIONS: 1. Recommend the following areas of further activities related to NPP I&C safety: Develop regulatory requirements for NPP I&C cybersecurity, methodologies to assess and provide cybersecurity; Modernize NPP I&Cs to extend power unit operation lifetime; Develop and implement methodologies for on-line monitoring of NPP I&C instrumentation channels and their components; Develop remote control sensors for NPPs;
5 Develop scientific and research activities to assess impact of new informational technologies on I&C safety; Develop sensors for accident and post-accident monitoring systems; Ensure operational feedback related to analysis of operational events caused by I&Cs (digital events); Manage knowledge related to NPP I&Cs, qualification of NPP I&Cs; Develop activities for NPP I&C functional safety including quantitative characteristics of functional safety; Develop activities for man-machine interface (procedure computerization systems, new developments in designing of control points, computerized systems for decision making and operator support). 2. Consider it reasonable to arrange a similar conference in Recommend increasing the number of persons arranging the conference and engaging organizations from other countries. 3. Solve issues discussed at the conference and describe them in scientific and technical journals. 4. This conference decision should be submitted to the Ministry of Fuel and Energy of Ukraine, National Nuclear Energy Generating Company Energoatom, National Academy of Sciences of Ukraine, State Nuclear Regulatory Inspectorate of Ukraine, Ukrainian Nuclear Society, and mass media. The participants thanked the organizers for arranging the conference at a high scientific and technical level. Accepted at the plenary session of the conference 2 October 2013
