Dear Coeagues, Foowing the Paris Agreement among the countries, or parties as they are caed under the UN Framework Convention for Cimate Change (UNFCCC) at COP21 in Paris 2015, there is a gain in momentum in giving adaptation the kind of attention that mitigation has been achieving over the ast two decades under UNFCCC negotiations. Despite the fact that UN-Water has been putting its case forward since 2010, finay it has been acknowedged that Water is the primary medium through which cimate change infuences Earth s ecosystem. Countries are being urged to improve and consoidate their water resources management systems and to identify and impement no regrets strategies, which have positive deveopment outcomes that are resiient to cimate change. Paris Agreement aims to strengthen the goba response to the threat of cimate change, in the context of sustainabe deveopment by Increasing the abiity to adapt to the adverse impacts of cimate change in a manner that does not threaten food production, among others. ICID is supporting NCs in bringing change in poicies and practices to dea with extreme situations of foods and droughts due to cimate change, through its Working Groups (WGs). At the same time it is partnering with FAO and other internationa organizations estabishing the "Goba Framework on Water Scarcity in Agricuture (WASAG). More about the Framework is covered in this issue. The Road Map to ICID Vision 2030 aunched during the 68th IEC in Mexico, heps deveopment of cimate change adaptation strategy by bringing a change in poicies and practices in agricuture water management (AWM) for sustainabe deveopment. It is heartening to note that various WGs have taken the activities identified under the Action Pan for impementation in the right earnest. Various decisions taken during the 68th IEC meeting and their earnest impementation wi support NCs to fufi their assigned mandates. NCs wi have to take actions to broaden their nationa network and get various stakehoders of AWM engaged for broadening coaborative actions in order to present sustainabe soutions for eradicating hunger. They wi have to pay arger roe in poicymaking. The High Leve Advisory Group on Partnership for AWM, which hed its first meeting in Mexico provides an exceent opportunity in that direction. The Executive Counci took a bod decision to strengthen the financia sustainabiity of ICID by revisiting the annua subscription formuae, which woud aso require innovative financia management of NCs themseves. NCs have been addressed to represent, if there are any issues that they face in impementing the formuae, so that the transition to the new regime coud be smoothened as far as possibe. Presenty, Centra Office is working cosey with various WG chairs in finaizing the minutes. By the end of this month patrons wi receive the Draft Minutes of the 68th IEC Meeting. It is aready acknowedged that we need to reorient the way we work, if we have to achieve our goas and mission. With best wishes, Avinash C Tyagi Secretary Genera Managing Water Scarcity in Agricuture The United Nations Framework Convention on Cimate Change (UNFCCC) hosted the 23rd Session of the Conference of Parties (COP23), from 6-17 November 2017 in Bonn, Germany. The event, convened by the Presidency of Fiji, was attended by more than 20,000 participants with the aim to take forward the work on the impementation of the Paris Cimate Change Agreement and gavanize cimate action by a reevant stakehoders. The Agricuture Action Day of COP23 was organized to on 10 November 2017 with specific focus on Managing Water Scarcity for Agricuture. The overa objective of the session was to bring together partners, key stakehoders and country representatives to discuss progress made towards achieving the objectives WASAG and mobiize further commitments and action through feedback from a the stakehoders. Dr. Oyun Sanjaasuren, Mongoia, Chair of Goba Partnership as the moderator gave opening remarks. Ms Mariet Verhoeff-Cohen, Deputy Chair of the Interim Steering Committee (ISC) of WASAG and Chair of Women for Water Partnership, gave a brief outine of the WASAG. She pointed out that WASAG wi support the deveopment and depoyment of poicies, strategies, programmes and fied capacity for adaptation of agricuture to water scarcity. Ms Tatiana Fedotova, representative of the Word Business Counci on Sustainabe Deveopment and a partner of WASAG; and Ms. Nthopayizi Mphande, Young Aquacuture Farmer, Zambia aso participated in the pane. A short video on sma-scae farmers in Rwanda was screened and it highighted the opportunities in agricuture and agribusiness for young farmers. The outcome of the event showcased rea-word cases of stakehoders, incuding women, indigenous peope, private sector and partners, soving probems