2 4. J. Bokkel D. Speers: Resolved that the List of Accounts as paid for May 5 th, 2016, cheque numbers to (both inclusive) totaling $210, and Direct Deposit Register totaling $23, be approved. 5 A. Sutherland T. Tuttosi: Resolved that the following outstanding invoices from 2015, be added to taxes; Roll No. Invoice Amount $ J. Bokkel D. Speers: Resolved that Cory Rodger and Ken Pospisil be authorized to attend the Schulte Industries Mower Service School Course to be held in Neepawa, Manitoba on Wednesday, May 11 th, Be it further resolved that out of pocket expenses and mileage be paid. 7. A. Sutherland T. Tuttosi: Resolved that Laurie Owens and Christine Burton be authorized to attend the New Regulations of Railway Crossings in Canada Seminar to be held in Portage La Prairie Manitoba on Wednesday, May 11 th, Be it further resolved that the course fee of $ per person be paid and that out of pocket expenses and mileage be paid. 8. J. Bokkel D. Speers: Resolved that the Rural Municipality of Whitehead Council contribute $ to the Pre-Canada Day celebration, matching the LUD of Alexander s contribution.

3 9 A. Sutherland T. Tuttosi: Resolved that the Rural Municipality of Whitehead donate $100 to the Alexander 4H Club for the town cleanup they did in April 2016, matching the LUD of Alexander s contribution. 10. J. Bokkel D. Speers: Resolved that the RM of Whitehead request tender for the 2008 Chevrolet 4-door Tahoe serial number 1GNEC030X8R on E-Brandon and the RM website. 11. A. Sutherland T. Tuttosi: Resolved that the RM of Whitehead contract with Stacy Yeomans for the maintenance of the Municipal website for a monthly retainer of $100/month for J. Bokkel D. Speers: Resolved that the Rural Municipality of Whitehead put up 2 50km/hr signs on Alford Rd just south of 1A Highway. 13. A. Sutherland T. Tuttosi: Resolved that the Rural Municipality of Whitehead Council, with the recommendation from the LUD, approve the quotes for the Whitehead Hall renovations that the Whitehead Hall Committee has suggested. As per the quoted prices from; DEM Contractors - $4, Royal Flush Plumbing - $2, Alexander Electric - $ All taxes included Reeve Curle removed herself from the vote. 14. A. Sutherland T. Tuttosi: Resolved that By-law No. 2170, being a by-law of the Rural Municipality of Whitehead to amend its By-law No providing for the expenditure and borrowing of funds for a 2015 New Acres/International Emergency Vehicle, and which was authorized by Municipal Board Order No. E , be given second reading.

Speers: Resolved that By-law No. 2170, being a by-law of the Rural Municipality of Whitehead to amend its By-law No providing for the expenditure and borrowing of funds for a 2015 New Acres/International Emergency Vehicle, and which was authorized by Municipal Board Order No. E , having been read twice, be given third reading, be passed and the Reeve and Chief Administrative Officer be authorized to sign and seal same. For: 5 Against: A. Sutherland T. Tuttosi: Resolved that By-law No. 2171, being a by-law of the Rural Municipality of Whitehead to establish a New General Reserve Fund, be given second reading. 17. J. Bokkel D. Speers: Resolved that By-law No. 2171, being a by-law of the Rural Municipality of Whitehead to establish a New General Reserve Fund, having been read twice, be given third reading, be passed and the Reeve and Chief Administrative Officer be authorized to sign and seal same. For: 5 Against: A. Sutherland T. Tuttosi: Resolved that By-law No. 2173, being a by-law of the Rural Municipality of Whitehead to impose taxes, allow a discount and impose penalties in respect of tax arrears for the year 2016, be given second reading. 19. J. Bokkel D. Speers: Resolved that By-law No. 2173, being a by-law of the Rural Municipality of Whitehead to impose taxes, allow a discount and impose penalties in respect of tax arrears for the year 2016, having been read twice, be given third reading, be passed and the Reeve and Chief Administrative Officer be authorized to sign and seal same. For: 5 Against: A. Sutherland T. Tuttosi: Resolved that the RM of Whitehead install Road Closed signs/barricades at both ends of Little Saskatchewan Bridge immediately, as a result of Samson Engineering s recommendations, pending the installation of permanent signage for a 3 Tonne Maximum Limit.

