2 Nuclear power is not a new development for Belarus. According to USSR energy program approved in 1983 Belarus was supposed to be reoriented to nuclear energy. In mid-1980s construction of the Minsk nuclear cogeneration plant with total power capacity of 2000 megawatts was started. Belarusian nuclear power plant with total power capacity of 6000 megawatts was under design. The Chernobyl accident canceled both these projects.
3 Concept of Energy Security of the Republic of Belarus approved in 2007 envisaged, besides other relating activities, two nuclear power plant units with total power capacity of 2000 megawatts to be put into operation by The strategic goal was to improve national energy security and diversify energy resources.
4 The key benefits of nuclear power for energy system of Belarus: Increased energy security by diversifying energy sources; Replacement of 5 million equivalent fuel tons of organic fuel (natural gas) in energy balance; Reduction of electricity production cost; Reduction of greenhouse gas emissions by 7-10 million tons.
5 The political decision to start the national nuclear power program was made in 2008 by the Resolution of the Security Council of the Republic of Belarus 1 «On development of nuclear energy of the Republic of Belarus». The resolution envisaged the construction of a nuclear power plant with total capacity of 2000 megawatts and commissioning the first unit in 2016 and the second one in 2018.

7 Legal framework Law of the Republic of Belarus «On the use of atomic energy» (entered into force in July of 2008): specifies legal base for safe development of nuclear power; differentiates authorities of state and local administration bodies; regulates the issues of siting, designing, construction, commissioning and decommissioning of nuclear facilities, transportation and storing of nuclear materials and radioactive waste, export and import of equipment, nuclear materials and services; regulates other issues of nuclear energy uses.
8 About NPP Siting Research and examination showed that the Republic of Belarus has sites for nuclear power plant construction. The research and examination analysis figured out three competitive sites, but Ostrovets site that is situated in Grodno region was pointed out as the one of top priority. Krasnopolyansk and Kuckshinovsk sites that are situated in Mogilev region are alternative ones.

10 International agreements and contracts May 28, 2009, the Intergovernmental Agreement with Russian Federation on cooperation in sphere of nuclear power use for peaceful purposes was signed; March 15, 2011, the Intergovernmental Agreement on cooperation in construction of an NPP on the territory of Belarus (2 blocks with total capacity of 2400 MW, "АЭС-2006 NPP design, turn-key basis); October 11, 2011, Contractual Agreement was signed to define basic provisions of the General Contract; November 25, 2011, Intergovernmental Agreement of the State Loan for NPP construction was signed (export credit up to 10 bln USD). January 31, 2012, first contracts were signed to develop project documentation, etc.

12 About Public Relations and Mass Media The information center of development of nuclear energy was established in Minsk. The center holds panel discussions with mass media representatives, scientists and experts in nuclear energy and other media activities. NPP information centers works in Directorate of NPP Construction in Ostrovets.
