1 Cathlic Relief Services Jerusalem, West Bank, & Gaza (JWBG) Yuth Analysis Cnsultant Cathlic Relief Services is an internatinal humanitarian agency f the Cathlic cmmunity in the United States and has been present in the Jerusalem, West Bank, and Gaza since The CRS JWBG cuntry prgram currently supprts develpment/relief prgrams and activities in the sectrs f civil sciety, humanitarian assistance, yuth empwerment, educatin, and peace & justice. Fr further infrmatin abut CRS, please visit: CRS is seeking a highly qualified cnsultant as per the fllwing scpe f wrk: Scpe f Wrk CRS is implementing Envisin Gaza 2020, a $50 millin, 5-year USAID-funded prject, starting in May The prject fcuses n prviding humanitarian assistance and livelihds activities, including Cash fr Wrk, Cash fr Internship, Cash fr Apprenticeship, entrepreneurial training fr yuth and wmen, and small business grants. CRS is cnducting a yuth analysis which will enable a better understanding f Gaza s yuth prfile and infrm prgram and prject fcus fr yuth ages The analysis will include a narrative abut hw Envisin Gaza 2020 s interventins will engage yuth as viable partners in all activities; integrate yuthrelated issues; invest in yuth; and capitalize n and strengthen the skills (internships and emplyability skills) f yung peple. The yuth analysis will help ensure that prgram interventins address the challenges and pprtunities specific t yuth in Gaza. CRS is seeking an external cnsultant t finalize design f the yuth analysis, lead the design f tls fr data cllectin in crdinatin with CRS, and implement the analysis. The analysis will be used t refine prject strategies fr yuth-fcused appraches t livelihds and emergency respnse activities. Separate gender and market assessments will be cnducted during the same timeframe as the yuth analysis, and the cnsultant will wrk with CRS staff t help ensure that the yuth analysis cmplements these ther assessments. The specific bjectives f the Gaza 2020 Yuth Analysis are t: 1. Identify the rles, respnsibilities, interests, needs and strengths f yuth (male and female, ages 18-29) acrss all five gvernrates in Gaza. This infrmatin will be used fr decisin making n prject design and implementatin. 2. Identify the needs, strengths, and pprtunities fr yuth with disabilities (ages 18-29) 3. Identify services presently available t yuth in Gaza in the three Yuth Wrkfrce Training cmpnent areas: (1) life, emplyability, and entrepreneurship skills; (2) yuth-friendly services; and (3) engagement f yuth in cmmunity service prjects. 4. Obtain infrmatin n pririty targeting and critical interventin strategies that will cntribute t a mre yuth respnsive prgram implementatin prcess fr: a) livelihds (CFI/A, CFW, entrepreneurship and small capital grants); and, fr b) emergency respnse (ERR) activities

2 5. Identify and address the underlying structural barriers t yuth capitalizing n and strengthening their skills (internships and emplyability skills) 6. Identify any yuth gender gaps that are mst likely t impede the achievement f Gaza 2020 gals and strategic bjectives. Yuth in Gaza Strip The summer 2014 cnflict, prlnged restrictins n access and mvement, separatin between Gaza and West Bank, and gvernance challenges, have all negatively impacted the situatin f yuth in Gaza. The May 2015 Wrld Bank AHLC reprt indicated alarming levels f pverty amng yuth in Gaza, wh represent 29.4% f the ttal ppulatin. Almst 60% f these yuth are unemplyed. A Wrld Bank reprt published in May 2015 nted that the high rate f yuth unemplyment, in additin t the absence f a durable plitical slutin, has reinfrced feelings f alienatin and cnfusin. While yuth in general have a lng educatin-t-wrk transitin, yung wmen wait up t fur times as lng as yung men t find a jb. 1 Wmen wh participated in a 2015 CRS assessment indicated a number f cultural barriers that prevent them frm finding emplyment. These include a lack f access t brader scial netwrks, unwillingness by businesses t emply wmen, cncern by businesses abut security f wmen in certain lcatins, and a limited number f jbs that are cnsidered acceptable fr wmen. High fertility rates reinfrce these barriers, as wmen are ften frced t priritize dmestic activities. Gaza 2020 Yuth Analysis Methdlgy The Gaza 2020 Yuth Analysis will utilize the fllwing: - Literature and desk review fcused n current needs, pririties and strengths f yuth in Gaza in the cntext f livelihds and emergency respnse - Participatry data cllectin methds including Fcus Grup Discussins (FGD) with male and female yuth grups, semi-structured interviews with key infrmants (including staff at yuth-serving rganizatins and yuth-fcused CBOs, lcal gvernment representatives, cmmunity leaders, and parents. The framewrk fr the Yuth Analysis is described belw. Yuth Ppulatin Segments t Participate in Yuth Analysis: Males and females in Gaza, ages 18-29, living in urban, peri-urban, and rural areas f Gaza, including yuth wh are Internally Displaced Peple (IDP), single and married, ut-f-schl/ut-f-wrk/un- r under-emplyed, yuth with disabilities, yuth living in pr cnditins and with limited prspects. Only individuals within this age range may participate. Cmparisn grups shuld be arranged accrdingly (male / female; single / married; emplyed / un- r under-emplyed), with a maximum f 2-3 grups dne fr each target segment. Yuth Analysis Framewrk: 1) Yuth Assessment fcused n develping a demgraphic prfile f lcal yuth, their educatinal and emplyment status, and their levels f satisfactin with the services intended t prepare them fr success in the wrkplace and cmmunity. 3 cmmunity leaders and ther key infrmants will be queried t enrich the understanding f yuth s challenges, including infrmatin n the enabling r hindering envirnment in Gaza, particularly factrs affecting the participatin f yung wmen in livelihds and emergency respnse activities. Tls (FGD, KII, SSI) will be develped in partnership and crdinatin with CRS and lcal partner staff. 2) Institutinal Assessment, in partnership and crdinatin with CRS and lcal partner staff, which maps the scpe f services presently available t yuth in the three Yuth Wrkfrce Training cmpnent areas: (1) life, emplyability, and entrepreneurship skills; (2) yuth-friendly services; and (3) engagement f yuth in cmmunity service prjects. Yuth demand fr these services shuld als be measured. The service mapping exercise will als examine which services and pprtunities are available t yuth during and immediately after emergencies. Tasks and Deliverables: The technical cnsultant is expected t deliver the fllwing utputs: - T cnduct and dcument a Yuth Analysis which can infrm Envisin Gaza 2020 s implementatin and appraches and increase yuth s benefit frm, and access t, the prject s livelihd and emergency respnse activities, and thereafter the prject s impact. The technical cnsultant is expected t cnduct and submit the fllwing deliverables by Sunday COB, June 19 th : - Cnduct literature and desk review f relevant dcuments, including Envisin Gaza 2020 assessment data, backgrund reprts n current yuth livelihd and emplyment activities in Gaza, yuth in emergency/crisis respnse in Gaza, etc. - Based n Envisin Gaza 2020 dcuments and backgrund reprts, develp and finalize the methdlgy fr Yuth Analysis. Methdlgy shuld include descriptin f methds, draft f tls, data quality cntrl mechanisms, sampling strategy and utline plan/framewrk fr data analysis. Illustrative tls may include Guide fr FGDs, Guide fr KII, Semi-Structured Interview Questinnaire, Institutinal Assessment / Service Mapping Tl. Cnsultant is welcme t suggest ther methds/tls as apprpriate, but will be reviewed and apprved by CRS in advance. - Incrprate CRS feedback and finalize methdlgy and tls, taking int accunt cmplementary wrk with nging gender analysis. - Train and prepare enumeratrs and recrders n tls, including fcus grups, KIIs, and institutinal assessment with yuth in the field. - Cllect data and implement quality cntrl mechanisms t ensure data accuracy, cnsistency and cmpleteness. - Cnduct fllw-up as necessary t address any gaps in data cllectin. - Cnduct preliminary analysis (in accrdance with the agreed upn methdlgy and analysis plan). - Draft Yuth Analysis reprt with preliminary findings and recmmendatins and present at a wrkshp t CRS. - Incrprate CRS feedback and finalize reprt. The reprt structure will be determined by CRS.

