1 APPENDIX B HSE MANAGEMENT COMPETENCE FRAMEWORK SPECIFICATION FOR SENIOR LEADERS POSITIONS / HSE CRITICAL POSITIONS (LEVEL 2) AND CONTRACT HOLDERS Purpose To define the Competence Framework for HSE Management System for Leadership Positions and Planning/ Supervisory HSE Critical Positions, Technical Authorities and Contract Holders of HSE Critical Contracts (mode 2). Who is this for? Senior Leaders (CEO and members of CED) Business Leaders (Front Line Barriers Manager, Managers, Supervisors) Staff on HSE critical Positions ( Level 2) Technical Authorities ( TA1, TA 2) Contract Holders of HSE critical Contracts ( mode 2, mode 1 ) HSE Professionals with assigned role of Contract Holder of HSE critical Contract ( mode 2, mode 1) Authorized HSE Competence Assessors What situations are covered This document applies to Sakhalin Energy staff in Leadership Positions and Planning/Supervisory HSE Critical Positions. Requirements Competence Process The Line Manager is accountable for making sure that requirements 1 to 3 are met. 1. For Sakhalin Energy staff in Leadership Positions and Planning/Supervisory HSE Critical Positions: a. There are 3 HSE Management Competences, which are further described in Requirement 3: HSE Lead Provide Leadership in HSE HSE Prepare Prepare effective management of HSE Risk HSE Apply Apply effective management of HSE Risk b. There are nine generic competence profiles. These are shown as nine generic job family/types describing the required proficiency levels for each competence element - see Table 1. There are also examples of Position types for each Proficiency Profile see Table 2. c. There are three levels of proficiency for each HSE competence element - Awareness, Knowledge and Skill. HR Competence Based Assessment Procedure describes proficiency levels in more details. d. For Contract Holders there are 2 generic competence profile shown in Table 3 based on type of contract (Gold or Silver/Bronze) describing the required proficiency levels for each competence element. The proficiency requirements have been identified and agreed on 13th HSES Management of Contracts Steering Committee meeting 02 December 2010, as shown in the table below: DOCUMENT NO S O E Page 1 of 6
2 HSE Competence requirements for Leadership & Planning/Supervisory HSE Critical Positions Table 1 HSE Competence requirements for Contract Holders of HSE Critical Contracts: Table 2 Type of contract HSE Competence element Gold Silver / Bronze Lead HSSE Risk Management SKILL KNOWLEDGE Prepare HSSE Risk Management SKILL KNOWLEDGE Apply HSSE Risk Management KNOWLEDGE KNOWLEDGE 2. The Competence Framework for HSE Management System shall be applied as follows: a. The individual seeking competence validation shall: Confirm, with the Line Manager, the Proficiency Profile that best reflects the individual s influence on HSE risk management of the job role (see Table 1, Table 2 if Contract Holder). Read off the proficiency levels for competence elements HSE Lead, HSE Prepare and HSE Apply for the selected Proficiency Profile. Self-assess against the requirements in the HSE Competence Elements, for competence elements HSE Lead, HSE Prepare and HSE Apply at the levels set. If the individual decides they meet some or all of the Proficiency Levels, gather evidence to support the claim. b. The individual s Line Manager/ Authorized HSE Competence Assessor shall carry out the competence assessment, as follows: Select the correct Proficiency Profile that best reflects the individual s influence on HSE risk management of the job role (see Table 1, Table 3). Assess the individual s evidence against the competence elements HSE Lead, HSE Prepare and HSE Apply for the selected Proficiency Profile. Obtain support from competent colleague(s): DOCUMENT NO S O E Page 2 of 6
3 - where a required specialist competence level is higher than the Line Manager s own assessed competence - where the Line Manager decides he/she does not have adequate proficiency in a competence element to do a fair assessment - where the Line Manager decides he/she does not sufficiently understand the assessment process - where further testing or clarification of the evidence is required, carry out an interview (face to face or through a teleconference) with the individual. Explain any competence gap(s) to the individual and suggest ways of possible gap closure. Initiate Derogations/Exceedance Request in case if competence element or its proficiency level is not relevant and not applicable for current position/job. Provide the validated assessment record to the HSE Competence Assurance Specialist for record keeping and reporting. c. Line Managers shall periodically: Review the Leadership and Planning/Supervisory HSE Critical Positions in their organizations and the Proficiency Profile requirements for them (at least once at the beginning of each year). Assess whether individuals have maintained the Proficiency Levels required by their Proficiency Profile. They shall do this by either determining that the individual continues to perform the relevant HSE activities satisfactorily or re-assessing the individual s Proficiency Level in the relevant Competence Elements. If an individual is re-allocated a higher Job level, the Line Manager shall ensure that a revised Proficiency Profile shall be selected or prepared and the individual shall be reassessed as necessary against the revised requirements DOCUMENT NO S O E Page 3 of 6

