Addendum No. 2 must be acknowledged by signing the attached Acknowledgement Sheet and including that sheet as part of your technical proposal. The due date for submission of proposals has been rescheduled to Thursday, August 3, 2017 by the close of business (4:30 P.M.). 3 The following Questions and Answers were submitted by the due date of June 15, QUESTIONS & ANSWERS TO RFP No ACAC Q1: Is it necessary to meet the full cooling performance when the input voltage is below nominal (e.g. 450v), as this has an impact on inverter sizing? A1: The specifications indicate a self-start at range of 550 VDC to 750 VDC. A minimum input of 450 VDC, is possible on the line. Full cooling performance is required at this minimum voltage but not below 450 VDC. Q2: We see an advantage to power the new overhead heaters from the inverter 3-phase supply in place of the 600v dc. Is this Ok for Septa? A2: SEPTA is agreeable to reviewing design alternatives for overhead heater. The Contractor is to provide details for powering heater by 600 VDC or from new Inverter. Q3: Can Septa provide more information on the function of the antenna next to the CCU? If necessary can it be relocated? A3: The vehicle identification antennae can be relocated but will be a time-consuming design process. Contractor will be responsible for evaluating EMI interference caused by local equipment. Contractor must interface with SEPTA signal dept. to test and assure track switches function properly at new location. Note: New equipment foundations, installation procedures and new cabling (if longer length) are to be supplied by contractor. Q4: Can Septa advise if relocation of the door control box is possible? A4: Relocation is not encouraged. Vendor must keep existing wiring, supports and accessibility to box s interior. New location will require new foundations, installation procedure, and new cabling, all provided by contractor. See arrangement of undercar equipment DWG for (OEM) equipment location. Q5: Can the auxiliary fuse in the existing knife switch be increased in ampacity without replacing the knife switch? Please provide the complete part number, manufacture and technical details of the knife switch. A5: SEPTA is not anticipating an increase in ampacity with a more efficient HVAC system. Contractor to submit design analysis indicating an actual need for increased ampacity with proposal. See attached parts manual for details on existing design. Q6: If it s decided that a new control box enclosure will be supplied, what s the expected NEMA rating of this box?

4 A6: The existing box is fabricated with carbon steel primed and painted for corrosive protection. The new boxes must meet or exceed existing box design or NEMA 4x. Q7: Will SEPTA consider a water ingress rating of something less than NEMA 6P? NEMA 6P is essentially the same as IP68 which is submersion for prolonged periods of time. No other equipment on the car has this level of protection. The duration of the leak-free period cannot be indefinite. Will a submersion duration of 3 hours be acceptable? Is SEPTA aware that a completely sealed NEMA 6P enclosure will dramatically increase the physical size of the inverter? A7: The intent of SEPTA s specification is to require protection from high pressure spray from SEPTA s car wash, not to have a submersible save box. SEPTA is agreeable to an alternative NEMA box that meets our needs. Q8: What material is required for use in the fabrication of the condensing unit frame, inverter box & control box (if replaced)? A8: Existing boxes are fabricated with carbon steel, primed and painted for corrosive protection. The new boxes must meet or exceed the existing box design or NEMA 4x. Foundation for equipment supports are to be fabricated from 304 L, stainless steel. Q9: Will SEPTA consider removing the existing small inverter for the evaporator blowers, and instead supply power, software, and control from the new equipment? A9: SEPTA prefers to use the existing inverter as a power source. Alternative controls, power, software, and wiring configurations must be submitted with the technical proposal. Q10: Will SEPTA consider splitting the DC/AC inverter(s) into two separate units in the event there is insufficient space under the car? A10: SEPTA prefers a single inverter but is agreeable to review alternative designs, which must be detailed in the Contractor s proposal. Q11: Is the wireless undercar antenna able to be relocated? If so, to what extent? A11: See Answer #3. Q12: Section 5.0: Scope: Five of each major subsystem units are required to be in contractor s scope of supply for maintenance purposes. What is the definition of the sub-system? A12: See Section 11 of the Scope of Work, which lists the definition of a sub-system. Q13: The contractor s recommendation is to power the heaters at 230 VAC. Is this acceptable to SEPTA? A13: See answer to question #2. Q14: Section 7.3.3: Floor Heat: If a contractor proposes the use of an alternate scheme for overall heating control in the car, is this acceptable to SEPTA?

