3 Intrductin The Cmmunity Planning Assciatin f Suthwest Idah (COMPASS) is an assciatin f lcal gvernments that serves as the Metrplitan Planning Organizatin (MPO) fr Ada and Canyn Cunties, Idah. One f the primary functins f an MPO is t develp a lng-range transprtatin plan fr its planning area. The reginal lng-range transprtatin plan develped by COMPASS fr Ada and Canyn Cunties is Cmmunities in Mtin (CIM). This plan was riginally adpted by the COMPASS Bard f Directrs in 2006; an updated versin was adpted in Per federal requirements, the plan must be updated again by September This plan will lk frward t the year 2040 ( CIM 2040 ) and will include additinal sustainability elements husing, cmmunity infrastructure, and health beynd the scpe f a traditinal lng-range transprtatin plan. Meaningful public invlvement is a key cmpnent f any planning prcess. As CIM 2040 will help shape a sustainable future fr the area, public invlvement and investment in the prcess and its utcmes is crucial. COMPASS is cmmitted t engaging the public and targeted stakehlders thrughut the develpment f CIM It is the gal f this plan t ensure all residents f Ada and Canyn Cunties, including traditinally underrepresented ppulatins, have the pprtunity t be active participants in the planning prcess. This public invlvement plan utlines the public invlvement philsphy, gals, and bjectives fr public invlvement int CIM 2040, as well as the strategies that will be used t fulfill the gals and bjectives. It als shws general timeframes fr public invlvement; the exact timing f different aspects f public invlvement is cntingent upn the timing f the technical aspects f develping the plan. A public invlvement budget f $81,000 was established by the COMPASS Bard. This is divided int tw parts: $41,000 fr general public invlvement thrughut the planning prcess and $40,000 specifically fr public presentatin f the draft plan and pprtunity public cmment and feedback n the draft in spring The final prduct f this prcess will be an updated transprtatin and sustainability plan that will address transprtatin and sustainability issues in Ada and Canyn Cunties, Idah, and plan t the year This reginal plan will create strategies t meet future transprtatin needs. The reginal plan will help guide public and private investments and land use decisins t efficiently manage public dllars, enhance ecnmic cmpetitiveness, and prvide chices in transprtatin, husing, and jb pprtunities t all residents. 3

4 COMPASS Public Invlvement Plicy COMPASS has an verarching Public Invlvement Plicy 1 that serves as an umbrella fr all public invlvement within the agency. The plicy is updated every three years and adpted by the COMPASS Bard. In part, the plicy states: The planning prcesses f the Cmmunity Planning Assciatin f Suthwest Idah (COMPASS) shall include an active public invlvement prcess that prvides cmprehensive infrmatin, timely public ntice, full public access t key decisins, and supprts early and cntinuing invlvement f the public in develping plans. COMPASS is cmmitted t brad gals fr public invlvement in all its prgrams, including: Develping an pen planning prcess that prvides citizens with meaningful pprtunities t participate in the develpment and decisin-making prcesses. Cmmunicating cmplete, accurate, understandable, and timely infrmatin t the public. Seeking representatin frm a brad crss-sectin f residents f the Treasure Valley. Specifically reaching ut t traditinally underrepresented ppulatins. Offering a range f educatinal and public invlvement pprtunities. Prviding public input t planners and decisin-makers in a timely manner. Prviding pprtunities fr early and cntinuus invlvement. Cmply with requirements f Title VI Civil Rights Act f 1964 and ensure all citizens have the pprtunity t participate. Build upn previus COMPASS public invlvement and stakehlder utreach effrts

5 Public Invlvement Gals fr CIM 2040 COMPASS will engage the public and targeted stakehlders, including traditinally underrepresented ppulatins, thrughut the develpment f CIM COMPASS has tw primary public invlvement gals fr CIM 2040: 1. Educate and infrm the public cncerning the reginal lng-range transprtatin and sustainability plan and transprtatin and sustainability issues (husing, cmmunity infrastructure, health) addressed in the plan. a. Develp and raise awareness that COMPASS and a reginal lng-range transprtatin plan exist, the histry behind Cmmunities in Mtin, and hw and why a plan is develped. b. Infrm stakehlders abut the shift frm a lng-range transprtatin plan t a lngrange transprtatin and sustainability plan. c. Generate awareness that public participatin is being sught and hw t becme invlved. d. Increase awareness f transprtatin and sustainability issues in general and prvide perspective n hw they interrelate and are being addressed lcally, reginally, and natinally. e. Cntinually engage stakehlders and the general public thrughut the prcess thrugh strategic cmmunicatins as develped in a stakehlder utreach matrix Cntinuusly engage the public as active participants in the planning and decisinmaking prcess by gathering public input during plan develpment and the draft plan and ensuring public input is cnsidered thrughut the planning prcess. a. Engage stakehlders and the general public, including traditinally underrepresented ppulatins, as active cntributrs in the decisin-making prcess. b. Prvide multiple and differing pprtunities fr the public t prvide input int the plan; fcus f input will change as the planning prcess prgresses. c. Ensure the COMPASS Bard and staff wrking n the plan receive the input prvided and respnd as apprpriate (prvide a respnse if requested, cnsider cmments in planning/decisin-making prcess, etc.). d. Ensure traditinally underrepresented ppulatins have the pprtunity t be invlved and express their needs and pririties; ensure this is dne in a manner that best serves individual ppulatins and that input is cnsidered in planning and decisin-making. 2 Develpment f this matrix is ne f the first steps in implementing this plan. The matrix will include an extensive list f stakehlder types (e.g., neighbrhd assciatins, the elderly), including traditinally underrepresented ppulatins, as well as appraches fr interacting with them during different planning phases. COMPASS will develp/maintain lists f specific cntacts (individuals/rganizatins) fr each stakehlder type in its cntact database. 5

