1 ICT Support Officer Education and Training Boards Ireland (ETBI) Candidate Information Leaflet 12 th February 2018 Applications are sought for the post of ICT Support Officer. Please note that the closing date is 12 noon on Monday, 26 th February General information Education and Training Boards Ireland (ETBI) is the national representative body for Ireland s 16 regional Education and Training Boards (ETBs), and works to protect, promote and enhance the interests of our member ETBs and of education and training within the wider education sector in Ireland and in Europe. Education and Training Boards (ETBs) are statutory education authorities, established by the Education and Training Boards Act 2013 to replace the Vocational Education Committees (VECs). The Act created a new structure that better positions the sector to support the evolution of the delivery of educational services. ETBs deliver a wide range of services across many educational levels throughout Ireland. They operate over 270 second-level schools, Post Leaving Certificate (PLC) colleges, vocational training centres, and over 500 education centres. ETBs are trustees of 92 Community Colleges. They also manage a growing number of multi-denominational primary-level Community National Schools ( ETBs are involved in Youth Work, Youthreach programmes, apprenticeships, traineeships, prison education, Back to Education initiatives, Vocational Training Opportunities (VTOS) schemes, workplace learning programmes, outdoor education and training, adult and community education, and other educational programmes. There are ETB-run centres, schools or colleges in every corner of Ireland. Subsequent to the enactment of the Education and Training Boards Act 2013, the ETB sector has undergone a major transformation. ETBI has played and will continue to play a key role in supporting the ETB sector during this period of change and transformation. 1

2 Job Specification: The ICT Support Officer will support the delivery of the Technology Enhanced Learning (TEL) Strategy and ETBI ICT Strategy through the introduction of necessary ICT infrastructure and processes and will make recommendations to relevant stakeholders for successful delivery of the strategy. The ICT Support Officer will consult, liaise, and support the work of the ICT Forum and ICT Steering Group at ETBI and other relevant parties to identify and implement agreed business processes associated with the Technology Enhanced Learning (TEL) Strategy and ETBI ICT Strategy. This position requires a working knowledge of ICT technology, Information Systems, databases, web services, and the associated business processes, as well as the ability to rely on experience and judgment to plan and accomplish goals. Job Specification Duties The main duties and responsibilities of this role include: Specific responsibilities will include the following: Consult, liaise and support the work of the ICT Forum and ICT Steering Group at ETBI; Provide business process expertise and recommendations in assessing new projects and initiatives to support and enhance the Technology Enhanced Learning (TEL) Strategy; Provide input and support where appropriate on ICT systems in support of the ongoing reform of the ETB Sector and implementation of the ETBI ICT Strategy; Support the transition of legacy systems from SOLAS to the ETBs; Identify opportunities and provide recommendations that can improve efficiency of processes by leveraging technology; Plan and provide systems training as required; Represent ETBI, as appropriate, on national working groups relating to Technology Enhanced Learning (TEL) Strategy and ETBI ICT Strategy; To liaise with SOLAS and other relevant parties in the delivery of Technology Enhanced Learning (TEL) Strategy. 3 Competencies, Qualifications, Knowledge & Understanding Required for the Role Key competencies: In respect of the newly created post of ICT Support Officer the appointee will be required to have strong organisational and communication skills; have an ability to lead teams and work both collaboratively and on his/her own initiative. The post holder is expected to: Leadership: Actively contributes to the development of the strategies and policies of the Organisation Analysis & Decision Making: Researches issues thoroughly, consulting appropriately to gather all information needed. Makes clear, timely and well-grounded decisions Management & Delivery of Results: Takes responsibility for challenging tasks. Plans and prioritises work and delivers on time and to a high standard Interpersonal & Communication Skills: Presents information, both written and oral, in a confident, logical manner. Engages effectively with a range of stakeholders Specialist Knowledge, Expertise & Self Development: Has a clear understanding of the roles, objectives and targets of self and the team. Drive & Commitment to Public Service Values: Consistently strives to perform at a high level and upholds the highest standards of honesty, ethics and integrity. 1. Essential Qualifications The successful candidate will have a minimum of a relevant degree and/or five years relevant experience in an ICT environment. 2. Essential Criteria: Extensive knowledge of ETB provision. Experience in the development and implementation of standards, procedures and guidelines to support ICT operational processes. Strong written and oral communication skills Strong organisational and project management skills with effective results focus within an information systems environment. Strong analytical and problem-solving skills. Self-motivated with the ability to manage changing priorities and meet deadlines. Proven ability to be flexible and work hard, both independently and in a team environment. 3. Essential Knowledge & Understanding: Have a passion for education and understands how it can contribute to the realisation of individual and societal potential Have a good general knowledge and understanding of ICT and its deployment in educational and organisational environments Have a good working knowledge of the Education and Training Boards (ETB) sector - in particular, Further Education and Training Be familiar with current policy and developments in Technology Enhanced learning, both nationally and internationally 3

4 Reporting Structure The ICT Support Officer will be a member of the Organisation Support and Development (OSD) services pillar at ETBI and will report to the Director of OSD. The Director of OSD is a member of the ETBI senior management team reporting to the General Secretary. Headquarters The successful candidate s headquarters will be at ETBI, Piper s Hill, Kilcullen Road, Naas, Co. Kildare but may be required from time-to-time to work from other locations. Travel Expenses Travel expenses will be paid in respect of any work-related business necessitating travel from headquarters/place of work. The rate of expenses shall be the current rate that applies in the ETB sector. Tenure This appointment will be for a period of 3 years subject to a 9-month probationary period. If at any time during this period it appears that the appointee would not be suitable for final appointment, the probation will be terminated. Remuneration The salary associated with the position is aligned to the Grade VII pay scale. Secondment will be considered for the filling of the position. Conditions of Assignment 1. The successful candidate must be in a position to take up duty without undue delay. 2. If appointed to the position through secondment, while on assignment to ETBI, the officer will continue to have access to promotional opportunities in his/her organisation and to other competitions for which s/he is eligible. 3. If appointed to the position through secondment, in the event of the employee s service with ETBI not being satisfactory during the period of assignment, the employee will return to his or her organisation. 4
