Dear Coeagues, As I make my debut to the word of Irrigation and Drainage as Secretary Genera of ICID, I convey my best wishes to a for the New Year I wi strive towards a better informed and more deveoped community of irrigation and drainage professionas in years to come. Let us begin our journey together. Water, a ife-critica finite resource, is being consumed increasingy with various competing demands. At the same time irrigation being the argest consumer of water is coming under increasing pressure with other sectors demanding a greater consumption from its existing share. A hoistic management strategy is needed for the purpose. Whie this is the case with the countries with substantia urban and industria base, many countries are strugging with making enough resources avaiabe for bringing up their societies to kickstart the socio-economic deveopment process. The irrigation deveopment has to address the twin issues of managing, maintaining and improving their irrigation faciities in an enhanced manner for generating inter-sectora adjustments and the deveopment of new faciities providing cover to virgin areas which have seen itte or no engineered irrigation due to ack of deveopment. Managing and improving irrigation infrastructure is an ongoing process requiring specific soutions suiting the probems encountered. Large number of innovative technoogies and soutions are avaiabe in the specific areas of appication which may overap or eave out some space when a new approach/ soution is needed to be deveoped. Modern management technoogies with remote data coection and asset management are making great strides in this direction and irrigation professionas need to everage them to their best advantage. New areas coming under irrigation need a ot of capacity buiding for absorption of new concepts in their psyche to migrate from a water insecure area to one with greater security. The eap from no technoogy to a sophisticated stateof-the-art soution becomes quite great at times often eading to the coapse of a newy impemented system. Breaking up of the soution in a set of easiy absorbabe steps is an exercise which has to be panned with great care keeping the status of society. Irrigation systems not ony bring prosperity but aso new power structures and inter-inkages amongst the members of the beneficiary community. The socia change aso needs to be managed smoothy for achieving the desired resuts of a we and eveny deveoped society. Thus, as I ook at the vast chaenges and scope avaiabe for the work in the sector at the inception of my tenure at ICID, the cooperation of the irrigation and drainage community in the working of the organization becomes more vauabe. I am happy to inform you the aunch of the e-discussion on 'Use of Groundwater for Sustainabe Agricuture' on our ICID Young Professiona e-forum (IYPeF). Members are requested to encourage young professionas to participate activey in these discussions. Aso a good number of virtua meetings as panned during the 68th IEC are aso in pipeine. New initiatives taken in the fied of knowedge management and capacity buiding are cose to our hearts towards making our contribution to the deveopment of the sector and thereby a more equitabe and stabe water avaiabiity regime. Our detaied thoughts on pans for future of the sector have been coated in our ICID Vision 2030 document. I woud urge the community to study them for adopting the appropriate goas. Tyagi on 1 January 2018 in an inhouse function for his 6 years of dedicated service to the ICID community. Er. Tyagi was the force behind the impementation of ICID Vision 2030 and other new initiatives of ICID. Pandya has taken charge as the new Secretary Genera of ICID w.e.f 1 January The 68th IEC Meeting hed on 14 October 2017 in Mexico City approved his nomination as Secretary Genera. Er. Pandya has over 40 years of professiona experience in water resources and irrigation panning, design, impementation, and financing. An aumnus of Indian Institute of Technoogy (IIT), New Dehi, he did his M.Tech in Structura Engineering (1983). He has a sound knowedge of various aspects of irrigation and drainage engineering with a strong competence of everaging technoogies in core areas, especiay Information Technoogy. Er. Pandya began his career with the Centra Water Commission (CWC) in 1977 as Assistant Director and ater served as its Chairman. In his professiona career, he occupied top positions in various Government of India (GoI) offices under the Ministry of Water Resources (MoWR), incuding Director Genera, Nationa Water Deveopment Agency (NWDA) and Chairman & Managing Director, Nationa Projects Construction Corporation (NPCC). He aso served as the Vice President of ICID for the period and made active contribution to the various activities of the Commission. An avid proponent of irrigation and hydropower projects, he has been a key figure behind the estabishment of Internationa fagship event India Water Week for MoWR, which is presenty in its fifth edition and aso estabished the Nationa Conference on Dam Safety, an annua event with assistance from Word