5 21. J. Bokkel D. Speers: Resolved that the RM of Whitehead approve Mr. Brian Harder s request to have a culvert installed through Bendenhill Road south of Lot 1, Plan 55565; Be it further resolved, that as per the RM of Whitehead Culvert Installation Policy, the work will be done by the RM of Whitehead or a contractor of their choice, and all costs association with the installation, including but not limited to, the culvert, excavating, installing, gravel, will be entirely the responsibility of Mr. Harder. Councillor Bokkel left the meeting at 12 noon. 22. A. Sutherland T. Tuttosi: Whereas Kent Medland has made application to subdivide 2.07 acres containing one of the existing residences in the NE ¼ of WPM, Lot 1, Plan 53918, File No ; And whereas Council approved said subdivision on April 8 th, Now therefore be it resolved that the subdivision approval also be conditional on the removal of one of the 4 existing driveways into the MacPherson/Medland properties as per the Department of Infrastructure and Transportation s comments of March 29 th, A. Sutherland T. Tuttosi: Resolved that the Financial Statements for January 31 st, 2016 thru March 31 st, 2016 be approved as presented. 24. A. Sutherland T. Tuttosi: Resolved the RM of Whitehead approve RFNow s proposal to install fibre optic cable in the east/west back land of Alexander, from Fergus Street of Argyle Street in order to connect the Alexander School to the Brandon School Division Fibre Optic Network. Be it further resolved that as per RFNow s policy, streets and paved roads will be directionally drilled as opposed to ploughing, disruption/damage to property will be minimized and all construction areas will be returned back to their original condition, including compaction to reduce future sinkage, adding gravel and topsoil where needed and reseeding grassed areas when complete. 25. D. Speers T. Tuttosi: Resolved that the RM of Whitehead councilors establish a list of culverts needing repair, replacement of installation for each of their wards. Be it further resolved an overall municipal priority list be established from this list to be reviewed annually.

6 26. A. Sutherland D. Speers: Resolved the RM of Whitehead apply dust control to the following areas: - Haul roads - Pioneer road from #1 Highway to Wheat City Seeds approach - The LUD of Alexander on 3 rd Avenue from Carrick to Government Road, Government Road South from Walker Ave to 1 st Ave, and Walker Ave east of Argyle Street for 100 meters Be it further resolved that property owners in the municipality be 100% responsible for the cost of dust control in front of their property. 27. A. Sutherland T. Tuttosi: Resolved that the RM of Whitehead establish a $ fine for landowners guilty of a first offense in contravention of the RM of Whitehead By-Law No. 2095, the Fire Prevention and Emergency Services Bylaw. Be it further resolved the following landowners be sent an invoice with a $ fine: 1. Mr. Jim Gillon NW W, and 2. Mr. David Amos NE W 28. T. Tuttosi D. Speers: Resolved that the RM of Whitehead call for tenders for renovations to the outside of the RM office as per the attached specifications (Schedule A) To be advertised on Ebrandon and the municipal website. Tender to close June 9 th, 2016 at 4:30 p.m. 29. A. Sutherland T. Tuttosi: Resolved that the RM of Whitehead adopt the following Fire Department Billing Rates, to be effective immediately: 1. Engine - $1,500/hour, subsequent hours - $900/hour 2. Tanker - $1,350/hour, subsequent hours - $700/hour 3. Rescue Unit - $900/hour, subsequent hours - $600/hour 4. Command Unit - $500/hour, subsequent hours - $350/hour 5. Personnel - $25/hour 6. Foam - $50/gallon 7. Personal Water Trucks/Trailers - $100/hour 8. Incidentals to be charged as used

7 30. D. Speers T. Tuttosi: Resolved that the RM of Whitehead purchase and install road number signs: 1. Mile roads east of Hwy 250 on road 54N 2. Mile roads on road 125W south from Alexander to the boundary with Souris- Glenwood. 31. A. Sutherland T. Tuttosi: Resolved that we now adjourn to meet again on Friday, May 27, 2016 at 8 a.m. or at the call of the Reeve.
