The Directorate leads the global provision for Strategic Planning and Operational Management of Estates, Facilities and Hospitality Services. Additionally in the Directorate is Oriam, Scotland s National Sports Performance Centre and is a leading facility for performance sports which has been recognised for providing best in-class facilities for our students and the community. The remit is to ensure that the facilities and services within the directorate are capable of supporting the delivery of the University Strategic Plan 2018 and beyond. The critical position of Global Director of Estates and Facilities is offered at a time of significant change for the University. We are championing and driving forward the key priorities of quality and global distinctiveness outlined in Creating our Future. Central to the University s strategic aims is our ambition to further the University s place at the forefront of research and research led education globally. The University is two years into a five year capital plan, which has been developed in close collaboration with colleagues to ensure all areas of the University have world-class facilities to allow them to deliver their part of the strategic plan. Over the last five years the University has invested in world-class facilities such as; the Lyell Centre, a co-location project with the British Geological Survey; Oriam, a leading facility for performance sports; new and improved student residences; major campus refurbishment; and a new hotel. Over the next five years, there are a number of future exciting projects including: the delivery of a modernised Library, Discovery and Innovation Centre and Robotics Centre. The University is about to develop its Strategic Plan for and the new Director will lead the development of integrated supporting strategies for Estates and Facilities to ensure that appropriate facilities are provided globally. For all staff who join in a senior role we offer a comprehensive Leadership Development programme centred on our Leadership Excellence Framework. 8 2 Heriot-Watt has five student campuses: three in Scotland - Edinburgh, the Scottish Borders Campus in Galashiels, 38 miles south of Edinburgh, and Orkney - and the campuses in Dubai and Malaysia. Reporting to the Secretary of the University, the incoming Director will oversee Estates and Capital Projects, Hospitality Services, Oriam and will also be responsible for the commercial operations and estate management of the University s Research Park, located on the Edinburgh campus. They will be responsible for the strategic direction of these services in order to support the University s core activities. The Global Director of Estates and Facilities will contribute towards the development of overall institutional strategic campus service planning as a senior corporate manager, and will determine the framework and standards for these services, ensuring their continuous development and improvement along with delivering commercial return in order to meet the requirements of the University s strategy. In Dubai, the incoming Director will negotiate and supervise the contract with Study World, our property partner, regarding facilities management and capital planning. In Malaysia, the Director will build and agree the annual campus strategy and operational plan with the Malaysia Campus Manager through the University Campus Committee. 4 6 7 Job description OVERALL PURPOSE» To ensure all student, academic and professional services areas across all campuses have appropriate accommodation.» To manage the activities of the Directorate to deliver the agreed budget. SUMMARY OF KEY DUTIES AND RESPONSIBILITIES Strategic Outlook» Lead the strategic development of the global Directorate of Estates and Facilities, and ensure the implementation of agreed business plans which deliver the wider objectives of the University;» Contribute to the development and delivery of University-wide initiatives (e.g. Strategic Plan, Learning and Teaching Strategy, Research Strategy) drawing upon and sharing knowledge gained through engagement and close relationships with colleagues to inform and influence decisions;» Identify, interpret and translate University Strategies into operational planning and outcomes, keeping in mind the global needs of this international University;» Represent the University on external, Higher Education networks and in the external environment;» Ensure operational planning is robust enough to support the strategy but nimble enough to adapt to changing needs;» Develop and deliver the Directorate strategy ensuring its continued relevance to and links with the overall University strategy. Leadership» Provide the visionary leadership that inspires others to implement strategic and operational plans, deliver to objectives, achieve standards of excellence and quality outcomes and ensure that customer needs are met;» Motivate and inspire colleagues within the Directorate to perform at the highest level, ensuring a clear understanding of their role within the team, Directorate and University. This should entail setting out clear planning and delivery targets, and ensuring that these are met;» Provide specialist professional, technical and expert advice within the team and across the University;» Represent for University Executive where required. Management Responsibilities» Oversee the planning and delivery of sector-leading estates, buildings, space and facilities to underpin delivery of the University s corporate objectives;» Ensure that the space and facility needs of students are at the forefront of decision-making regarding the allocation of resources for the Directorate;» Professional space planning principles to underpin and inform decision making;» Optimise the use of the University s assets to provide revenue through income generation;» Ensure that the Directorate team is consistently working collaboratively with other University service functions, Schools and Institutes in the delivery of operational and strategic outputs;» Deliver services which are client-centred, quality and commercially driven and managed with agreed service standards and budgetary provision;» Co-ordinate the workload and build the