1 DISCOVERY ELEMENTARY SCHOOL COMMUNITY UPDATE #11 April 2015 COMPLETED AND ONGOING CONSTRUCTION ACTIVITIES The north half of the Discovery Elementary School (DES) building referred to below encompasses the gym, admin area, 2 story classroom wing housing grades 1-5, the library, art/music rooms, and the kitchen. The south half of the building is the one story portion that includes the entry canopy, main vestibule, main street hallway, pre-k and K wings, and cafeteria. Footings are 100% complete for the entire building. Insulated Concrete Formwork (ICF) walls and steel structure is 100% complete for the 2 story portion on the north half of the building. Gym structure is 95% complete. ICF and steel structure are approximately 80% complete on the south half. Both gym and south half ICF/steel structure should be complete by the 2 nd week of April. 1
2 Roofing is complete on the 2 story portion on the north half, with the exception of the gym. Roofing will be starting on the gym and the south half of the building in early to mid-april. Brick veneer has started on the north side of the building. Site underground sanitary sewer is 100% complete Site underground storm sewer is 75% complete. Storm sewer associated with the synthetic turf fields and west parking lot remains to be done. Site retaining walls on the south side of the school are complete and installation of veneer stone is 95% complete. Site retaining wall installation is progressing on the east side of the building. The geothermal well field is complete. All wells are drilled and grouted. Horizontal piping connecting the geothermal field to the building is in progress. Underground utility work in the public right of way is largely completed, with the exception of some additional undergrounding in the N Jefferson St cul-de-sac and for a short distance on 36 th St N, near N Jefferson St. This work should be completed during the month of April. Fireproofing of the north half of the building is 90% complete. Metal studwork is nearing completion on the 1 st floor of the north half, and has commenced on the 2 nd floor. Mechanical, electrical, and plumbing rough-ins are following up the metal studwork noted above. Installation of drywall has started and is following completion of MEP rough-ins, and county wall close-in inspections. Davey Tree work at the woods on the western side of the property will recommence in spring to continue bamboo removal for any shoots that reappear. SCHEDULE The project is generally on schedule. As with any large project, some areas are a bit ahead of schedule and some areas are a bit behind. At this time we have no concerns with meeting our contract milestone dates and opening for the September 2015 school year. OF SPECIAL NOTE We received a complaint from a neighbor about lighting levels and glare from the new WMS east parking lot lights. As a result of the complaint, APS forces surveyed the lighting levels in the lot. For comparison purposes, we also surveyed the parking lot lights at the recently re-constructed Yorktown HS on the same night. What we found was that the lighting levels were very much in accord with the design for the WMS lot, with a general lighting level of 2 footcandles (fc). At YHS, the lighting levels were more on the order of 1fc. The WMS parking lot is 2
3 much more evenly lit than the YHS parking lot due to the type of light fixture used LED at WMS vs. metal halide at YHS. In addition, the glare characteristics of the LED lamps at WMS are much more intense than the metal halides at YHS. This has to do with the inherent difference between LED and metal halide lamps and the geometry of the fixture housings. In order to be sensitive to the complaints of the neighbor, while still maintaining minimum safe lighting levels, we recently made adjustments to the lights to reduce the lighting level at the WMS parking lot to 1fc, same as at YHS. We also installed a lower temperature LED lamp in the fixtures nearest to N. Harrison St., resulting in a light color that does not appear as bright and glaring to the eye. In addition, we added anti-glare baffles to these same fixtures. The changes were effective at solving the lighting level and glare issues and we will be employing the lessons learned for the west parking lot lighting. It is also worth noting that the WMS east parking lot lights are on a time schedule such that the lights are turned off each night at approximately 10:00pm. We are aware of the recent news reports regarding synthetic turf material safety concerns. The safety concerns center on the type of crumb rubber infill used with the turf. The infill material provides the proper cushioning required and gives the synthetic turf a similar character to natural grass. The WMS artificial turf fields are a joint use facility with Arlington County Department of Parks & Recreation (DPR). In conjunction with DPR, we have commissioned a study of infill options for consideration. We should have results and recommendations to report in next month s update. Temporary street lights have been erected on the school side of the street on 36 th St N and N Harrison St along the perimeter of the DES property. These cobra type street lights are required by the county during construction but will be removed once the permanent Carlyle type street lights are installed. See following pages for construction photos of completed and ongoing work. 3
