1 IOM Call fr Prpsals A Greenhuse Prject - Prmting livelihds, scial chesin and fd security in the Kurdistan Regin f Iraq Cntext IOM cntinue t assist Syrian refugees fleeing Syria due t the prlnged cnflict and vilence in the cuntry. Under the framewrk f the Reginal Refugee Resilience Plan (3RP), IOM aims at strengthening Syrian refugees self-reliance and enhancing scial chesin between them and hst cmmunity. The livelihd supprt prvided by IOM s far in camps and hst cmmunities acrss the KRI has prven t be an imprtant cmpnent t help preserve and strengthen scial netwrks and maintain psitive relatinships between the refugee and hst cmmunity ppulatins. Livelihd activities increase Syrian refugees financial stability and future emplyability upn return, allwing them t becme self-reliant and decreasing the psychscial stressrs assciated with dependency n aid and ecnmic vulnerabilities. Under the current phase f 3RP, IOM aims t supprt the frmatin f new cperatives and the enhancement f existing nes if they are identified in the agricultural sectr f the Kurdistan Regin f Iraq (KR-I), thrugh the prvisin f farming, agricultural and business training members Scpe f wrk IOM is seeking implementing partners with experience in advanced agricultural techniques t implement agricultural activities such as farmer training, greenhuses cnstructin and frmatin and/r enhancement f greenhuses cperatives. By supprting beneficiaries in maintaining a sustainable incme generating activity, the cperatives will enhance beneficiaries resilience and at the same time prmte psitive relatinships between them. The prject gegraphical cverage is within the KR-I and includes Erbil, Sulaymaniyah and Dahuk gvernrates. IOM will favrably cnsider prject prpsals that are als lking at cntributing t the develpment f lcal agricultural infrastructure and envirnmental management within the scpe f wrk as fllws:

Prvide technical supprt t individual beneficiaries and lcal gvernment structures in the develpment f efficient water resurce management practices, innvative agricultural techniques and strategies t maintain a cmpetitive edge within lcal and reginal markets. 2. Intrduce mdern irrigatin systems such as drip r sprinkler irrigatin systems, which are significantly mre efficient in their use f water. 3. Prvide water cnservatin and management training prgram, which will fcus n the reductin f water wastage, the prmtin f water-efficient irrigatin techniques, and the intrductin f innvative water-management and energy-saving technlgies, such as rainwater harvesting, grey water recycling, eclgical sanitatin, and slar water disinfectin. 4. Prvide framers with training in agriculture-specific best practice, including respnsible natural resurce management; fr example, rganic cmpsting, small crp planting, pest management, preand pst-harvest techniques, sil analysis and restratin, crp rtatins, seed multiplicatin, and greenhuse management. In additin, the beneficiaries (farmers) f the targeted gvernrates shuld be taught rganic fertilizer prductin thrugh rganic waste cmpsting and eclgical waste management. This will nt nly reduce their farming-related expenditures but als reduce their reliance n chemical fertilizers, benefitting the envirnment and the cmmunity s health. Thse wh cmplete the training prgram will be prvided with greenhuses, seeds, fertilizers, peat mss, hand tls, pesticides, and drip irrigatin system. Guidelines fr submitting applicatin 1. Prject Duratin The prpsed prjects shuld start n 15 th August, 2016 and be cmpleted nt later than 1 st December, Beneficiaries The prpsed prjects shuld target bth Syrian refugees and residents f the lcal hst cmmunity. 3. Gegraphical cverage The prpsed prjects shuld cver in camps and/r ut f camps areas with high cncentratin f Syrian refugees within the gvernrates f Erbil, Sulaymaniyah and Dahuk.

Deliverables The fllwing activities have t be included in the prject prpsal: Activity 1: Prvisin f farming training t minimum f 16 beneficiaries per gvernrate (48 in ttal acrss KRI), with at least 70% f them Syrian refugees, and the rest hst cmmunity members. Prpsals that include feasible appraches fr maximizing the number f beneficiaries in this interventin, thrugh value chains, multiplier effects and ther strategies will be assessed psitively under Evaluatin Criteria N.4 Activity 2: Cnstructin f minimum 8 greenhuses per gvernrate (24 in ttal acrss KRI). IOM engineers will be prviding the design, taking int accunt the successful candidate in huse expertise. Activity 3: Prvisin f technical expertise and n nging supprt t beneficiaries during the preparatry and peratinal phases f cperative frmatin Activity 4: Prvisin f nging technical farming and business cunselling supprt t beneficiaries, members f the greenhuses cperative The successful candidate will be wrking in cllabratin with an IOM specialist n cperative frmatin and value chain management. Regular liaisn with the Ministry f Agriculture will als be required t ensure hst gvernment cllabratin. IOM will favrably cnsider prject prpsals fcused n all r sme f the fur pints in the Scpe f wrk sectin f this Call. 5. Eligibility criteria The applicant is a lcal r internatinal rganizatin The applicant has an fficial and valid registratin within the Kurdistan Regin f Iraq Prpsal and budget are submitted in IOM template prvided in the CFP The applicant shuld have financial capacity t pre-finance up t 20% f the prpsed activities The applicant shuld have a fully staffed and peratinal ffice and an rganizatinal prfile. Minimum scring: 60% f ttal scre will be cnsidered successful -48 ttal scre 6. Evaluatin criteria IOM shall evaluate the Prpsals n the basis f their respnsiveness t the abve mentined activities, cmpliance t the requirements f the Call fr Prpsals and by applying an evaluatin criteria and a pint system. Each prpsal shall be given a technical scre by a review cmmittee. IOM will cnduct due diligence n any rganizatin that is shrt-listed, which may include a physical verificatin visit.
