1 Public Affairs and Government Relations Manager Grade: 4 Salary: from 42,350 Working pattern: full time (35 hours per week) Part 1: Job profile Purpose of the job The role will be responsible for leading and developing our political work and liaising with Parliament, Government and Civil Servants. The Public Affairs Manager will work closely with the sector leading and coordinating responses to Government announcements and changes to policy. Position within the organisation - A member of the Policy and Campaigns Management Team (PCT), reporting to the Director of Policy and Campaigns. - People Management; Advisers, PCT trainee, temporary staff and consultants to achieve organisational objectives and campaign targets and deliver high quality work for members - Leads and collaborates with other internal Bond teams, including leading and participating in crossorganisational project teams - Representing Bond externally to campaigns staff across the Bond membership, Bond member campaign coalitions, Bond Working Groups, partners in civil society networks and allies across the UK and internationally Part 2: Key responsibilities Lead Bond s political and stakeholder strategy - Lead and implement s Bond work on combatting increasing aid attacks - Develop and communicate analysis and insight on key political trends and developments for internal and external audiences. - Track, monitor and evaluate Bond s influencing strategies and contribute to team planning, budgeting and annual reporting. - In collaboration with relevant team members, deliver Bond s influencing strategies both within the UK and also at a European level. - Lead Bond s work with other Networks on campaigns (Britain s role in the world) - Provide internal forecasts of the likely effect of public policy changes on their organisation - Recommend appropriate tactics for effective engagement to raise awareness and strengthen our reputation with key policy makers and decision-makers - Horizon scan for upcoming policy developments and activities and maintain a public affairs schedule

2 Bond Public Affairs and Government Relations Manager Job Description 2 Build Parliamentary and Government Relations support for International Development - Represent Bond and engage with a range of key external political stakeholders, including MPs, Peers, MEPs, Advisers, select committees and political parties. - Represent Bond and engage with a range of key external Government stakeholders, including SPADs, Private Office and Ministers - Deliver a range of influencing activities including high profile political events, drafting position papers and briefings. - Engage and work with Bond members and partners to plan and implement pro-active political and public affairs engagement strategies - Provide practical and strategic advice to Bond working groups and members on their political engagement activities. - Develop and implement innovative approaches to maximise Bond and our members influence - Contribute to delivery of Bond s overall policy and campaigns strategy and organisati onal priorities. - Prepare high-quality briefing materials for political audiences and senior internal stakeholders to support the delivery of Bond s influencing priorities Manage Bond s Charity Operating Environment Work - Oversee Bond s relationships with Charity Commission staff - Manage the Advocacy Adviser on COE - Deliver a strategy and action plan in collaboration with Adviser and Director Communications and Processes - Keep abreast of important media stories on a daily basis - Work with the Director to sign off political news stories and blogs - Design and deliver a Westminster and Whitehall contact programme to develop the College s relationship with key decision-makers. Member Convening and External Representation - Represent Bond and build strong relationships with Bond members and external stakeholders in line with the responsibilities of the role and represent Bond at external events as appropriate - Provide strategic support and guidance to Bond members, Bond Working Groups and Bond s on -line community platform MyBond, on campaigning, influencing and engagement strategies - Convene staff from Bond member organisations to share insights, practice and learning and identify trends on issues of mutual interest on campaigning and movement building - Ensure regular communications on PCT s political work within and beyond the organisation - Ensure that Bond is positioned within the sector and with wider networks and institutions as a credible, well-informed convenor of joint civil society campaigning on international development - Work with key external stakeholders across the UK and internationally (including governments, academia, agencies and CSOs) to deliver and maximise the impact of Bond-convened campaigning work

3 Bond Public Affairs and Government Relations Manager Job Description 3 People Management and Strategy - Line manage and support campaigns staff and trainees through regular meetings, objective setting, annual performance reviews, and monitoring objectives and reporting on KPIs - Manage relevant temporary staff and contractors as required for specific campaign proj ects - Manage the delivery of Bond s campaign plans to secure tangible changes in campaign outcomes - Contribute to ensuring monitoring and evaluation of delivery against Bond's organisational targets, performance indicators and budget - Foster effective team working and communication between team members and the wider Bond staff team to deliver campaign outcomes Contributing to Wider Organisational Mission - Contribute to the delivery of Bond s wider strategic objectives including in communications, annual conference and awards, member engagement and organisational effectiveness - Support Bond s wider initiatives to build the capacity of its members and international partners to be more effective and innovative General - As a member of the Bond Policy and Campaign Team and of the wider Bond staff team, contribute to the planning, fundraising, budgeting, monitoring and reporting for Bond s work - Other duties as may reasonably be required from time to time in line with the purpose of the job - Deputise for the Director of Policy and Campaigns when necessary Part 3: Person specification Essential - Strategic understanding of the political trends, opportunities and challenges in international development including of international political landscape - Good understanding of international development policy and excellent understand of the political landscape and dynamics in UK and Europe - Significant experience of working in political affairs/parliament in the UK, Europe and/or internationally (or in a similar role in another sector) - Experience of successfully achieving political/public affairs objectives and achieving positive results - Experience of working with APPGs - Strong relationship building skills - Strong coordination, negotiation and facilitation skills in the context of public affairs/government relations work - Ability to communicate complex policy propositions to a range of political audiences - Excellent presentation skills - Excellent writing and editing skills, including the ability to write materials for a range of audiences (external and internal plus official submission to consultations) - Experience of project designing, managing and delivering high-profile, complex political events including experience of delivering successful events at party conferences on budget and to time - Analytical and well organised with ability to plan and manage a complex programme of work