reated to water scarcity whie creating cimate benefits. WASAG endorsed in UNCCD COP13 Drought Poicy The Goba Framework on Water Scarcity in Agricuture (WASAG) was endorsed by the United Nations Convention to Combat Desertification (UNCCD) during the 13th Session of the Conference of the Parties (COP13) hed in Ordos, China from 6-16 September The COP concuded with the issuance of the Ordos Decaration, a decree by 80 ministers urging enhanced action to fight desertification. A key decision adopted at COP13 was concerning Poicy advocacy on drought by UNCCD wherein the roe of WASAG has aso been recognized: Taking note of the various existing initiatives at a eves in reation to drought, incuding the Goba Framework on Water Scarcity in Agricuture initiative and the UN-Water initiative of the UNCCD secretariat, Word Meteoroogica Organization, Food and Agricuture Organization of the United Nations, Convention on Bioogica Diversity and UN-Water Decade Programme on Capacity Deveopment in buiding capacities to support countries to deveop and impement nationa drought management poicies, and emphasizing the need to ensure coherence, coordination, and compementarity. Web Initiatives on Cimate Change and Agricuture New COP23 website aunched Coinciding with the UN Cimate Change Conference 2017, a new dynamic COP23 website funded by the German Government and with vountary support from the Government of Norway and the European Union was aunched. The initiative is a part of a much wider upgrade of the UN Cimate Change secretariat s web presence towards a new 21st century system with modern features and an enhanced user-friendy format. 3 November 2017 News Update Cimate Adaptation Technoogies Cimate Change A d a p t a t i o n Technoogies for Water: A practitioner s guide to adaptation technoogies for increased water sector resiience, a new pubication by UN Environment DHI Centre on Water and Environment, Cimate Technoogy Centre and Network (CTCN) and the UNEP DTU Partnership provides a comprehensive overview of water adaptation technoogies to date. The pubication incudes 102 adaptation technoogies for buiding resiience to cimate change induced hazards in the water sector. It provides a comprehensive overview of specific water adaptation technoogies and techniques that address chaenges resuting from cimate change. It aso features a ibrary with further information on each of the adaptation technoogies. The cornerstone of this guide is the water cimate change adaptation technoogy cataogue deveoped for the purposes systematizing the most pressing cimate change chaenges in the water sector. In addition, the guide incudes an introduction to severa approaches to seection and prioritization of the adaptation technoogies. For access to the pubication in pdf format, kindy visit: goba/news/2017/11/aunched-cimatechange-adaptation-technoogies-for-water Modernization of Irrigation Systems: A Goba Perspective Sensing the urgency of revamping the irrigation sector through modernization from a goba perspective, Mr. Herve Pusqueec, Former Irrigation Adviser, Word Bank deivered a workshop ecture on Irrigation Modernization: Lessons from Goba Experience on 31 October, 2017 at the Word Bank Office, New Dehi. Chaired by Mr. Piai, Commissioner (MOWR) the workshop incuded officias from ICID; Mr. Sikka, IWMI Representative-India; CWC officias and WB water sector speciaists. Secretary Genera Avinash C. Tyagi, ICID pitched in as the discussion moderator during the workshop. The workshop covered the technica, financia and operationa aspects of irrigation sector. It stated that funding by Word Bank and ADB has graduay shifted from infrastructure deveopment, eaving a vacuum and bigger roe for the private sector, which is currenty negigibe. Mr. Pusqueec emphasized that carity needs to be embedded in the concept of modernization and rehabiitation. Whie the former indicates a compete "hardware and software" revamp of irrigation systems the atter is about bringing back an irrigation system to its design performance. Without a strong effort to improve the productivity of existing systems may ead to regiona pockets of food deficit. Case exampe of Austraia was projected which has eapfrogged directy from 19th century irrigation technoogy to 21st century automated system. The other technoogy mentioned was geosynthetics appication in cana ining, which reduces water seepage osses and strengthens cana sides for better operation and maintenance. Mr. Herve suggested that fexibiity, reiabiity and equity are the keywords for irrigation systems. He stressed that O&M financing and institutiona aspects shoud be factored in at the design stage and a stakehoders shoud be invoved from day one in the panning and design of irrigation systems. In respect to Water User Associations (WUA s), he stated that many deveoping countries are trying to institutionaize WUA's. Secretary Genera, ICID identified capacity buiding at the oca eve a critica input for making irrigation effective. Lack of communication among the diverse stakehoders and absence of an innovative patform added to the probem. Word Bank proposed that knowedge exchange initiatives coud be worth exporing with coaborative efforts from ICID, Word Bank and CBIP. As a precursor to the workshop, Mr. Pusqueec visited the ICID Centra Office on 30 October, 2017 for a detaied discussion on the future orientation of ICID and the need to overhau its roe in exchanging new knowedge and information on irrigation and drainage. He emphasized that there has been a decine in pubic funding of arge irrigation projects and therefore, it is imperative that ICID engage a private sector stakehoders and motivate them through exhibitions in WIFs, Congresses, Web Directory of Services/ Products, WatSave Awards and specific side events. Further, it was mentioned that papers submitted for ICID events and journa shoud aso incude practica approaches. To address this gap, Secretary Genera, ICID suggested that the composition of working groups shoud be more technica and impact oriented. Thematic symposiums and an active roe payed by the bigger NCs with avaiabe resources and expertise can faciitate frequent action and deiberation. ICID participates in WaterScapes The Internationa Commission on Irrigation and Drainage (ICID) participated in the Indo-German symposium WaterScapes hed on 5-6 October 2017 in New Dehi. The symposium faciitated a knowedge transfer environment that bridged science, poicy and practice. More than 20 technica presentations were given during the symposium wherein eminent schoars, eading experts and practitioners from Germany and India taked about issues reated to water, primariy focusing on four broad themes: (i) Hydro hazards (ii) Urbanisation and water resource management (iii) Integrated River Basin Management and (iv) Water Security and Governance. A the participants exchanged their views, ideas, initiatives and approaches, and jointy pursued commonaities and innovative soutions to secure a sustainabe and efficient water resource management. 3
4 News Update November 2017 The keynote address was deivered by Prof. Dr. Brigitta Schütt, Vice President, Freie Universität Berin on Integrated Watershed Management. She stated that though there is enough knowedge about watershed management, but due to asymmetric capacities of various stakehoders it has not been appied in the fied. She suggested that future approaches shoud ensure a judicious mix of both traditiona knowedge and new technoogy in order to make agricutura water management more contextua and sustainabe at the oca eve. The presentation on Water-Food-Energy Nexus in Urban Areas by Prof. Dr. Jörg Drewes, Technica University of Munich (TUM) was directy reevant to ICID s mandate and activities and offered an incrementa earning vaue. Dr. Drewes advocated that a paradigm shift is needed in the integrated urban panning by using Water-Energy-Food nexus approach and to achieve this wide range of technoogies are avaiabe for urban water recamation and reuse couped with resource recovery. Prof. Dr. Martin Voss, Freie Universität Berin gave an interesting presentation on the Cuture of Managing Food Events. He highighted how a cuture or beief system pays a prominent roe in the way we perceive risks and manage them. He stressed that a good integration system in panning a ocation-specific disaster management can hep mitigate risks and damages caused due to natura hazards ike foods. Aso, the roe of communication among diverse stakehoders cannot be negated. The symposium ended on a vibrant note with a session dedicated to young professionas wherein they presented their ongoing innovative research on water resources management and governance. Indonesia Caing: 70 th IEC Meeting and 3 rd Word Irrigation Forum (WIF3), Bai, Indonesia Cimate change is predicted to have a massive impact on water avaiabiity by drasticay atering hydroogica regimes across the word. Sustainabiity of irrigation as a part of water resources system has become one of the most important agenda to cope with. To formuate a new perspective and strategy for the future of irrigation system, the Indonesian Nationa Committee of ICID (INACID) wi host the Word Irrigation Forum 3 and the 70th IEC Meeting of ICID from 1-7 September 2019 at the Bai Internationa Convention Centre (BICC), Indonesia. The 7-day event wi focus on the main theme Deveopment for water, food and nutrition security in a competitive environment covering wide-range of topics under three sub-themes, namey (i) Enabing poicy environment for water, food and energy (ii) Roe of Civi Society and NGOs with focus on farmers and extension faciities (iii) Improving agricutura water productivity with focus on rura transformation. 