Bank funded Dam Rehabiitation and Improvement Project (DRIP). ICID fraternity wishes him a successfu tenure and ook forward to his eadership and guidance in achieving ICID s mission, vision and goas. ICID invites nominations for WatSave Awards 2018 Entries for nominations for WatSave Award(s) 2018 are now open!! Nominations are invited for the WatSave Awards 2018 from individuas/ team through Nationa Committees/ Committee. The entries are open to a professionas/teams from ICID member countries as we as non-member countries. In case of an entry from a non-member country, the nomination has to be routed through and vaidated by an active Nationa Committee of ICID, who shoud be in touch with the nominee and must be aware of his/her work. ICID instituted the WatSave Awards in 1997, presented each year, to recognize outstanding contributions to water conservation or water saving in agricuture across the word. The aim is to recognize the outstanding contribution to water conservation or water saving for the benefit of a water users. Accordingy, the awards given to individuas or a team of individuas are made in respect of actua reaized savings and not for promising research resuts, pans and/or good ideas/intentions to save water. The WatSave Awards are given in four categories: (i) Technoogy (ii) Innovative Water Management (iii) Young Professionas; and (iv) Farmer. The awards wi be presented at the 69th Annua ICID Executive Counci Meeting and Internationa Conference from August 2018 in Saskatoon, Saskatchewan, Canada. A Task Team is set up every year to seect historica drainage/ drainage structures as received from various Nationa Committees (NCs) to give recognition to the historica irrigation structures on the ines of Word Heritage Sites (as recognized by UNESCO). Nationa Committee can nominate more than one structure, using 2 separate nomination form for each. Associated Members and non-member countries can nominate their structures through the neighboring active nationa committees or by submitting directy to the ICID Centra Office. At the 68th Internationa Executive Counci (IEC) meeting hed in Mexico City, Mexico in October 2017, 13 Heritage Irrigation Structures (HIS) were approved for incusion in the ICID Register of Heritage Irrigation Structures avaiabe on ICID website ( www. icid.org/icid_his1.php). The fourth batch of the Heritage Irrigation Structures wi be incuded in the ICID Register of Heritage Structures and wi be presented a Paque, citing the saient features of the HIS during the 69th IEC meeting from August 2018 in Saskatoon, Saskatchewan, Canada. 3 January 2018 Internationa Commission on Irrigation and Drainage Water Accounting for Agricuture The Word Water Counci (WWC) member initiative organized an expert meeting for the preparation of White Paper on Water Accounting & Water for Food from 5-7 December 2017 at FAO headquarters, Rome. The initiative is ed and faciitated by FAO in cooperation with UNESCO-IHE, UNESCO-WWAP, IWMI, ICID and DWFI and aims to raise the profie of water accounting for decision making in the agricutura sector. The objective is to bring in smart panning processes in water management and water governance. Professor Bruce Lankford (UEA) coordinated the writing of the white paper attended by a group of experts representing each of the initiative partner s organization: Christopher Neae (DWFI), Marco Arcieri and Sahdev Singh (ICID), Lisa Rebeo (IWMI), Gonzao Espinoza (IHE-Deft), Jippe Hoogeveen, Livia Peiser and Domitie Vaée (FAO). Dubravka Bojic, Michae Cark and Shawn Mcguire from FAO acted as the poicy makers during the cosing session, whie Ocay Unver and Maros de Souza attended the opening and cosing sessions. In the meeting the experts discussed critica issues to come out with joint messages and evidences to be summarized in the White Paper targeted at poicy makers on water accounting (auditing) for poicy making to be aunched during the 8th Word Water Forum in March 2018 in Brazi. The initiative contributes to the work pan of the Goba Framework on Water Scarcity aunched at the Marrakech cimate conference in Virtua meetings for Working Groups With the onset of the new year, a the Workbody Chairs/Vice-Chairs/ Secretaries as per the IEC decisions are requested to co-pan their virtua meetings we in advance for the upcoming 69th IEC meeting in Canada. In the past, few Working Groups (WGs) - WG-ENV, ICID-IYPeF, WG- CLIMATE and WG-IOA successfuy organized their virtua meetings in In continuation of the good work, it is now time again to pan for virtua meetings of the WGs in To ensure reguar contribution of the WG members, especiay those who are unabe to attend meeting during IEC, it is desirabe that WGs make fu use of the WebEx patform for virtua meetings prior to face-to-face meeting during IEC to discuss and initiate foow up actions emerging from the minutes and review the progress on various action points. These virtua meetings can be utiized to discuss various administrative and technica issues of genera nature so that time during IEC meeting can be utiized more fruitfuy for technica