1 Training Function Support Officer Assignment to Education and Training Boards Ireland (ETBI) 12 th July 2016 To: HR Managers in each ETB HR Managers are requested to bring this to the attention of all staff within their organisations. Please note that the closing date is 5pm on Monday 25 th July Expressions of interest are sought from officers for assignment to the post of ETBI Training Function Support Officer. The assignment, which will cover the Training Function Support Officer role is a temporary resource at Assistant Principal Officer grade, for a period of 3 years and will work as part of the ETBI team to coordinate and manage a range of activities and initiatives to support and develop the training and apprenticeship services of the ETBs. General Information Education and Training Boards (ETBs) are statutory bodies which were established on 1st July 2013 under the Education and Training Boards Act 2013 to replace the Vocational Education Committees (VECs) and to take on an enhanced role in the delivery of training. The Act created a new structure that better positions the sector to support the evolution of service delivery in schools and in delivering further education and training where ETBs have a strong relationship with SOLAS, the further education and training authority. There has been a major transformation of the ETB sector as a result of the Education and Training Boards Act ETBI has played and will continue to play a key role in supporting the ETB sector during this period of change and transformation. The Department of Education and Skills supports the ETB sector through the ETB/SOLAS Programme Board and its Project Management Office. The ETB/SOLAS Programme Management Officer (PMO) manages a range of projects detailed in the ETB/SOLAS Programme Plan aimed at ensuring the structures and systems within the ETB Sector will enable it to deliver on the challenges faced by the Sector over the coming years. The plan includes shared services payroll and finance for the ETB sector. The Training Functions Support Officer will play a key role in supporting the continued transformation of the ETB sector and will report to the ETBI Change Programme Manager. Page 1 of 9

2 The successful candidate s administrative headquarters will be at ETBI, Piper s Hill, Kilcullen Road, Naas, Co. Kildare but the appointee will be required to work from other locations as directed by the ETBI General Secretary. Job Specification: The role of the Training Function Support officer will include the following: 1. Contribute to the Strengthening of Relationships between SOLAS and ETB FET sector 2. Develop Strong working relationships between SOLAS and the ETBs in the areas of training and apprenticeships 3. Training Programmes Review and Monitoring 4. Support the integration of training functions into ETBs including transitional support arrangements 5. Establish effective Communications across ETB Training Centres and the ETBI support functions Project targets, deliverables and PMDS will be applicable to this role. Key Responsibilities 1. Contribute to the Strengthening of Relationships between SOLAS and ETB FET sector To actively contribute to the strengthening of the relationship between the ETBs and SOLAS. To develop an understanding of the training function and related opportunities and challenges within the ETBs To act as a conduit between SOLAS and the ETBs to ensure a common understanding of roles and responsibilities in relation to all aspects of existing and new apprenticeships including: governance, scheduling, resourcing, Standard Operating Procedures (development and review), programme development/review and quality assurance. 2. Develop Strong working relationships between SOLAS and the ETBs in the areas of training and apprenticeships To engage with ETBs and SOLAS on the planning of training, including for DSP client groups and for people in employment, and its integration with broader service planning To manage the implementation, monitoring and review of the MOU and Service Level Agreement between SOLAS and ETBs on apprenticeship. To implement a coordinated strategic and operational framework for engagement with SOLAS. Page 2 of 9

Training Programmes Review and Monitoring To coordinate the implementation of V4 revised curriculum for 19 outstanding trades To be responsible for the operational running and follow up of the Phase 4 Pilot programmes review group To coordinate issues relating to the engagement by ETBs in new contracted training procurement arrangements To support ETBs in addressing health and safety matters raised by ETBs and staff representatives as they relate to the training function 4. Support the integration of training functions into ETBs including transitional support arrangements To work with SOLAS to implement the transitional support arrangements as agreed To work with the QA project manager to support ETBs on integrating practices between former FE and Training cultures To support the further development of QA of the Training function and integrate it with the ETB QA approach To liaise with QA project manager and support all aspects of QA To develop, in collaboration with the QA Framework Project Manager a QA and governance model for the implementation of new apprenticeship in the sector, consistent with QQI guidelines and Apprenticeship Council governance requirements To collaborate with the QA Project Manager in stabilising the TQAS and in transitioning TQAS to a new QA framework, including the transfer of interim supports from SOLAS and the revision of operating procedures within TQAS 5. Establish effective Communications across ETB Training Centres and the ETBI support functions To develop and identify mechanism for disseminating information and promoting collaboration and sharing best practice in training and apprenticeship across the ETBs To liaise with Training Centre Managers and ETBI QQI Forum To present and keep CE Forum and EL Forum up to date on developments in this area To act as the nominated point of contact for all Training matters To ensure communication between ETBI and ETB Training Centres is strengthened To promote ETB capacity and image in apprenticeship delivery Page 3 of 9

6 Eligibility Essential Requirements The successful candidates will: Have significant experience in organising the work of an ETB Training Centre and a proven track record of delivery within the further Education and Training sector Have a broad knowledge within the Further Education and Training area. Demonstrate the ability to be innovative, to manage and lead change and to implement reform within an organisation in a rapidly changing environment; Demonstrate the capacity to work as part of a team, developing and implementing plans and organisational policies and procedures and ensuring the appropriate management of risk within the organisation Excellent interpersonal and collaborative skills including the ability to work effectively with a broad range of internal and external stakeholders and to represent the ETBI on external bodies as required Demonstrate that they possess the skills/competencies identified as being important for the role. These include: Leadership Analysis and Decision Making Management and Delivery of Results Interpersonal and Communications Skills Specialist Knowledge, Expertise and Self-Development Drive and Commitment to Public Service Values Conditions of Assignment 1. The successful candidate must be in a position to take up duty without undue delay on assignment to the ETBI for a minimum period of 3 years. 2. At the end of the period of assignment, the officer will return to his/her organisation or be redeployed in accordance with the redeployment arrangements applying at that time. 3. While on assignment to the ETBI, the officer will continue to have access to promotional opportunities in his/her organisation and to other competitions for which s/he is eligible. 4. In the event of the officer s service with the ETBI not being satisfactory during the period of assignment, the officer will be returned to his or her organisation. Page 6 of 9