4 Attaining sustainabe deveopment under imiting natura resources as envisaged under Agenda 2030, cas for recognizing the interinkages between various sectors. 5 November 2017 News Update Goba Water Security Conference 2018 In a bid to discuss current and future water security probems, the American Society of Agricutura and Bioogica Engineers (ASABE) in coaboration with the Indian Society of Agricutura Engineers (ISAE) wi organize a conference on Goba Water Security for Agricuture and Natura Resources (GWSC) from 3-6 October 2018 in Hyderabad, India. The conference wi aim to bring together farmers, researchers, practitioners, entrepreneurs, and poicy makers on a common patform. It wi specificay focus on water security for producing food, fiber, and energy crops whie maintaining water quaity and quantity needed for natura baance in the ecosystem. It wi aso aim to share research, and discuss creative soutions that can be appicabe at various scaes in different regions. As a precursor to the conference, a meeting was hed with the organizers and partners to discuss ICID s roe as a technica partner. Prof. Gajendra Singh (oca foca point for GWSC) visited ICID Centra Office on 26 Sept 2017 and met Secretary Genera Avinash C. Tyagi and other ICID officias. During the meeting it was decided that ICID wi serve as a technica partner for agricutura water management and contribute a position paper on Water Accounting. A foow-up meeting of the conference chair, organizers and partner organizations incuding ICID, Word Bank, and ICAR was hed at the WB Office, New Dehi on 9 October It was decided that each technica session wi be steered by a particuar partner, incuding its theme and technica contributions. As such sessions woud be owned by ASABE, Word Bank, IWMI, FAO, CGIAR, ICID, ICAR/IASE, etc. Sated for October 2018, the conference is expected to be attended by more than 300 participants from more than 30 countries and internationa organizations. Farmers from around the word wi be invited to participate on issues concerning them, incuding Water Users' Association (WUAs). A session wi be soey dedicated to water industry representatives with moderated discussions and exhibitions. Emerging technoogies such as Internet of Things (IoT) wi aso form a part of the conference. For more, kindy visit: Smart Water Use in Crop Irrigation Two papers pubished in Irrigation and Drainage journa may hep improve estimates of water requirements for crops, which wi hep save water and minimize osses, aowing more and to be irrigated and subsequenty more food to be produced. The studies pubished were competed as a part of the EU-funded Water4Crops project. The resuts of one study on an experimenta farm near Boogna, Itay indicated that crop irrigation water requirements based on evapotranspiration obtained from modern technoogies (Scintiometer and Eddy Covariance) coud save at east 50% of irrigation water. Another benefit is that these technoogies do not need the crop coefficient Kc (cacuated from evapotranspiration data) which may be difficut to obtain for many irrigation practitioners. The other pubication highighted a new technoogy caed the Cosmicray Soi Moisture Observation System (Cosmos) that can be used to determine when and how much water to appy in irrigation. This strategy saves over 40% of water used for sprinker irrigation and 25% of norma drip irrigation. The Cosmos technoogy is one step in the right direction as it provides continuous, integrated, area-based vaues and soves the probem of spatia variabiity often found in point measurements. This method coud aso be made operationa for irrigation managers to determine the soi moisture deficit, hence determine when and how much to irrigate to avoid harmfu water stress. Research ed by the Centre for Ecoogy & Hydroogy (CEH) in UK coud hep improve the estimates of the amount of water needed for crop irrigation, heping to aeviate both water stress and food insecurity in many regions by aowing more efficient irrigation across more and. 6 News Update November 2017 NEWS BUZZ: ICID Nationa Committees IACID (Austraia) Irrigation Austraia (IAL) hed its Annua Genera Meeting on 19 October 2017 through a teeconference. Mr. Simon Treptow, Genera Manager of Irrigear Stores Ltd. was wecomed as the new incoming director. Chairman Andrew Ogden, Mr. Peter Brueck, Mr. Bruce Scarterfied and Mr. Monir Vranes returned for another term. In highighting the year's activities, Chairman Ogden spoke about the opportunities that Irrigation Austraia is keen to address in the future, especiay the chaenge of buiding on the positive resuts achieved so far.
