3 1.0 INTRODUCTION: The Village of Hamburg Strategic Plan provide a preent and forward view of the future with key element that are the bai for direction and guidance toward maintaining a vibrant, robut organization that i relevant to the ervice-baed need of our reident and community. Thi plan wa formulated though the participation of the Village Board, Department Head, employee, and the community. The reultant proce produced viion and miion tatement, identification of key buine driver for the organization and the etablihment of goal, objective quantified through a ytem of metric and meaurement. A Strategic Planning Team deignated by the Village Board will conduct a complete review of the Strategic Plan every year in order to enure that it remain linked to the organization current trategic environment, key metric and meaurement critical to organizational ucce. The planning team will review the trategie, goal and meaurement in the plan at leat emi-annually each year. Village Board Meeting will provide the forum to meaure progre. 1.1 PURPOSE OF THE STRATEGIC PLAN: The Village Strategic Plan i formulated in order to enhance and improve Governmental Performance and etablihe a method of meauring reult. It i the firt tep in the completion of a municipal-baed verion of the Government Performance and Reult Act currently in place at the federal governmental level. A thi proce mature and i deployed, comprehenive miion tatement covering the major function and operation of the village organization will be developed in cononance with the overall miion tatement contain in thi plan. General goal and objective, a decription of how thoe goal are to be achieved a well a thoe key factor external to the agency and beyond it control will be conidered. Further, program evaluation for all goal will be initiated and conducted in order to enure hort and long-term ucce. The Village of Hamburg Strategic Plan provide general guidance from the Village Board, department head and employee, and, relie on input from the community to erve a a guide for the formulation of progre and the aurance of a common direction for achieving the Village viion and miion through implementation of action plan baed on pecific trategie, meaure and goal. 1.2 DEPLOYMENT: The Village of Hamburg Strategic Plan i preented to the community, employee and other intereted partie through the publication of the ame, the poting of the document on the Village Webite, and will be provided to any peron requeting the ame through written requet to the Village Adminitrator Office. Every employee of the Village of Hamburg will be informed of the Village miion, value and viion in order to undertand their repective role() in achieving organizational goal and objective. Departmental director have derived their own trategie from the Village Strategic plan in order to meet their reponibilitie by etting ubordinate goal and objective that are in cononance with the Village Strategic Plan. 3

4 1.3 LONG RANGE PLANNING PROCESS: The Strategic Planning Team appointed by the Village Board will conit of, but not necearily be limited to, Departmental Director, Union Repreentative, Community member, village buinee, upplier and cutomer. An outide conultant may be utilized in order to provide the team with facilitation and current data, trend and innovation that are relevant to the planning in the public ector. Baeline information and meaure will be etablihed in all area of goal and objective and will enure that trend are analyzed while the current trategic environment i canned concurrently in order to formulate change neceary on a continual bai. The Village of Hamburg Strategic Plan i baed on the conenu of the individual that participated in the proce workhop and formulation of the plan. It i formulated baed upon generally accepted buine and public ector reponibilitie, and, to the need and expreed concern of the community it erve. 2.1 PURPOSE: VILLAGE OF HAMBURG PURPOSE: The Village Board and employee are public ervant whoe purpoe i to erve the need of the Village of Hamburg by upporting the Village law and policie, the State Contitution and the Contitution of the United State through the effective and efficient tewardhip of reource provided. 4

10 ANNEX A BUILDING INSPECTOR GOALS Priority 1 Goal Objective: Tranition from NYS Fire & Bldg Code to the new International Fire & Building Code. Review and analyze new code requirement. Develop checklit for required inpection and plan review baed on the new code. Notify contractor, developer and property owner of any change in the new code affecting them and give them reaonable time for compliance. Set up a chedule of inpection baed on the new code requirement. Change local law a required. Priority 2 Goal Objective: Review Local Code, Zoning and Property Maintenance. Review entire village code a it applie to code enforcement and building inpector function and develop recommended change for conideration by the village board. Evaluate problem propertie in the village both commercial and reidential and develop a plan to bring them into compliance. Work with the town community development office and other agencie to identify aitance program for property owner who, for financial reaon, may not be able to comply Priority 3 Goal Objective: Improve Automation with the Department. Check with other building department locally to identify poible computerized program that will enhance and improve the building inpection and code enforcement program of the village. Ue the computer to log and track building permit and inpection. Obtain direct Internet acce and develop a page on the village web ite that provide code and reference material for cutomer of the building inpector department. 10

11 ANNEX B Priority 1 Goal Objective: CLERK TREASURER GOALS Upgrade the village web ite to make it more ueful and valuable for cutomer. Train all department to continually update their portion of the web page. Continue to revie front page providing a variety of eay to ue option. Provide more community information and link for buinee into village web page. Explore way to generate revenue for village from the web ite. Priority 2 Goal Objective: Prepare the village accounting ytem for the implementation of GASB 34 (Infratructure and activity baed coting) and conduct a cot benefit analyi of ervice provided by all department. Identify all cot that hould be aociated by function, by department and develop a reporting module to how the ame. Conduct a tudy that identifie poible alternative to current method of ervice upport to cutomer (privatization, conolidation, etc). Train appropriate village taff on cot baed accounting. 12 ANNEX C Priority 1 Goal Objective: FIRE DEPARTMENT GOALS Maintain public confidence in the ability of the fire department to provide quality fire and em ervice. Have Commiion member begin to work with the Department on a new or updated five-year mater plan. Have Commiion member work cloely with new Department Head (in the June time frame) to train, educate, etc. the new Program Coordinator, employee. Priority 2 Goal Objective: Continue to analyze, evaluate and improve all Department Program. Have program evaluation form put into effect. Improve computer capabilitie in the Department (epecially taff training, online ervice, digital photo, etc.). Study and implement (if practical) additional eaonal pecial event and alo ervice to help pecial need population. Invetigate and conider implementing a few new program in 2003 (i.e. mom & me or aqua aerobic). Priority 3 Goal Objective: Monitor the feaibility of a one-tory building to ervice youth and adult in the community, v. a major renovation of the preent facility. Check with community development agency about what poible funding, if any, would be available for a tructure. Stay obervant to village property or land that would be applicable to thi project. Stay educated on any poible federal, tate, local or private funding that could help ait in the accomplihment of thi project.