capacity of the Estates and Facilities Directorate management team in line with established strategic goals and required standards of operation;» Co-ordinate the individual functions within the Directorate and ensure co-operative working towards the achievement of the overall Directorate s aims;» Manage the overall budget for the Estates and Facilities Directorate, prioritising and focusing resources as necessary to meet the University s needs;» Maintain and enhance the value of the University s assets and ensuring that purchasing arrangements are both economic and compliant with audit requirements;» Proactively manage the overall reputation and credibility of the Estates and Facilities Directorate functions;» Ensure that issues around sustainability principles and practices are integrated throughout the management of the Directorate;» Represent the University at relevant external groups and on national committees. Championing Change» Assess and lead on change management, influencing and managing stakeholder expectations;» Manage the implications of change on the team, maintaining team morale and service levels;» Provide guidance, coaching and support to the team through periods of organisational change;» Cultivate and maintain open, transparent and pro-active partnerships between Estates and Facilities, Schools and Professional Services at all levels; Citizenship» Participate in one-off duties to support the team/university and for personal development;» Support newer or inexperienced colleagues within and outside the University by offering support, help and advice;» Positively promote the University internally and externally through positive behaviour and, where appropriate, by attending open days and other public engagement activities;» Build partnerships to advance the University s strategy, including at an international level;» Engage with community audiences through public activities;» Work with public bodies, charities, government agencies and other external stakeholders and influencers to provide input and support in areas such as policy formation, legislative consultation, committee membership or other activities that will support the University strategy and demonstrate its co-operation with and support for the local community;» Working with the Secretary of the University, and with fellow Directors, leading the University Professional Services teams to deliver joined-up University wide systems and processes.» Actively demonstrate the University s values.
5 8 9 Person Specification Outline terms and conditions How to apply Education/Qualifications Academic, technical and professional education and training Work and Other relevant experience (including training) Other essential competencies eg Decision-Making, Planning and Organising, Initiative and Problem Solving, Service Excellence and Communications ESSENTIAL Educated to degree level (or equivalent) Significant experience of leadership and management at a senior, cross-institutional level; Demonstrable experience of managing human resource, workloads and changing priorities for self and others; Proven track record of delivering excellent, commercially driven, estates and facilities; Strategic experience in supporting a large, complex, international and multi-site, multi-service operation; Experience of managing highly specialised operational teams at or near Director level that includes multiple layers of management in a large complex organisation; Demonstrable financial, resource and budget management experience; Demonstrable experience of successfully managing and delivering strategic change in a large, complex organisation; Experience of organisational level strategic and operational planning; Understanding of relevant legislation including Health and Safety at Work; Demonstrable experience in producing accurate analysis and management information to assist in strategic decision-making, both orally and in writing; A proven track record of developing and sustaining productive customer relationship and prioritising service-user needs; Strong consultative, communication, presentation and interpersonal skills to effectively interact with students and staff across the University, including academic and support service staff, all levels of management, etc.; Excellent influencing and coaching skills, to be able to influence and persuade senior representatives and others across the University in issues relating to the operational services and the requirement for future enhancements to support and enhance the University s objectives; A strong focus on the needs and expectations of students and staff colleagues, in particular deadline management and delivery; Experience of working within a fast-changing environment; Proven experience of dealing with and leading during periods uncertainty and ambiguity; Good track record as a team player, developing and maintaining positive working relationships with internal and external customers, peers, stakeholders and others; A well-organised and efficient planner, able to demonstrate strong programme and project management skills. DESIRABLE Relevant professional / postgraduate qualification Experience of operating in a global environment is desirable; Excellent project management skills are desirable. Knowledge of current policies, practices and technologies relevant to higher education; DURATION The post is a full-time open-ended role. GRADE AND SALARY Grade 10 - an attractive and competitive salary/package, minimum salary 81,145 (in line with national salary scale range) Pension - You will be contractually enrolled into membership of the Universities Superannuation Scheme. You may subsequently opt out of the scheme if you wish. REPORTING LINE The Secretary of the University ANNUAL LEAVE You will be entitled to 33 days leave per annum, plus 9 or 10 Buildings Closed Days. LOCATION Your normal place of work will be Edinburgh Campus. You will be expected to travel internationally as and when required. RELOCATION ASSISTANCE Relocation assistance will be available in line with the University s Travel and Expenses Policy ELIGIBILITY TO WORK IN THE UK You will be required to demonstrate your ongoing right to live and work in the UK.