Description of 3 HSE Management Competences for Leadership and Planning/Supervisory HSE Critical Positions: a. HSE 1 - Provide Leadership In HSE COMPETENCE ELEMENT REQUIREMENTS: Can deliver continuous improvement of HSE performance through pro-active HSE management, relentless pursuit of adherence to policy and standards, exemplary personal leadership behavior, provision of appropriate organisation and resources, and systematic review of effectiveness. Specific activities in Providing HSE Leadership are: Be mindful of HSE risks and drive the consistent application of the organization s HSE&SP MS, systematically reviewing its effectiveness and taking corrective action as necessary. Demonstrate visible and felt leadership by communicating a clear vision, setting and championing challenging performance goals and consistently demonstrating the importance of HSE via personal involvement, visibility, decisions and actions. Motivate, coach and develop staff towards improving HSE culture and behaviors through promotion of the Life-Saving Rules and personal example as a role model. Deliver compliance with applicable laws, regulations and SEIC HSE requirements, applying consistent Consequence Management. DOCUMENT NO S O E Page 4 of 6
5 Engage with stakeholders and set long-term objectives in line with expectations whilst adhering to HSE Policy. Debate and take ownership of the HSE input to the Annual Assurance Letter, and perform HSE-SP MS Management Review. b. HSE 2 - Prepare Effective Management Of HSE Risk COMPETENCE ELEMENT REQUIREMENTS: Can identify and assess HSE risks systematically and define the standards, plans, procedures and resources necessary to manage them. Specific activities in Preparing Effective Management of HSE Risk are: Identify the HSE hazards and assess the potential consequences. Define the barriers required to control the identified HSE hazards and the recovery measures needed. Select, establish and maintain the required resources, standards and procedures to manage business, personal and process HSE risks (including during change and across organizational interfaces). Identify those positions (HSE Critical Positions) responsible for the implementation or management of controls to prevent significant incidents and maintain adequate competence. Establish HSE action plans and targets integrated within overall business plans. Establish required emergency response capability and plans. Establish Risk based audit plans to assure compliance with relevant standards and requirements. c. HSE 3 - Apply Effective HSE Risk Management COMPETENCE ELEMENT REQUIREMENTS: Can implement the HSE&SP MS, standards, procedures, action plans and risk management controls to deliver continuous improvement of HSE performance. Specific activities in Applying Effective HSE Risk Management are: Manage HSE risks in accordance with the HSE& SP MS. Establish safe systems of work so that risk remains As Low As Reasonably Practicable. Monitor and review activities and performance to ensure effective implementation of controls and take corrective action. Report and investigate incidents, take corrective action and share learning. Participate in relevant site visits, inspections and internal audits to confirm that risk controls are in place and effective, and implement agreed actions. Manage emergency situations in accordance with established plans. HSE Competence Derogation\Exceedance process is as follows: 1. Line Manager and/ or Authorized HSE Competence Assessor initiate Derogations\Exceedance Request by filling in and submitting Derogations\Exceedance Justification Form to HSE Competence Assurance Specialist (Natalia Popova) in case if competence element or its proficiency level is not relevant and applicable for current position/job. 2. HSE Competence Assurance Specialist (Natalia Popova) checks and submits the form to HSE Technical Authority (General Manager HSE (TA 1) and/or HSE Assurance Manager (TA 2) for approval/ rejection. 6 3. HSE Technical Authority (TA 1 and TA 2) reviews Derogations\Exceedance Request and approves or rejects. 4. HSE Competence Assurance Specialist (Natalia Popova) informs all relevant parties on Derogation\Exceedance revision results, maintains and keeps records. Note that in case of any changes in employee s HSE critical position/role/job, approval on Derogation\Exceedance becomes void automatically and derogated Competence element is recognized as a Competence gap.