discussions. Accordingy, ICID CO woud be gad to faciitate and support organization of virtua meeting of the WGs once suitabe dates for such meetings are confirmed so as to ensure maximum participation. Workbody Chairs are requested to pan their virtua meetings in advance to enabe Centra Office to prepare a caendar of events to make the meetings seamess. DOMIS: Web based DSS for micro irrigation A Decision Support System (DSS) - Design of Micro Irrigation Systems (DOMIS) has been designed by the Precision Farming Deveopment Centre (PFDC) at Water Technoogy Centre, ICAR-Indian Agricutura Research Institute, New Dehi, India to hep the user (particuary farmers) to design appropriate micro irrigation systems for efficient water utiization under different agro-cimatic conditions. DOMIS incudes the design of Drip Irrigation, Sprinker Irrigation System and Micro-Sprinker Irrigation Systems. The deveoped DSS has an interactive user-friendy interface impemented using the open source programming anguages,i.e., PHP, MySQL and runs on Apache server that can be accessed through any internet enabed device ike computers, aptops, mobies, phabets or tabets. DOMIS provides defaut data as we as guidance for seection of suitabe micro irrigation components taking the user through different design steps. It uses a rich database with information on crops, soi cimatic data, MI (micro irrigation) equipment, as we as, source and quaity of water. DSS aso provides an estimate of the costs of different components of the system incuding main, sub-main and atera pipes, pumping system, fiters and fertiizer appication systems. DOMIS aso provides genera information about Government schemes, agencies promoting micro irrigation, impementing agencies in different states of India, approved system suppiers in different states and genera information about different districts in the country. The deveoped DSS has been tested and appreciated by 22 Precision Farming Deveopment Centres, state micro irrigation mission directors and severa micro irrigation industries. It is organized into three tiers: data, ogic and presentation and wi be usefu for farmers, researchers and poicy makers. The system is hosted at iari.res.in 3

6 Internationa Commission on Irrigation and Drainage January 2018 Specia Issue Institutiona Reforms in Irrigation Sector for Sustainabe Agricuture Water Management The ICID Working Group on Institutiona and Organizationa Aspects (WG-IOA) organized an internationa symposium on the theme Goba Review of Institutiona Reforms in Irrigation Sector for Sustainabe Agricuture Water Management, incuding WUA chaired by VPH Hafied Gany, Indonesia during the 23rd ICID Congress in Mexico City. The symposium was attended by 150 participants and aimed to grasp the goba perspective of a arge interdiscipinary area of institutiona and organizationa aspects of irrigation and drainage and to deiberate on the issues reated to institutiona reforms needed for sustainabe agricuture management. Keeping in view the interest generated amongst irrigation community on the subject and to share the outcome with the wider audience, a specia issue of the Irrigation and Drainage Journa wi be pubished with seected papers of the Mexico ICID Congress, incuding a synthesis paper on the above symposium. The paper evauates the goba review of institutiona reforms in irrigation sector for sustainabe agricuture water management (AWM) of 14 countries and regions, incuding Austraia, China, India, Indonesia, Iran, Japan, Maaysia, Mexico, Nepa, South Korea, Sudan, Chinese Taipei, Turkey, and Ukraine. Safeguarding Future through Safe Dams These countries and regions represent a vast diversity of geography, cimate, governance, socio-economic conditions, and eve of deveopment. The evauation has addressed the issues reated with institutiona and organizationa reforms with a specia focus on the ega and organizationa framework structure incuding WUA for Water Suppy Services; Participatory Irrigation Management (PIM) and Management Transfer; and Pubic Private Partnership (PPP) towards sustainabe Irrigation and drainage and agricutura water management. The Internationa Dam Safety Conference 2018 wi be organized by the Centra Water Commission (CWC) in coaboration with the Keraa Water Resources Department (KWRD), Keraa State Eectricity Board (KSEB), Nationa Institute of Technoogy, Caicut (NITC), and Coege of Engineering, Trivandrum (CET) on January in Thiruvananthapuram, Keraa, India. The conference hed under the aegis of the ongoing Dam Rehabiitation and Improvement Project (DRIP) funded by the Word Bank, provides a forum to a dam professionas and experts from India and around the word to discuss, refect and share technoogy in addressing dam safety issues and strategies to address them. The specific focus of the conference wi be on continua improvement of techniques for managing the safety and risk of aging dams with an objective to provide a ong-asting and sustainabe management for their rehabiitation and make them more secure, resiient, and adequatey prepared for future foods and earthquakes.
