1 JOB DESCRIPTION Job Reference: Job Title: Work Unit: Responsible To: MARITIME INDUSTRY ENERGY EFFICIENCY ADVISER Maritime Technology Cooperation Centre (MTCC) Transport Programme Transport Greenhouse Gas Adviser Responsible For: Job Purpose: none Date: 15 May 2017 To serve Pacific Island Countries and Territories (PICTs) in an increasingly internationally-regulated maritime sector by providing technical advice on energy efficiency in the maritime transport and the uptake of new technologies and operations to reduce Green House Gas (GHG) emissions and the reliance on fossil fuel Vision: SPC is the principal scientific and technical organisation supporting development in the Pacific region. It is an international organisation established by treaty (the Canberra Agreement) in 1947 and is owned and governed by its 26 members including all 22 PICTs plus Australia, France, New Zealand and the United States of America (four of the founding countries). SPC is the host institution of the Maritime Technology Cooperation centre in the Pacific (MTCC-Pacific) which vision is a Pacific low-carbon maritime transport that supports the sustainable development goals of PICTs and the transition towards a greener economy in the Pacific through capacity-building and delivery of pilot-projects.. Organisation Context: The MTCC-Pacific is fully integrated to the management structure of SPC with the Energy and Transport Programmes at SPC Regional Office in Suva, Fiji. The Transport Programme coordinates work on (i) developing policy and regulatory frameworks; (ii) strengthening of human resource capacity; (iii) improving connections at the national, regional and international levels; and (iv) promoting integrated data, information and knowledge. The role of SPC s Transport Programme has expanded considerably over the last few years dealing with shipping issues in Small Islands Developing States ensuring PICTs comply with international and regional instruments and that there are systems and structures in place to align national frameworks with these ratified requirements. SPC is the main agency dealing with maritime matters in the Pacific Islands region and it is the implementing body for IMO technical cooperation division activities. For the implementation of maritime legal services, SPC is currently involved in promoting generic maritime model laws for Pacific Island countries and territories to adapt and adopt in order to comply with international instruments.
2 Director General Deputy Director General Suva Deputy Director Transport Transport Greenhouse Adviser Transport Programme Team Maritime Industry Energy Efficiency Adviser Administration and Information Assistant MTCC-Pacific Key Result Areas: The position of the Maritime Industry Energy Efficiency Adviser encompasses the following major functions or Key Result Areas: Provide technical advice and expertise for the implementation of energy efficiency measures in the Pacific maritime sector and the uptake of new technologies and operations; Develop and coordinate the MTCC regional and national capacity-building activities in accordance with international guidelines and best practices in order to develop the capacity of PICTs to comply with international instruments and facilitate the uptake of energy efficient measure in the maritime transport and new technologies. The requirements in the above Key Result Areas are broadly identified below. Energy Efficiency Initiative Jobholder is accountable for Conduct MTCC project activities in accordance with the agreed budget and workplan Assist PICTs in drafting and reviewing their energy, climate change and maritime transport policies, strategies and laws line with MARPOL Annex VI Coordinate and deliver regional and national capacity-building activities related to MARPOL Annex VI, energy efficient ship operations and uptake of new technologies Contribute to the development of the MTCC project budget and workplan Coordinate the development, implementation and reporting of the MTCC-Pacific pilot projects. Jobholder is successful when Project activities and budget are implemented in accordance with agreed objectives and indicators Objectives, indicators and expenditures are successfully achieved and reported within agreed timeframe Ship energy efficiency in PICTs is improved through updated policies, legislation and procedures Funding is received through project proposals Capacity-building activities are coordinated and delivered Page 2
3 Technical Advice and Expertise, Coordinate regional efforts to explore alternative fuels and new technologies for the maritime transport sector Coordinate regional efforts to improve the energy efficiency and resilience of the maritime transport sector and reduce its carbon footprint Develop incentive-based regulations and legislation to promote efficient and productive uses of energy and uptake of new technologies in the Pacific maritime transport sector Develop working relationships at the regional level with the Pacific maritime private sector for the uptake of low-carbon technologies and operations Develop partnerships with the Pacific Centre for Renewable Energy and Energy Efficiency and particularly its activities with the private sector Capacity building and data management/analyses Lead in strengthening the technical capacity of PICTs to effectively improve the energy efficiency and increase the uptake of new technologies in the maritime transport sector Coordinate the conduct of feasibility of using alternative fuels and new technologies in the maritime transport sector and studies and research into energy efficiency, safety, reliability and cost effectiveness of the maritime transport sector Annual workplan and activities are designed to implement the MTCC project Event coordination and participation meets outcome requirements and strategic goals. Technical advice and expertise is provided as of high quality, comprehensive and concise Articles and technical advice presented for publishing or advocacy is of a high standard Project activities are coordinated with transport programme staff and in accordance with Transport Programme quality management system Awareness is increased in technical solution for energy efficiency and uptake of new technologies in the Pacific maritime transport sector Private sector is involved in MTCC-Pacific activities Ship energy efficiency training modules are developed in accordance with international recommendations and guidelines and regularly updated Training on the uptake of new technologies and operations on board ship is provided in accordance with international guidelines Trainings are efficiently scheduled, conducted and are assessed as of relevance and high quality by stakeholders Research and study is coordinated. 5 Postgraduate degree in energy efficiency and renewable energy related field and engineering, particularly in mechanical and/or civil engineering or in shipping. Adult trainer Other specialized qualifications in maritime energy. Knowledge / Experience Essential: At least 10 years of experience in shipping energy efficiency and new technology use Proven experience in coordinating and delivering of regional workshops and seminars Demonstrated effectiveness in developing and maintaining unbiased and professional working relationships with counterparts Excellent speaking, writing, and reporting skills in English Proven maturity and discretion in dealing with government protocol, clients and staff in Small Islands Developing States Ability to work as part of a team or independently, under limited direction with strong commitment, personal drive and initiative. Desirable: Experience in and collaborating with others in project team-oriented environment Experience in retrofitting small ships with low carbon technologies Ability to think innovatively and have a high level of judgment Experience in Pacific Small Islands Developing States development.