5 A14: SEPTA is agreeable alternative heat controls, as long as they meet the required functionality. The Contractor should provide specific details with the technical proposal. Q15: Section 7.5.2: Design Criteria: This section requires the contractor to submit performance calculations with a load analysis of the car detailing the required heating and cooling capacities and required supply airflow using the revised design criteria [CDRL 14-04]. Will SEPTA provide the car dimensional drawings (including dimensions of the windows and doors), the overall thermal conductivity of the car and the solar heat gain coefficients of the window glass? Is the car interior temperature setpoint 72 F? A15: SEPTA will provide available OEM drawings upon request. Contractor must contact Carolyn Caruso to obtain copies of drawings. A list of drawings is provided with this correspondence along with appropriate sections of BIV Maintenance Manuals. SEPTA will provide dimensional data as requested. Design data such as thermal conductivity and solar heat gain will need to be measured and/or estimated during the design phase. Contractor to design HVAC system to meet specifications and operating environment of the BIV fleet. Contractor is responsible to obtain all measurements required for design. Contractor is to contact the buyer, Carolyn Caruso, for any future drawing requests. Q15-A: Will SEPTA provide information regarding the lighting load? A15-A: Yes: The BIV cars have 26 LED light fixtures with a load of 65.5 BTU/Hr. or 1703 BTU/Hr. load per car. Q15-B: Are there any other electrical cabinets/panels whose thermal dissipation should be considered during the load calculation? A15-B: Yes. There are electrical panels located within the car structure that should be considered. The contractor must design the HVAC system to meet the specifications and operating environment of the BIV fleet. Contractor is responsible to obtain all measurements required for design. Q15-C: Do the solar loads need to be considered for the load calculation? A15-C: Yes. Contractor to design HVAC system to meet specifications and operating environment of the BIV fleet. Contractor is responsible to obtain all measurements required for design. Q15-D: Do the door opening loads need to be considered? A15-D: Yes. Contractor is to design the HVAC system to meet the specifications and operating environment of the BIV fleet. The Contractor is responsible to obtain all measurements required for the design. Q16: Section : Evaporator Coil: What is the fin density of the evaporator coils currently installed? Does the current fin density need to be maintained? A16: Fin density is unknown. SEPTA is agreeable to the Contractor s recommendation for design, to be provided in the proposal. Q17: Section : Refrigerant Compressor: Is the compressor to be used a semi-hermetic piston compressor or a scroll compressor? A17: SEPTA prefers a scroll compressor but is agreeable to review alternative piston. Q18: Section : Condenser Coil assembly: It s stated in Section that the condenser coil has a fin density of 8 fins/inch. Would SEPTA be open to the use of coils with a slightly higher fin density?

6 A18: SEPTA is agreeable to a higher fin density, contractor to submit rational for increase. Q19: Section , : Is the information provided in these sections for reference only? A19: The provided reference data is a minimum. SEPTA is agreeable to ASHRE standards. Q20: Section : Is the qualification test referenced in this section the On-car test performed during pilot car installation/commissioning? A20: Yes. Q21: Section 7.6.7: Interior Car temperatures: Since the contractor is not modifying the ductwork of the car, do stratification requirements apply to a refurbished system? A21: The Contractor is to meet or exceed stratification of existing car. Q22: Section 12: Training: What is SEPTA s clearly defined scope of training? A22: Please see Attachment B Section 12 - Operator Requirements. See the attached job descriptions of participating trades and professionals. Contractor is to develop instructions and manuals to meet the needs of participants and convey information for properly maintaining new equipment. Q23: Please provide a copy of the maintenance manuals. A23: Please see Attachments: D Maintenance Manual 1 E Maintenance Manual 2 F Maintenance Manual 3 Q24: The new sensors will require additional cable to be installed, will this be allowed? A24: Yes. The Contractor is to supply cable and installation procedures and SEPTA will provide labor. Q25: Please provide the motor and inverter data for the evaporator blowers. A25: Please see Attachment F Maintenance Manual 3, Section , Page Q26: Does section mean the new inverter is to supply 37.5 volt power to control the HVAC contactors? Does this section also mean that the new inverter can use the existing low voltage for control as long as it doesn t overwhelm the converter? A26: Septa prefers Contractor to produce and supply their own power for controls to HVAC Contactors. Q27: Does the authority want the new inverter to replace the old converter and supply 37.5 VDC for the vehicle? A27: SEPTA is agreeable to reviewing the Contractors design and analysis for replacement, but the Contractor will be responsible for powering new equipment produced by the inverter and intergrading it into the vehicle s existing electrical system, including the battery charging system. Q28: Does the inverter for the evaporator blowers have an individual circuit for each blower motor? A28: No. There is one circuit for both motors. See attached drawing Fig Q29: Instead of thermistors we are proposing RTDs. Is this acceptable?

