1 ORISSA TRIBAL EMPOWERMENT & LIVELIHOODS PROGRAMME PROGRAMME SUPPORT UNIT 2 nd Floor, TDCC Building, Rupali Square, Bhoi Nagar, Bhubaneswar Tel : , , , , web : Expression of Interest The second phase implementation of Orissa Tribal Empowerment and Livelihood Programme (OTELP) under ST & SC Development Department, GoO with assistance from IFAD, DFID and WFP will be operationalised in the following blocks of Rayagada, Nawarangpur & Malkangiri districts from 2008 and will continue till Rayagada Nowarangpur Malkangiri Kashipur, Gudari, Chandrapur, Bissamcuttack, Muniguda Kosagamuda, Jharigaon, Papadahandi Khudumulugma, Mathili, Khairput The programme Director, OTELP, invites expression of interest from Non-Governmental Organisations to work as programme partners in the capacity of facilitating NGO (FNGO) for providing following services in the programme areas. (a) (b) To facilitate community participation in planning and implementing development activities and to build community level institutions to support various programme activities. To provide technical support services and training to the communities / individuals for formation and implementation of their chosen development activities. The NGO would provide technical support services either through recruiting relevant staff or developing partnerships with the line government departments or other service providers. A range of development activities, i.e. land & water management, participatory forest management, production system enhancement with respect to agricultural & horticultural development, livestock & aquaculture development, Rural Financial service through promotion of SHGs etc. will be taken up by the village communities to improve their livelihood, process of which be facilitated by the assigned FNGO in achieving the programme goal. The applicant NGO must have proven capacity, institutional base and supporting infrastructure for delivery of required services for facilitating the developmental programme. The applications will be evaluated on the basis of eligibility and selection criteria such as experience and expertise in the relevant field, presence in the programme block / districts along with the sample terms of contract for FNGO available with the application formats. The selected NGOs will have to sign a MOU with the respective district level programme authorities. The application format, selection criteria, terms of reference etc can be collected from the PSU Office, 2 nd Floor, TDCC Building, Bhoi Nagar, Rupali Square, Bhubaneswar on the official days from AM to 5.00 PM in person, or by sending a self addressed Rs. 50/- stamped envelop. 5 SELECTION CRITERIA FOR FACILITATING NGOS 1. The selection of facilitating NGOs would be guided by the following criteria: The NGO should be a registered body under the relevant Law. It should be maintain its accounting records and, preferably, have properly audited annual statements of income and expenditure with at least 5 years of working experience in implementing similar donor funded development programmes in the blocks applied for with adequate staff strength. Ability and orientation to constructively engage the government in developmental efforts; The orientation of philosophy of the NGO should conform to the essential features of the programme designed viz. adherence to participatory process; belief in the objective of self-reliance and empowerment of village institutions, bias towards the marginalized groups; experience in the formation of affinity groups, preferably groups managing credit and involved in income generating activities, and experience in capacity building of grassroots institutions including the basis systems required namely, records, accounts, formal meetings and feedback system. The NGO should demonstrate an openness to learn and absorb new strategies and ideas; The NGO is either based or amendable to establishing a base, in the Programme area, has field experience in the area and has an adequate number of field level staff with a clear understanding of the socio-economic, cultural and political situation of the tribal areas. The NGO should also have excellent communications skills and good rapport with the community. As the NGOs participating in the Programme would be apart of a larger effort involving other NGOs, as well as public and private institutions, the NGO should be able to work as a team and adjust to varied operational modalities; The NGO should have internal stability so as to ensure long-term support to the Programme. It should function with transparent accounting system which are open to inspection; The NGO should be engaged in secular operations (i.e. development activities of religious NGOs should not associated with proselytizing) but should not be affiliated with any political organization; and The NGO should be willing to sign a memorandum of understanding (MOU) with the government, committing itself : (i) to pursue the objectives of the Programme; (ii) to make changes to its strategy and systems if they obstruct the achievement of Programme objectives; and (iii) to attend meetings and to contribute to the feedback systems and procedures required by government including regular reporting. The signing of the MOU is a precondition to entering into a contract with the NGO for the programme outlining clearly its role and function. The NGO should have minimum fixed asset of five lakhs.

6 TERMS OF REFERENCE FOR NGOS An NGO would be contracted for each block by the relevant Integrated Tribal Development Agency (ITDA) to: (a) facilitate community participation in planning and implementing development activities and to build community institutions in support of the various Programme activities: and (b) to provide technical support services to the communities for the formulation and implementation of their chosen development activities. The NGO would provide the technical support services either through recruiting the relevant staff or developing partnerships with the line departments or other services providers. Responsibilities 1. The terms of reference would include, but not be limited to: Community Mobilisation & Participation Participating in the assessment and screening of short-listed villages for inclusion in the Programme, particularly to assess social cohesion and commitment to Programme principles, and in the compilation of the final selection of villages; Entering into dialogue with communities; Explaining the scope and the basic philosophy of the Prograsmme i.e. emphasis on community responsibility, community participation in decision making, and development of self-reliance; Preparing a village profile for the village in collaboration with the community; Strengthening the capacity of existing savings and credit self-help groups (SHGs) and other user/producer groups and forming new ones; Training of SHGs/groups in management, credit operations, accounts, etc, and assisting them in the development of economic activities; Conducting awareness raising of the communities with particular reference to gender and equity issues; Identifying Village Animators from the communities and training them and other village level government workers;

7 Conducting a participatory needs assessment with the community and assisting the community to priorities its development needs and formulate a resource management plan to guide the investments in the villages; Identifying leadership capabilities within the community and fostering the formation and capacity building of community institutions to spearhead implementation of the development initiatives; Assisting the community to identify village Volunteers and providing them with leadership training and organizing relevant technical training: Identifying with the community the areas in which support is required e.g. technology interventions, marketing, etc. in order to help the community to achieve its desired objectives; Liaising with the ITDA to transfer the expressed needs of the community into the annual work plan and budget for the Programme; Performing a facilitator/brokerage role to link individuals and farmer/community groups to sources of information, technical support, marketing channels etc. Developing with the communities processes for the community to monitor and evaluate its performance in achieving its objectives; Providing regular progress reports to Programme Management and participating in management meetings as requested. Technical Support Assisting the community in analysis of its resource base, development constraints and development opportunities and in prioritization of its development needs through formulation of a natural resource management plan. Providing technical guidance and support to individuals and community groups in the implementation of developmental activities covering Land and Water Management, Forestry Development & Processing of non-timber forest products, agriculture, horticulture, livestock, aquaculture and non-firm / off-firm activities. Providing / arranging technical training for farmers / community members, and presiding and supervising the implementation of trial and demonstrations. Building the capacity of village volunteers as village level resource persons Developing linkages to marketing facilities, input supply, etc.
