1 Job Description Position Project Manager Department/ Location Growth & New Initiatives Reports to Acquisitions Programme Manager Salary SCP Staffing responsibilities Yes Key purpose and responsibilities of the role Barnet Homes is playing an exciting role in the acquisition of affordable homes from the private market. The Property Acquisitions Team has successfully delivered around 90 property acquisitions in phase 1 & 2. Additional funding of 90m has been allocated for the acquisition of around 300 properties for use as long term temporary accommodation. The Project Manager (Property Acquisitions) will work with the Acquisitions Programme Manager to enable the delivery of the programme and will manage the work of the Property Acquisitions Surveyors The Project Manager (Property Acquisitions) will oversee the refurbishment of newly acquired properties from purchase through to letting. The Project manager will work with contractors to ensure properties are refurbished within budget and within the target timescales. The Project Manager (Property Acquisitions) will work with Managers and teams across Barnet Homes to ensure procedures and policies are implemented for the effective letting and ongoing management of these properties. Main duties and responsibilities Responsible for the refurbishment of newly acquired properties from purchase through to letting. Manage the Property Acquisitions Surveyors in their surveying of potential acquisitions and the refurbishment of newly acquired properties. Responsible for the refurbishment budget, and work with contractors to ensure properties are refurbished within budget Responsible for ensuring contractors and colleagues work to meet the challenging endto-end letting times. Evaluate technical feedback from surveyors and contractors Ensure procedures are implemented for the effective ongoing viability of these temporary accommodation units, in terms of the allocating and management of these units Manage the project using standard project management techniques Adhere to and help meet the targets for the borough s acquisition programme Be a good communicator to maintain key relationships and deliver great customer 1

2 care Excellent oral and written skills and the ability to effectively engage with a diverse range of audiences, including senior managers, landlords, estate agents, vendors, investors, solicitors and vulnerable customers, in a courteous and professional manner and at times in stressful situations Strong interpersonal skills with the ability to negotiate and influence people to achieve effective outcomes Prepare and present briefings, carry out research and analyse data Demonstrate awareness of and implement health and safety issues relating to post Other duties as they arise to support the wider aims of the programme and able to work with a high degree of flexibility Capturing and maintaining accurate information To deal directly with contractors and colleagues across The Barnet To detect and report any incidents of suspected fraud to the relevant senior officer and to liaise with other departments such as the councils Corporate Anti-Fraud Team (CAFT), Housing Benefit, Internal Audit and Legal To report incidents of suspected abuse or neglect of children or vulnerable adults to the councils Social Services Management of issues relating to the surveying and conveyancing processes. Delivering governance requirements in respect of property acquisitions Builds and maintains relationships with colleagues, customers and partners to increase understanding Identifies and sets up new systems and procedures, as well as to improve existing services, processes and procedures Recommend practical and positive solutions to problems to senior management Evaluate quality, reliability and relevance of information Make appropriate changes to systems, policies, processes and structures to ensure effective business delivery Ensures property acquisitions are delivered in line with approved business cases Educate colleagues about services, systems, processes and practices to ensure the effective letting and management of newly acquired properties Actively consult and captures the needs of all stakeholders Seek out and uses feedback to challenge accepted practices and improve performance Drive changes to systems, structures, processes and practices to improve the longterm service offered Other duties as they arise to support the wider aims of the programme and to ensure the overall delivery of the programme General Obligations To represent Barnet Homes positively with all external agencies To protect Barnet Homes interests at all times, ensuring that no needless 2

3 expenditure is committed and that Barnet Homes equipment is used in an appropriate manner Ensuring safe and efficient delivery of service by achieving high standards of health and safety and reducing risk To continuously learn and improve services by routinely providing colleagues with feedback about weaknesses in the systems and ideas for improvement Good timekeeping and working with colleagues to ensure the service is covered during normal working hours To ensure that all staffing issues are dealt with in accordance with the Barnet Homes policies and procedures To be a positive role model to members of the team and colleagues Shares information, knowledge and experience freely and keeps others informed and up to date Actively seeks others input into own area of responsibility and encourages team members to think about how they can assist others in the team Person Specification Education Essential A demonstrably high standard of verbal and written literacy and numeracy Desirable Project Management qualification Educated to degree level or equivalent Knowledge Good working knowledge of property standards Knowledge of refurbishment and maintenance processes Good understanding of successful void procedures Knowledge of homelessness legislation, in particular relating to temporary accommodation Experience of managing staff in a public sector environment Experience of dealing with estate agents, solicitors and contractors Producing reports and presenting information to a variety of audiences IT literate: ability to work with databases and MS Office applications A practical understanding of and adherence to Health and Safety Policies to ensure personal and staff safety Experience 12 months management experience 12 months experience of working within a budget and to a deadline 12 months experience of working with contractors overseeing refurbishment and maintenance of properties 12 months experience of working in Social Housing Experience of producing reports and business analysis to deadlines. Experience of problem solving and offering a range of practical solutions to organisational issues. Experience of running projects successfully. 3