7 A29: Septa is agreeable to RTD; the Contractor should supply design and analysis with proposal. Q30: Please provide additional schematics and connection drawings. A30: Please see Attachment A Drawing of BIV Car Index Sheet. Q31: How much room is there in the existing evaporator blower envelope for increasing the length for the installation of the new overhead heaters? A31: The Contractor is to review available drawings and have an on-site engineer to obtain required dimensional information. Q32: Regarding Section This section states that the HVAC Contractor should be SEPTA approved. Is there an approval process to be followed? A32: No. There is no pre-approval process required. Q33: Regarding Section We request that the Authority provide drawings and maintenance manuals (Running Maintenance, Heavy Maintenance & Illustrated Parts Catalog) of the existing HVAC System. A33: Please see Attachments: D Maintenance Manual 1 E Maintenance Manual 2 F Maintenance Manual 3 Q34: Regarding Section We request that the Authority provide any additional existing car connection electrical schematics of the interface between the existing HVAC Controller and car body, other than those already provided in the specification. A34: Please see Attachments: D Maintenance Manual 1 E Maintenance Manual 2 F Maintenance Manual 3 Q35: Is the Authority planning to change any car body wiring to accommodate the microprocessor controller? A35: All changes required to accommodate microprocessor is the responsibility of the Contractor. Contractor is to provide material and procedures. SEPTA will provide labor. Q36: Regarding Section Duct Air Sensor - If the sensor is not currently installed, whose responsibility is it to supply the sensor and install the sensor? Will the Authority run new car body wiring for the sensor? A36: The Contractor is responsible for supplying sensors and the installation procedure. SEPTA will provide labor. Q37: Regarding Section Blower Assembly - Is the cabling required to connect the Inverter under the car and the blower motors in the ceiling, a part of the scope of supply by the Contractor? Will the authority be responsible for installation of the cabling at some future time? Will the bidder have to provide the engineering for routing of the cabling? If so can the existing conduit sizes and drawings of those areas be provided?

