2 General Requirements NAVFAC Solicitation No.: N R-5516 X003 NAVFAC Specification Work Order No.: PI1798M AE Project No NAVFAC Drawings Under eproject No.: NAVFAC Drawing No Title Repair Building 18 Lyceum Location of Work Marine Corps Recruit Depot (MCRD) Parris Island, Parris Island, SC Description of Work The project consists of repairs to Building 18 Lyceum. Building 18 was constructed in 1900 as part of Naval Station Port Royal. The building is one story with raised middle section and monitor over auditorium; steel framed with brick exterior walls at first floor and EIFS faced walls at raised middle section and monitor; wood framed floors on crawl space. The building has a sloped standing seam metal roof. The brick exterior contains corbelling and other brick details. The building is National Historic Register eligible; this project will be reviewed by the South Carolina State Historic Preservation Officer (SC SHPO). It contains an auditorium with stage; full commercial kitchen; restrooms, storage and other support areas, including an unused projection room on an upper level in the front of the building. Work includes: Full demolition and replacement of existing standing seam metal roof down to existing wood sheathing. Replace damaged gutters, downspouts, and splash blocks with historically accurate profile to match adjacent Building 17. Full cleaning and repair of existing concrete gutter slated to remain. Replace above-ceiling insulation with rigid insulation above roof and replace acoustical tile ceiling panels at auditorium. Install air barriers, moisture barriers, and insulation at other areas as indicated on Drawings. Exterior brick shall be cleaned and select areas repointed; EIFS shall replaced. Wood trim and window casings to be replaced with pvc trim, including replacement of missing trim. Window screens, mullions, foundation vents, exterior doors, interior doors, exterior lighting, and HVAC ductwork shall be replaced where indicated on Drawings. Miscellaneous interior and exterior painting and repairs as indicated. Repair wood flooring where indicated. Repair subflooring and provide new vct flooring where indicated. Repair aluminum storefront entrance. Plans and Specifications: All plans and specifications will be mailed out to each contractor in the form of a DVD, to the address listed above. NAICS Code Commercial and Institutional Building Construction. Time for Completion All work shall be completed no later than 315 calendar days from award. (300 days plus 15 days for bonds and administrative matters) Estimated Price Range In accordance with FAR Disclosure of the Magnitude of Construction Projects, the estimated price range is between $1,000,000 and $5,000,000. Wage Determination General Decision Number SC /31/2017 SC15 applies to this procurement and is attached in its entirety at the end of this document. Liquidated Damages In accordance with FAR , Liquidated Damages Construction (SEP 2000), liquidated damages shall be assessed as in the amount of $ per calendar day.
3 Special Scheduling See Specification Section Work Restrictions, 1.2 Special Scheduling Requirements and 1.3 contractor Access and use of premises, for special scheduling requirements. Utilities In accordance with FAC Availability of Utilities (JUN 1994), when available, the Government will provide reasonable amounts of electric, water and compressed air for the work to be performed under this contract at no cost to the contractor. The Contractor shall provide and maintain, at his expense, the necessary service lines from existing Government outlets to the site of work. Record Shop Drawings In accordance with FAR , Specifications and Drawings for Construction (FEB 1997) and FAC Record Drawings (OCT 2004), record shop drawings are required. Reproducible copies of these record drawings are required. Basis for Award In accordance with FAR Part 15, award shall be made to the lowest priced offeror. The grand total of the Base Bid will be used to determine the lowest priced offeror. Proposal Acceptance Period The proposal acceptance period shall be 120 calendar days from receipt of offers. Bid Option Period The bid option period shall be 120 calendar days from contract task order award. Site Visit The site visit shall be Tuesday, July 18, 2017 at 10:00 a.m. local time. Offerors shall meet in the FEAD PI Conference Room, 62 Atsugi Street (Building 852), MCRD Parris Island, SC There will only be one Government sponsored site visit. Bid Guarantee In accordance with FAR Bid Guarantee, a bid bond in the amount of 20% of the proposal price is required with proposal submission. Bonding Requirements In accordance with FAC Notice of Bonding Requirements (DEC 2000), Performance and Payment Bonds are required from the contract task order awardee 15 calendar days after date of task order award. 4 A. Marine Corps Recruit Depot (MCRD) Parris Island is Department of Defense installation with restricted access. Contractor employees must have approved installation access for MCRD Parris Island or request a one-day temporary pass. B. To request a one-day temporary MCRD Parris Island pass, please send the following information to silvia.longagonzalez@navy.mil: 1. Full name of each individual visiting MCRD Parris Island; 2. Date of Birth for each individual; and 3. Firm the individual is representing. C. MCRD Parris Island is transitioning from Rapid Gate to Defense Biometric Identification System (DBIDS). DBIDS will be no cost to the contractor or employee for their background investigation. D. Retiree and Dependent Identification Cards/Passes, do not meet the requirements to work on MCRD Parris Island as a contractor employee (Prime, Subcontractors, Suppliers, and Delivery Drivers) Evaluation Factors for Award The proposed task order will be awarded to the responsible offeror offering Lowest Price to the Government. The Government shall evaluate each offeror on the following criteria: A. Price Submission Price proposal will be submitted in bound format or stapled. Offeror shall submit one (1) original proposal, and one (1) copy, containing the following information: Cover page that includes: Solicitation Number, Title, Prime Contractor Name, Address, Phone Number, DUNS, Cage Code, Point of Contact Name, Phone Number, and Completed and signed Price Proposal Form (Attachment A) Acknowledged Amendments (if applicable) Bid Guarantee B. Basis of Evaluation The government will evaluate price based on the total base price (Base Price, excluding options). Analysis will be performed by one or more of the following techniques to ensure a fair and reasonable price: C. Evaluation 1. Comparison of proposed prices received in response to the RFP. 2. Comparison of proposed prices with the Independent Government Cost Estimate (IGCE). 3. Comparison of proposed prices with available historical information. 4. Comparison of proposed prices with market survey results. 1. The Government reserves the right to eliminate from consideration for award any or all offers at any time prior to award of the contract. 2. The Government intends to evaluate proposals and award a contract without discussions with offerors (except clarifications as described in FAR (a)). The Government reserves the right to conduct discussions if the Contracting Officer later determines them to be necessary. In addition, if the Contracting Officer determines
5 that the number of proposals that would otherwise be in the competitive range exceeds the number at which an efficient competition can be conducted, the Contracting Officer may limit the number of proposals in the competitive range. 3. From all proposals deemed eligible for award, the lowest price will be chosen.
