1 POSITION DESCRIPTION Position: Programs: Team Leader Broadmeadows Women s Community House & Parentzone Northern Metro Broadmeadows Women s Community House, Parentzone Northern and the Family and Relationships Skills Program Classification: SCHADS Award Level 7 (Social Worker Class 4) (Classification will be dependent on qualification and years of experience within the relevant field consistent with the SCHADS Award) Hours: Part Time Hours per week: 34.2 hours per week (9 day fortnight) Duration: Location: Accountability: Ongoing Broadmeadows (Broadmeadows Women s Community House) and Lalor (Parentzone Northern) This position is directly accountable to the Program Manager, Northern Metro Family and Community Services Date: September 2017 INTRODUCTION At Anglicare Victoria our focus is on transforming the futures of children and young people, families and adults. We offer a comprehensive network of services and seek to ensure the provision of high quality services that will bring about significant improvements in the life experience of the young people, children and families/caregivers with whom we work. Anglicare Victoria has an official Reconciliation Action Plan (RAP) that bears the Reconciliation Action Trademark. The RAP requires that employees continue to develop their cultural competence so as to maximise opportunities and improved outcomes for Aboriginal and Torres Strait Islander peoples. OVERVIEW OF PROGRAMS 1. The Anglicare Broadmeadows Women s Community House provides a range of group work services to women and their children within the City of Hume which is a culturally diverse community. The Commonwealth Department of Social Services funded Family and Relationships Skills Program aims to provide families with relevant group work opportunities to enhance parenting strategies, self-esteem, relationship building and conflict resolution. 3. Parentzone Northern, based in Lalor, is a regional parenting service which aims to support parents, carers and professionals through the provision of educational/support group programs that assist in the development of parenting skills and competencies related to children aged 0 18 years. The service is provided throughout the Northern Metropolitan Region of Melbourne, which includes the municipalities of Banyule, Hume, Darebin, Moreland, Nillumbik, Whittlesea and Yarra. POSITION OBJECTIVES Manage the day to day work of two teams of multidisciplinary staff: one at Broadmeadows Women s Community House and the other at Parentzone, based in Lalor. Ensure that all groups provided by Broadmeadows Women s Community House and Parentzone are operating in compliance with contractual agreements and partnership agreements as appropriate. Ensure access and relevant group opportunities for women and their families referred to the Women s House, particularly those from culturally diverse communities, as well as enhancing their parenting skills, family functioning, self-esteem and communication skills. Empower women and their families to manage their difficulties and take charge of their circumstances through accessing and participating in groups as outlined above. Oversee the delivery of the Department of Social Services Family and Relationships Skills group work program. Manage the day to day delivery of parenting services and professional training activities provided by Parentzone, as well as identify service improvement initiatives and parenting activities throughout the Northern region. KEY RESPONSIBILITIES Service Management Manage the daily operations of Broadmeadows Women s Community House, Parentzone and the Family and Relationships Skills Program. Together with the Program Manager, fulfil the reporting requirements of the various funding bodies. Lead and support development of group work and community development initiatives in consultation with Program Manager and relevant stakeholders. Participate in service development and redevelopment in conjunction with the Program Manager. Ensure that specific group work standards are met. Contribute to the development of internal service performance targets and monitor and review compliance with performance targets. Contribute to the development of business plans for the program areas. Coordinate service planning for funded programs at the Women s House. HRF Page 2 of 5

3 Participate in the Anglicare Northern Family and Community Services Leadership team, promoting mutual support and the identification of opportunities for targeted service delivery. Ensure the implementation of organizational policy, standards and procedures. Represent the Broadmeadows Women s Community House on key networks including the North West Neighbourhood House Network. Together with the Program Manager, identify funding opportunities and assist in the preparation of submissions, and participate in the development of an appropriate service model for tenders. Develop and ensure compliance with program-specific standards, policies and procedures including the regular reporting requirements for all funding sources of the Broadmeadows Women s Community House. Prepare reports for Anglicare and various funding bodies as required. Ensure accurate client contact records for accountability purposes and to assist in planning and targeting service delivery according to identified needs. Liaise with staff from government and non-government agencies on a range of issues relating to clients. Facilitation of groups where applicable and when needed. Being responsive to expressed community need in the provision of group programs. Coordinate the development, implementation, monitoring and evaluation of the program. Resource Management Recruit and recommend selection of staff and assess their training needs. Nurture a positive and stimulating team environment, characterized by co-operation and willingness to work as a team. Lead team activities such as team meetings and practice issues forums. Maintain staff morale, cohesiveness and strong sense of team. Be responsive to expressed community need in the provision of group programs. Work in conjunction with local community development initiatives. Assist with the development and implementation of business plans for the program areas. Implement performance management systems for staff including the provision of regular professional supervision and support, and compliance with the Annual Performance Review process. Develop a staff training and development program that includes team and individual training opportunities. Contribute to preparation and monitoring of the Broadmeadows Women s Community House, Family and Relationship Skills and Parentzone budgets, and initiate corrective action as required. Participate in supervision process. Attend agreed training courses as identified through self-evaluation, discussion with position supervisor, annual reviews or other appropriate methods. This can be achieved by ensuring all people are aware of and have access to OHS policies, procedures, training and reporting systems. KEY SELECTION CRITERIA Essential A relevant tertiary qualification in Social Work, Community Development, Psychology or other relevant discipline. Demonstrated skills and experience supervising multidisciplinary teams. Demonstrated ability to effectively coordinate the delivery of high quality community and group programs. Demonstrated leadership ability and experience in supporting and motivating small teams. Sound knowledge of group work practice and experience in delivering group work. Excellent verbal and written communication skills. Ability to contribute to budget preparation and maintenance. Commitment to the preservation and empowerment of disadvantaged and marginalised families. An understanding of the social context of child abuse and neglect. An understanding of family violence, trauma and its impact on women and children. A commitment to strength based practice and staff supervision. Excellent liaison and networking skills. Demonstrated capacity to effectively balance working autonomously and consulting with the Program Manager. Computer literacy skills. HRF Page 4 of 5

5 Commitment to social justice principles and specifically to the Mission and aims of Anglicare Victoria as outlined in the Strategic Directions. Current Victorian Driver s Licence. Desirable skills, knowledge, and experience 1. Sensitivity to issues of confidentiality, gender, cultural backgrounds, disability, age and sexuality in dealing with individuals. 2. Sensitivity to the social demographics within the Northern Region. 3. Experience working with the community based non-government sector. ADDITIONAL INFORMATION Salary and conditions are in accordance with the Social, Community, Home Care and Disability Services Industry Award (SCHADS) Salary packaging is offered with this position. All offers of employment at Anglicare Victoria are subject to a six month probationary period. The staff member will be asked to participate in an annual performance review linked to objectives set out for the position. All offers of employment are subject to a satisfactory Criminal History Check and must provide a Working with Children Check prior to commencement. A current Victorian Driver s licence is essential. Anglicare Victoria is a member of HESTA (Health Employees Superannuation Trust). At present, we contribute 9.5% of ordinary time earnings to this fund.