4 All raw data fr data cllectin tls (FGDs, KIIs, SSI, Institutinal Assessment, etc.) shuld be submitted in Arabic (and translated in English) and dated sequentially, rganized by gegraphic area, and be cmpiled int ne dcument electrnically fr CRS. Structure f the dcuments and tls is t be agreed jintly by CRS and the cnsultant. Required experience and expertise Cnsultant/s shuld pssess the fllwing expertise and skills: University degree in the field f scial r human sciences (M.A. r PhD in relevant field is an advantage); Minimum five years experience in cnducting assessments and evaluatins in yuth (and/r clsely related fields such as gender, wrkfrce develpment, r educatin) Experience designing and implementing yuth livelihds strategies; Practical experience in the use f participatry methds fr cnducting assessments, mnitring and evaluatin, research and planning; Fluency in English and Arabic; Backgrund knwledge f the sci-plitical situatin in Gaza; Strng analytical and creativity skills; Strng cmmunicatin skills, with the ability t cmmunicate detailed cncepts clearly and cncisely bth in writing and verbally; Extensive experience in scial research, including designing and emplying bth qualitative and quantitative data cllectin methds and tls which are participatry and sensitive t the needs f targeted beneficiaries. Applicatin and Bidding Prcedure Interested parties shuld submit the bidding prpsal cntaining the fllwing: Descriptin f cnsultant applying; Past perfrmance in similar areas with at least 2 references; A shrt cncept paper (n mre than 3 pages excluding budget) explaining prpsed apprach fr develping fcus grup questins t meet prgram needs, recmmended methdlgy fr selecting fcus grup participants, prcess fr analyzing cllected data, and any yuth-friendly assessment strategies t be utilized. A budget. Brief CV(s) f expert(s) invlved emphasizing nly relevant yuth assessment and experience. Only include the CVs f thse individuals wh will be primarily and substantially invlved in cnducting the analysis. The CVs f ther individuals wh wuld nly be invlved peripherally will nt be cnsidered during bid reviews. The bidder s prpsal must include a draft assessment design that will cntain a descriptin f the prpsed methdlgy fr qualitative research, wrk schedule, and ther relevant cmpnents f the assessment. Each bid will be assessed based n its specific design/methdlgy in relatin t the verall cst.

5 Budget Cnsultant(s) need t take int accunt exact number f days f engagement (maximum 20 wrking days), lcal travel csts and all ther expenses related t their assignments, accmpanied by the implementatin plan. Required qualificatins fr the cnsultant The selected cnsultant must be capable t wrk in a diverse envirnment, t have a high degree f yuth specific evaluatin experience, preferably in evaluating similar humanitarian assistance and livelihds prjects. Strng facilitatin skills and educatinal r cmmunity engagement experience and/r backgrund will be a plus. Cnsultant must be fluent in English as well as Arabic.