Nte that the attached CIM 2040 scpe f wrk includes an implementatin phase (Phase 8) nt addressed in this plan. Public invlvement fr the implementatin phase will be addressed separately; this public invlvement plan is designed fr plan develpment thrugh adptin f the plan by the COMPASS Bard. Phases 1 4. Build the team, begin public participatin, research existing cnditins and trends. July 2011 December Objective 1: Set the stage (July 2011 December 2011) Tasks: i. Develp Public Invlvement Plan ii. Develp street simulatins and begin develping visualizatin tls t be used in utreach materials and the plan itself iii. Develp stakehlder utreach matrix 3 a. Identify, enhance, and develp cntacts with stakehlders, including traditinally underrepresented ppulatins. (The matrix will address types f stakehlders [e.g., nn-english speakers]; lists f individual cntacts fr each stakehlder type will be kept in the COMPASS cntact database.) b. Identify and address barriers t participatin, such as language, lack f transprtatin, child care, etc. d. 12 Phase 7: Outcmes and Deliverables A lng-range transprtatin and sustainability plan (CIM 2040) that: Was develped with meaningful input and participatin in planning and decisinmaking by the public and specific stakehlders, including members f traditinally underrepresented ppulatins Includes public cmments and respnses Is easy t read, understand, and access Is presented t stakehlders and made publically available Is adpted by the COMPASS Bard n later than September 2014 Plan fr distributin/implementatin f CIM 2040 Prject Management Ms. Liisa Itknen is the prject manager fr the CIM Ms. Amy Luft is the Cmmunicatin Crdinatr fr COMPASS and will crdinate public invlvement activities in cnjunctin with Ms. Itknen. The COMPASS Public Participatin Cmmittee has prvided assistance in the develpment f this public invlvement plan and will prvide input and assistance thrughut the prcess, as will ther COMPASS cmmittees as apprpriate. This public invlvement plan was apprved by the COMPASS Bard f Directrs n Octber 17,

14 Scpe f Wrk t Prepare Cmmunities in Mtin 2040: Reginal Lng-Range Transprtatin and Sustainability Plan Purpse Lcal agencies and institutins invlved in land use, transprtatin, husing, natural resurces, public health, and ecnmic develpment will partner t develp an integrated, lng-range (20-30 year) reginal transprtatin and sustainability plan t: Meet federal requirements fr a lng-range transprtatin plan, Better crdinate investments, Shape future grwth withut undermining the regin s natural resurce base and envirnmental quality, and Better psitin the regin t cmpete fr federal funding. This reginal plan will help guide public and private investments and assist land use agencies in the decisin making prcess t efficiently manage public dllars, enhance ecnmic cmpetitiveness, and prvide chices in transprtatin, husing, and jb pprtunities t all residents. Expected Benefits Pursuing reginal transprtatin and sustainability planning in tandem will help align plicies and gals acrss the regin and amng planning elements (e.g., transprtatin, husing, etc.). It will als build partnerships t cnnect stakehlders and prmte wnership f thse plicies and gals acrss jurisdictins. Clser crdinatin f transprtatin, infrastructure, husing, and ecnmic develpment planning amng cmmunities and acrss the regin can help leverage resurces and effrts, and yield sustainable utcmes with existing resurces. A brader planning prcess, bth in terms f scpe f the plan and the partners wh are invlved, will advise the COMPASS Bard and staff n hw the reginal lng-range transprtatin plan (Cmmunities in Mtin) and its implementing prgrams can best supprt land use, husing, ecnmic develpment, infrastructure, natural resurce, health, and service crdinatin bjectives. Aligning Cmmunities in Mtin gals, plicies, and perfrmance measures mre clsely with reginal sustainability bjectives will help: Incrprate supprtive wrk elements in the annual Unified Planning Wrk Prgram, Review and revise priritizatin criteria used t prgram federal funds t align reginal transprtatin funding pririties with reginal sustainability bjectives, Integrate pertinent strategies and bjectives int crridr studies and subarea plans, and Identify reginal crridrs and activity areas fr transit-supprtive investments. Reginal sustainability planning will als enhance cmmunities cmpetitiveness fr funding, as bth federal and philanthrpic grants nw ften include effrts t address reginal sustainability as ne f the rating criteria. 15 Assumptins / Caveats The scpe f wrk utlined belw includes main themes and steps; details will be develped by the planning team. This scpe identifies which items are federally required fr a lng-range transprtatin plan/planning prcess ( TR ), which are prpsed as part f the reginal lng-range transprtatin plan/planning prcess ( TP ), and which are prpsed as part f a reginal plan fr sustainable develpment, beynd transprtatin elements ( S ). The sequence f the tasks may vary frm this scpe f wrk; sme f the tasks will be dne cncurrently. This scpe f wrk includes Attachment A. Budget, Attachment B. Schedule, and Attachment C. Scenari Planning Prcess Draft Wrk Plan. Attachments A and B include additinal elements that prvide mre detail t the items discussed in this brad scpe f wrk. Attachment C. utlines a wrk plan fr scenari planning. COMPASS will prepare the plan, but it is assumed that member and ther partner agencies will prvide assistance as apprpriate. Getting Organized 1.
