Summary Job Description The Northwest Madagascar Regional Manager (NWRM) is an important leadership role within the Blue Ventures Madagascar programme team. It is a new position created in response to the expansion of activities by BV and partners in the Northwest of Madagascar. The NWRM will have oversight for the delivery and ongoing strategic development of a holistic programme of conservation activities within communities around the Ambanja Bay, and building partnerships regionally to support our initiatives. Blue Venture s integrated approach in the northwest of Madagascar is aimed at supporting community-led conservation of mangroves (and the fisheries they provide) through the development of locally managed marine areas. Activities include mangrove and fisheries management measures, supported by the development of alternative livelihoods and improved community health. We also aim to secure long term sustainable financing
2 for community conservation of this nationally important mangrove area via the world s first mangrove blue carbon project validated under the Verified Carbon Standard (VCS). The NWRM will be responsible for delivering on this strategy and enhancing the positive conservation and social impacts, working closely with the wider BV team, and diverse regional and national partners. The NWRM will report directly to the Madagascar Country Director, while working closely with national level programme managers and BV headquarters in London. The successful candidate will be a highly motivated, proactive and highly organised individual, with strong leadership skills and demonstrated experience in managing large projects, building partnerships and developing strategies in the development and/or conservation sector. The evolving and agile nature of the organisation will give the NWRM opportunities for innovation and original thinking when approaching tasks and leading strategies. Responsibilities Leadership and management: - Take overall responsibility for overseeing delivery of programme strategy in the NW region, ensuring programme-specific activities respond to strategic priorities in an integrated and effective manner. - Create a positive, engaging, creative and thriving environment for staff, leading effectively through the creation of a shared vision for all colleagues in Northwest Madagascar, and ensuring all staff understand their contribution to that vision and receive adequate support and training to deliver in their roles. - Oversee delivery of integrated programmes in the Ambanja area, and activities in other sites in NW according to BV mission & values. - Provide line management support to the site leader in charge of BV s on-going local hub of conservation activities in Ambanja, and any other site leader if one or more additional sites were to be started by BV in the northwest. Manage any other current or future staff requiring strategic oversight at regional level. - Lead on development and oversee implementation of workplans and operational budgets for the Northwest region. - Oversee budget for core site grants initially, then eventually regional budgets. Strategy development - Lead BV s strategy for our integrated, community focused approach in the region, ensuring that BV s values are adhered to and programme implementation is effective. - Provide vision and direction to maximise BV s impact in the region, developing partnerships and strategic initiatives, in close collaboration with programme leads at national level. - As part of the core Madagascar management team, provide strategic insight into community conservation in the region and provide input to national policy and advocacy work, with an emphasis on sharing lessons learned, tools and best practice from activities in the NW.
3 - Contribute to BV delivering its 2020 vision to scale its impact by supporting partnership development via site visits, and contributing to communication and outreach tools promoting and supporting replication of BV models. Programme management and development: - Work with national level programme managers and London office to ensure that programmes are progressing towards objectives, are compliant with established budgets and are adequately monitored and reported. - Support the identification of opportunities for grants, funding and strategic partnerships in support of activities in the region, to develop Blue Ventures activities. - Support grant management and reporting for projects in the region, with guidance from the Conservation Director and Finance Director. - Act as overall management focal point for the region, ensuring the safe and effictive delivery of activities and the efficient use of assigned resources. Skills and Experience Required - Relevant postgraduate/graduate degree (or equivalent) in relevant field and proven experience in leading large scale conservation/development initiatives. - A minimum of three years of practical experience working in community-based conservation or development in a low-income country. - Proven experience in project management, coordination, team leadership and partnership development. - Proven experience in financial planning and control, and budget preparation and management. - Fluency in written and spoken English, and in at least one of the two official languages of Madagascar : Malagasy or French. - Excellent time management and organisational skills. - Confident, strong interpersonal skills and ability to relate to and work effectively with individuals from a wide range of backgrounds and cultures, at all levels. - Excellent skills in communication of complex information to a diverse range of stakeholders. - Excellent knowledge of MS Office, Google Apps, and social media tools. - Strong energy and personal motivation to engage in community work and marine conservation in remote regions of Madagascar. Desired - Specific experience of local and regional strategies to fight deforestation and protect mangroves. - Strong technical reporting skills, and experience of preparing project reports for funders. - Previous experience in Madagascar.
