Fior THAT the first meeting for the month of May for the Council of the Municipality of East Ferris was held on May 10 th, 2016 at 7:00 p.m. at the Corbeil Park Hall Moved by Councillor Rochefort Seconded by Councillor Champagne THAT the draft agenda circulated to Council and dated the 10 th day of May, 2016 be hereby adopted with the following modifications: Under Agenda item #11, Correspondence and Information: Add (f): AMO Communications- AMO Challenges all Municipal Government to Donate to Fort McMurray; Remove (i): Canadian Association of Municipal Administrators: Years not Recorded Correctly (3 years early) Moved by Councillor Champagne Seconded by Councillor Rochefort THAT the minutes of the Regular Meeting of Council held April 26 th, 2016 be adopted as circulated. DECLARATION OF CONFLICT OF INTEREST: Councillor Rick Champagne declared conflict of interest on agenda items: # 9 a., 9 c., 12 f., 12 h. and agenda item #13. CHAIR S COMMENTS: Mayor Vrebosch advised Council that he was in attendance at a ROMA meeting this morning and there was discussion with regards to sewage and septage. Mayor Vrebosch advised that he will be requesting to the Ministry that the Municipality of East Ferris be involved in any meetings with this concern Moved by Councillor Champagne Seconded by Councillor Voyer THAT By-law No being a By-law to establish fees and charges for services or use of Municipal Property be read a first and second time this 10 th day of May,

2 Moved by Councillor Rochefort Seconded by Councillor Champagne THAT By-law No being a By-law to establish fees and charges for services or use of Municipal Property be read a third time and passed this 10 th day of May, 2016; AND THAT said By-Law be signed by the Mayor and Clerk, and sealed with the Seal of the Corporation Moved by Councillor Voyer Seconded by Councillor Champagne THAT Council acknowledge the correspondence as circulated with the Agenda and dated the 10 th of May Moved by Councillor Champagne Seconded by Councillor Rochefort WHEREAS human trafficking is a heinous crime that has been referred to as modern day slavery; and WHEREAS traffickers recruit, transport, harbour and control the girl next door for sexual exploitation or forced labour; AND WHEREAS it is one of the fastest growing crimes that starts and stays in Canada, targeting victims 90 percent of which are Canadian-born and predominantly female, averaging the age of 14; AND WHEREAS Ontario is a major hub of human trafficking in Canada, and victims are lured, manipulated and coerced, often over the internet from every part of Ontario; AND WHEREAS human trafficking is in our neighbourhoods and our communities; THEREFORE BE IT RESOLVED that the Council of the Municipality of East Ferris support Bill 158, Saving the Girl Next Door Act, 2016, support MPP Laurie Scott s motion for a multijurisdictional and coordinated task force of law enforcement agencies, Crown prosecutors, judges, victims services and frontline agencies. 2

3 Moved by Councillor Rochefort Seconded by Councillor Champagne THAT Council of the Municipality of East Ferris supports the Municipality of Dutton Dunwich s resolution requesting: 1) THAT Municipal Support Resolution becomes a mandatory requirement in the IESO process; 2) THAT any points for Aboriginal participation in a given power project be limited to the First Nation who has a comprehensive claim on the land where the project will be built; 3) THAT any announcement of the successful bidders includes an explanation of the points awarded to each bid; AND THAT this resolution be forwarded to the Chair of the Board & President of IESO, the Minister of Energy and AMO Moved by Councillor Champagne Seconded by Councillor Voyer THAT Council accepts Mr. Peter MacDonald s resignation from the Recreation Committee with regret; AND THAT Mr. MacDonald be sent a letter of appreciation for his time and contribution to this Committee Moved by Councillor Rochefort Seconded by Councillor Voyer Municipal Engineer contained in Report No. R and approve Tender EF for granular materials in the amount of $64, including H.S.T. to be awarded to Miller Paving North Bay for the 2016 construction season. Councillor Rick Champagne declared a pecuniary interest with the above motion due to having submitted a tender for the granular materials and did not participate in the discussion and passing of resolution No Moved by Councillor Voyer Seconded by Councillor Champagne Municipal Engineer contained in Report No. R and approve Tender EF for the supply and application of dust control and road stabilization materials be awarded to Pollard Hwy Products in the amount of $91, including H.S.T.; AND THAT this Tender be approved for joint use between the Municipality of East Ferris and the Township of Bonfield. 3

4 Moved by Councillor Rochefort Seconded by Councillor Voyer Municipal Engineer contained in Report No. R and approve RFQ EF for equipment rental submitted by Rick Champagne Construction be accepted; AND THAT the use of equipment be based on the attached reference table. Councillor Rick Champagne declared a pecuniary interest with the above motion due to having submitted a RFQ for equipment rental and did not participate in the discussion and passing of resolution No Moved by Councillor Champagne Seconded by Councillor Rochefort WHEREAS a campaign is going on throughout the District of Nipissing that will see a number of billboard signs encouraging cycling as well as motorists to share the road; AND WHEREAS a request has been received from Mr. David Weiskopf to erect a Share the Road sign on the same structure that the Knights of Columbus place their Keep Chris in Christmas sign; BE IT HEREBY RESOLVED that Council approves of Mr. Weiskopf s request to place the Share the Road sign at corner of Hwy 94 and Corbeil Road provided permission is granted by the Knights of Columbus for the use of their frame structure; AND THOSE applicable fees under By-Law No be waived Moved by Councillor Rochefort Seconded by Councillor Champagne WHEREAS the Country has been deeply affected by the disturbing images and heartbreak we are seeing of those fleeing the wildfires around Fort McMurray, Alberta; AND WHEREAS a request has been received from AMO challenging all municipal government to donate to the Fort McMurray Disaster; BE IT HEREBY RESOLVED that Council of the Municipality of East Ferris contributes an amount of $ to the Fort McMurray Disaster Relief Fund. 4