8 A37: The Contractor is responsible for supplying all material and procedures (routing). The Contractor is responsible for obtaining conduit size during the survey/design phase and provide connection provision. SEPTA will provide labor. Q38: Regarding Section Blower Assembly - Power to the Overhead Heaters: Is the Authority responsible for providing the high voltage power for the heaters? Is the car body wiring for the heaters available? A38: SEPTA is agreeable to 230 VAC or 600 VDC for ceiling reheat. SEPTA requires the continued use of 600 VDC for existing floor heat. Q39: Regarding Section Condenser Support Frame - Is there a material specified for the condenser support frame? A39: All structural supports are to be fabricated from 304 L stainless steel. Q40: Regarding Section Charging with Refrigerant - To determine accurate charge levels we recommend that the qualification testing and charge determination be done in accordance with ASHRAE standards. A40: SEPTA concurs, all qualification testing and charge determinations to be done to ASHRAE standards. Q41: Regarding Section Controller - The section states that thermistor sensors or approved solid-state temperature sensors should be utilized. Will the authority run new cabling in the car to support these components? A41: Contactor is responsible for supplying all sensors, cabling material, and installation procedures to meet the specification and design. SEPTA will supply labor. Q42: Regarding Section Car Interior Temperatures - Distribution of interior car temperatures is heavily influenced by the ducting system, car side seals and insulation. If the HVAC is proven to provide the request airflow and air temp, it may require major changes in the air ducting and diffusers. A42: Contractor to meet or exceed stratification of existing car. Q43: Regarding Section Car Interior Temperatures - any uninsulated or poorly insulated areas in the air ducting system could have condensation on them. Will it be the Contractor s responsibility to repair the air ducting system if necessary? A43: No, the contractor is not responsible to repair air ducting. Contractor to provide Septa with recommendations and SEPTA will make repairs Q44: Regarding Section Temperature Sensors - Since we are replacing the existing thermostats with thermistors will we be able to install new car body wiring? A44: Contractor is responsible to provide recommendations to meet specifications. Should new wiring be required, contractor is responsible for providing material and installation procedure. Septa will provide labor. Q45: Regarding Section Temperature Sensors - Does the supply air thermostat already exist? Is its function to control the maximum temperature difference between the temperature set point and the actual air temperature of the car interior? Does this limiting factor apply to pull down cooling and pull up heating when initially powering up the car? Can this be a thermistor located in the supply air duct? How would this sensor affect the return air sensing and/or control?

9 A45: SEPTA is not aware of existing sensors. The location of the thermistor and overall operation of the HVAC system is the responsibly of design Contractor. Q46: Regarding Section 7.9 Brake Compressor - Will need the data for the Wabtec conversion motor i.e. current draw, voltage, amp etc.? A46: Contractor should contact Wabtec for data. Q47: Regarding Section 7.9 Brake Compressor - Are there any weight restrictions or limitations on the equipment to be provided? A47: Contractor should match existing equipment weight as close as possible. Contractor should use the same equipment foundations Q48: Regarding Section 7.9 Brake Compressor - Given the complexity of the project and to provide the best value to the authority we request that the bid date be extended to August 3rd, A48: See Addendum No. 1 Q49: Regarding Section 7.11 Sustainability Q49-A: Will the Authority please clarify the criteria for determining minimum 10% more efficiency? A49-A: Power consumption. Q49-B: Is the improvement in efficiency determined by the electrical consumption of the system, the refrigeration capacity etc.? We would suggest that refrigeration efficiency should be determined by testing per ASHRAE Standards. Car level testing may not provide an accurate measure of refrigerant capacity of the HVAC unit. A49-B: SEPTA is agreeable to ASHRAE standards. END OF SECTION

Carolyn Caruso welcomed the attendees and introduced SEPTA personnel and discussed contractual requirements and general information. John Macewen, Wayne Krahn and Ben Leonard reviewed the technical requirements of the scope of services. The meeting was adjourned at 11:00 A.M.

11 Attachment 13 Buy America Certificate

12 BUY AMERICA CERTFICATION This procurement is subject to the Federal Transit Administration Buy America Requirements in 49 CFR Part 661 and Federal Public Transportation Law 49 U.S.C. Chapter 53. A Buy America Certificate, as per attached format, must be completed and submitted with the bid in accordance with the requirements of 49 CFR A bid which does not include the certificate will be considered non-responsive. A waiver from the Buy America Provision may be sought by SEPTA if grounds for the waiver exist. Federal Public Transportation Law 49 U.S.C. 5323(j) permits the FTA participation on this contract only if steel, iron and manufactured products used in the contract are produced in the United States. 49 CFR requires that for steel, all manufacturing processes must take place in the United States, other than metallurgical processes involving refinement of steel additives. The steel requirements apply to all steel items including, but not limited to, structural steel, running rail, and contact rail. For manufactured products, 49 CFR requires that for a "manufactured product" to comply with the Buy America requirements, all of the manufacturing processes for the product must take place in the United States; and all items or material used in the product must be of United States origin. Bidder understands and agrees that, pursuant to 49 CFR , whether or not it certifies that it will comply with the applicable Buy America requirement, bidder is bound by its original certification and is not permitted to change its certification after bid opening.
